Any source that provides insights into the view of the world from the Ministry of Information Industries (MII) is particularly valuable at a time when debate is raging over the political impact of the Internet in the PRC. This is even more so as China joins the WTO, after which domestic Internet firms will have to gain approval from the MII before they can receive foreign capital, co-operate with foreign businesses or list domestic or overseas stocks.

Nanhai is a small city which belongs to Foshan City (a district can also be called a city in some cities of China) and lies in the central part of Guangdong province. It is in the hinterland of Pearl River Delta, close to Hong Kong and Macau. It was in 1995 that the city began to develop e-government. In September of 1996, it became one of the first cities that started to operate the Internet in China. Since 1999, the city had transferred into the period of Internet application. It became the national experimental field of an informalization process in 2000 and of an e-government application project and national information security project in 2001. However, since 2002, lots of problems have been appearing due to overemphasis on the construction of an information infrastructure and noticeable projects. Chinese e-government has been at the stage of a realistic period, with data shared among departments since 2000. Some weaknesses of the appraised projects have been appearing because of short service for urban development and the requirements from the city administration. Therefore, this case is just a description of the periodical success and would be a problematic case of the process of Chinese e-government.

Due to the importance that the Internet has gained as a means of communication, literature on political communication has incorporated it as one of its preferred topics of focus. Literature stems almost entirely from Europe and the United States. Very little is known about the political use of new information and communication technologies (NICTs) in other parts of the world. The present chapter aims to provide evidence in that line, starting from the study of the incorporation of the Chilean political parties to the Internet. In specific, the following questions are answered: In what extent do factors such as the organizational characteristics of the political parties explain their greater or lesser adoption of NICTs? What do parties use NICTs for? Furthermore, although briefly, the authors will try to answer the question whether the parties have experienced change in their interaction with the citizenry and their bases because of the usage of NICTs.

Anonymous could call movement, activists, community or idea. They have no leader, no structure, yet have in the past influenced the decisions of thousands of people around the world. Media is often referred to as hackers, because the greatest attention they raise is their attacks, which are mainly fighting for freedom of the Internet or against various social phenomena. In addition to hackers, the movement itself creates, in addition to hackers, people who either share ideas of movement or use various programs to attack and shut down the servers of organizations, institutions, governments, or websites of various security agencies such as the FBI or the CIA.

What might an anthropology of the internet look like? It require a combination of introspection, personal judgment and world history to explore the universe of cyberspace. This world is not sufficient to itself, nor is it 'the world'. People bring their offline circumstances to behaviour online. The virtual and the real constitute a dialectic in which neither can be reduced to the other and 'virtual reality' is their temporary synthesis. Heidegger's metaphysics are drawn on to illuminate this dialectic. Before this, the internet is examines in the light of the history of communications, from speech and writing to books and the radio. The digital revolution of our time is marked by the convergence of telephones, television and computing. It is the third stage in a machine revolution lasting just 200 years. The paper analyses the political economy of the internet in terms of the original three classes controlling respectively increase in the environment (land), money (capital) and human creativity (labour). It ends with a consideration of Kant's great example for a future anthropology capable of placing human subjectivity in world history.

The article reveals the relevance of studying information security, as well as examines external and internal threats to ensuring it. The difficulties that occur in this case are analyzed. A positive model of the development of society is associated with this type of security, so it is no coincidence that the most important task is to create a fullfledged theory of information security. Without this, it is impossible to speak about the effective elimination of a number of negative consequences of the process of society informatization. In this context, an extremely important task is to ensure the protection of children from information psychological and destructive threats, including overcoming the Internet and other types of information dependence. Information security theory is an integral part of social security psychology. For its complete design, there is still a lot to be done both in theoretical and applied terms. First of all, the creation of a national information platform is meant. Currently, there is an urgent need to develop competence in the field of information security not only among professionals, but also among various groups of the population.
