The Impact of Institutionalization, Politicization and Mobilization on the Direct Participation of Citizens Experiencing Poverty

Abstract. This article seeks to evaluate how democratic and deliberative the direct participation of citizens experiencing poverty is in the definition and implementation of public policies that affect them. A comparison of Belgian and Quebec processes involving persons in situation of poverty indicates that the procedural dimensions of participation (franchise, quality and accountability) are clearly strengthened by institutionalized processes and weakened when processes become politicized. However, the authenticity of the process (a dimension tied to outcomes) remains largely independent from the nature of these processes and depends instead on the mobilization of social actors and especially of anti-poverty organizations.Résumé. Cette article évalue dans quelle mesure la participation directe des citoyens en situation de pauvreté à l'élaboration et la mise en œuvre des politiques publiques les concernant est démocratique et délibérative. Une comparaison des processus belges et québécois de participation des personnes en situation de pauvreté démontre que les dimensions procédurales de la participation (franchise, qualité et garantie) sont clairement renforcées par l'institutionnalisation, tandis qu'elles sont affaiblies par la politisation des processus. Par ailleurs, l'authenticité du processus (une dimension liée aux résultats) reste largement indépendante de la nature des mécanismes et dépend plutôt de la mobilisation des acteurs sociaux et particulièrement de celle des organisations de lutte contre la pauvreté.

International audience Focusing at its starting point at the emergence of the concept of (super-) diversity in policy and academia, the article challenges the alleged theoretical and epistemic changes introduced by this new paradigm (Vertovec 2007) in the studies of race and ethnicity, pluralistic democracies, and even « multiculture » (Back 1994 ; Hall 1999). First we critically examine the main innovations claimed by the model, replacing them in a broader context of a posited « return of assimilation » (Brubaker 2001). Second we examine other sources of criticism, based for instance on empirical scrutiny and evidence from public policies analysis. Résumé. En 2001, le gouvernement québécois adopte la Politique de reconnaissance et de soutien à l'action communautaire. La mise en œuvre de cette politique a mené à des résultats contrastés en fonction des champs d'intervention considérés. Dans cet article, nous soutenons que la mise en œuvre différenciée de la Politique est directement liée à la structuration des acteurs sociaux dans chaque champ d'intervention. Par l'analyse de deux champs, le champ de l'environnement et celui de la défense collective des droits, nous montrons comment, au-delà des explications usuelles des processus de mise en œuvre des politiques publiques qui font intervenir le rôle des acteurs politiques et des réseaux, c'est la prise en compte de l'action autonome des acteurs sociaux qui permet de comprendre la différenciation des trajectoires de mise en œuvre.Abstract. In 2001, the Québec government adopted its Politique de reconnaissance et de soutien à l'action communautaire. The implementation of this policy has led to contrasting results depending on the fields of intervention considered. We argue that the different implementation pathways of this policy are directly linked to the structuring of social actors in each field. Using two fields of intervention – the environment and advocacy – as case studies, we show the need to go beyond the usual explanations regarding the implementation of public policies which stress the importance of political actors and policy networks. Without neglecting the role of the latter, the different pathways in the implementation processes of this policy are also largely due to the autonomous action of social actors.

El sector del turismo deportivo recibe cada vez una mayor atención por parte de los distintos agentes sociales, teniendo un alto impacto en distintas esferas de la sociedad. El turismo no sólo afecta a las actitudes de los residentes hacia su desarrollo, sino también a su calidad de vida en general. Una vez que una comunidad o población se convierte en un destino turístico, la calidad de vida de los residentes locales se ve afectada por el desarrollo del mismo. Por consiguiente, es relevante conocer cuáles son las percepciones de los residentes respecto al impacto que causa el turismo deportivo. Por ello, el objetivo del presente estudio es analizar las percepciones de los residentes de Gran Canaria hacia los efectos del turismo deportivo, en ámbitos como su impacto, la calidad de vida y el apoyo al sector. Los resultados del estudio indican que, a mayores niveles de percepción positivos de los residentes sobre los impactos sociales, culturales, ambientales y económicos, hay un mayor apoyo hacia el desarrollo del turismo. Por otra parte, también se produce un efecto mediador significativo de la variable calidad de vida de los residentes, entre la relación de impactos percibidos y el apoyo al desarrollo del turismo activo y deportivo en Gran Canaria. Estos resultados posibilitan un mejor entendimiento de la perspectiva que los residentes tienen hacía el sector turístico deportivo, algo que puede ayudar a orientar futuras decisiones sobre la práctica, desarrollo y planificación del turismo deportivo. The sports tourism sector is receiving increasing attention from different social actors, having a high impact on different spheres of society. Tourism not only affects residents' attitudes towards their development, but also their quality of life in general. Once a community or population becomes a tourist destination, the quality of life of local residents is affected by its development. It is therefore important to know what residents' perceptions are of the impact of sports tourism. Therefore, the aim of this study is to analyse the perceptions of the residents of Gran Canaria towards the effects of sports tourism, in areas such as its impact, quality of life and support for the sector. The results of the study indicate that, at higher levels of positive perception by residents of the social, cultural, environmental and economic impacts, there is greater support for the development of tourism. On the other hand, there is also a significant mediating effect of the variable quality of life of the residents, between the relationship of perceived impacts and the support for the development of active and sports tourism in Gran Canaria. These results make it possible to better understand the perspective that residents have towards the sports tourism sector, something that can help guide future decisions on the practice, development and planning of sports tourism. Os resultados do estudo indicam que, em níveis mais elevados de percepção positiva dos residentes sobre os impactos sociais, culturais, ambientais e econômicos, há maior apoio para o desenvolvimento do turismo. Por outro lado, existe também um efeito mediador significativo da variável qualidade de vida dos residentes, entre a relação de impactos percebidos e o apoio ao desenvolvimento do turismo ativo e desportivo na Gran Canária. Estes resultados permitem compreender melhor a perspectiva que os residentes têm em relação ao sector do turismo desportivo, algo que pode ajudar a orientar futuras decisões sobre a prática, desenvolvimento e planeamento do turismo desportivo. Il settore del turismo sportivo sta ricevendo un'attenzione crescente da parte di diversi attori sociali, con un forte impatto sulle diverse sfere della società. Il turismo influenza non solo l'atteggiamento dei residenti nei confronti del loro sviluppo, ma anche la loro qualità di vita in generale. Una volta che una comunità o una popolazione diventa una destinazione turistica, la qualità della vita dei residenti locali è influenzata dal suo sviluppo. È quindi importante sapere quali sono le percezioni dei residenti sull'impatto del turismo sportivo. Pertanto, l'obiettivo di questo studio è quello di analizzare le percezioni degli abitanti di Gran Canaria nei confronti degli effetti del turismo sportivo, in settori quali l'impatto, la qualità della vita e il sostegno al settore. I risultati dello studio indicano che, a livelli più elevati di percezione positiva da parte dei residenti degli impatti sociali, culturali, ambientali ed economici, vi è un maggiore sostegno allo sviluppo del turismo. D'altra parte, c'è anche un significativo effetto mediatore della variabile qualità della vita dei residenti, tra la relazione degli impatti percepiti e il sostegno allo sviluppo del turismo attivo e sportivo a Gran Canaria. Questi risultati permettono di comprendere meglio la prospettiva che i residenti hanno nei confronti del settore del turismo sportivo, cosa che può aiutare a guidare le future decisioni sulla pratica, lo sviluppo e la pianificazione del turismo sportivo.

Although deliberative reforms have been proposed to strengthen democracy, little is known about their impact on politics, public policies, and society. This article develops a framework to systematically assess this impact, differentiating between direct and indirect forms of impact. We apply this framework to two cases of deliberative citizens’ summits in the Netherlands. Our analysis reveals that these summits have a limited direct impact on local politics and policy making, but a relatively strong indirect impact on the local community. The article also discusses some conditions that mediate the impact of the forum.

The aim of this research was to study the relationship between the different levels of direct participation of workers (passive, consultative or active-delegated) in risk prevention management with the levels of absenteeism in Spain. To this end, a transversal study was carried out using microdata from the Second European Survey of Companies on New and Emerging Risks (ESENER-2-Spain, 2014) with a master population of 3162 work centres. A multinomial logistic regression model was carried out, with the dependent variable being the levels of absenteeism and the independent variables, the participation indicators and preventive management, calculating the adjusted odds ratio (aOR) between all the independent and control variables, with their corresponding 95% confidence intervals (95% IC). The results obtained showed how the active-delegative participation of workers in the design and adoption of psychosocial risk prevention measures reported 2.33 less probabilities of having a very high or fairly high level of absenteeism (aOR = 0.43; 95%IC:0.27–0.69). However, having documented aspects of preventive management (plan, risk assessment, planning measures) did not have any impact on absenteeism levels, which shows that we can fall into an unrealistic institutional mirage of security with active policies of co-education or co-management being necessary to reduce absenteeism.

We can talk about public policies when a public authority - central or local - intends, with the help of a coordinated action program, to modify the economic, social, cultural environment of social actors. At national level, public policies can appear from any of the major state institutions (Parliament, President, Government, central or local authorities). The study of public policies is different from the traditional academic research, having an applied approach, oriented towards: (1) designing and developing solutions for the problems of society, (2) Interdisciplinarity, (3) Orientation towards problem solving: it does not have a purely academic character, but it is oriented towards the problems of the real world, looking for solutions for them, (4) Normativity. The general stages of this process are as follows: (1) defining the problem, (2) making the decision, (3) implementation of public policy, (4) monitoring and evaluation of public policy.

Abstract The article describes the role of legislative and legal framework which brought about a new approach to waste management through the concept of circular economy, and its drivers. We explicitly focus on the impact of ambitious EU environmental policy and its financial support from the European Commission (EC) which helped social actors recognize not only the ecological, but also the economic and social benefits of the circular economy. Over 50 actions under the “Circular Economy Action Plan” launched in 2015 have been delivered or are being implemented in this period in European Union (EU). Through overview of the EU’s ambitious policy, best practice of the circular economy in the world and status quo in circular economy at EU level we also show the circular economy is nowadays a crucial megatrend and there is still needed to increase up action at EU level, provide the competitive advantage it brings to EU economy and close the loop. Beside impact of ambitious EU environmental policy article focuses on the Cultural Political Economy (CPE) approach as a political economy approach with the purpose for explaining the role of legislative and legal framework as a mechanism for selection and retention of the paradigm of circular economy.
