If the expansion and consolidation of state power simply undermined, homogenized, and ultimately destroyed the distinctive societies and ethnic groups in its grasp, as various acculturation or melting-pot theories would have it, the world would long ago have run out of its supply of diverse ways of life, a supply presumably created in the dawn of human time. To the contrary, state power must not only destroy but also generate cultural differentiation—and do so not only between different nation states, and between states and their political and economic colonies, but in the center of its grasp as well. The historical career of ethnic peoples can thus best be understood in the context of forces that both give a people birth and simultaneously seek to take their lives.

Until the early 1970s many scholars believed that the process of economic modernization would result in the decline of ethnic political activity throughout the world. This melting pot modernization perspective failed on both theoretical and empirical grounds. After its collapse, scholars promoted a new conflictual modernization approach, which argued that modernization brought previously isolated ethnic groups into conflict. Although this approach accounted for the origins of ethnic conflict, it relied too heavily on elite motivations and could not account for the behavior of ethnic political movements. In the last five years, scholars have tried to develop a psychological approach to ethnic conflict. These scholars see conflict as stemming from stereotyped perceptions of differences among ethnic groups. This approach fails to analyze the tangible group disparities that reinforce these identifications and that may serve as the actual catalysts for ethnic political conflict. The conflictual modernization approach is reinvigorated by applying it to the cases of ethnic conflict in Canada and Belgium. In both of these countries the twin processes of economic modernization and political centralization intensified ethnic conflict while stripping ethnic movements of the romantic cultural ideologies and institutional frameworks that could provide these movements with some long-term stability. Thus, by integrating the modernization approach with a resource mobilization perspective we can develop theories that can account for ethnic conflict throughout the world.

One of the less emphasized strengths of a world systems approach to national societies is its critical comprehension of the limited possibilities of ruling groups transforming their societies into ones of socialist relations. One limit placed on the part by the whole, on nation states by a capitalist world market, is the impossibility of building “true” socialism. The imperatives of the world market force state power-holders to act in a capitalist manner, that is, to organize their society for competition in world exchange.

The diversity of tribes, religions, races, groups, and cultural expressions in various dimensions make Indonesia one of the most vibrant cultures in the world. However, it cannot be denied, that diversity has the potential to trigger social conflicts that can threaten the unity and unity of the nation and state and disrupt a safe and peaceful shared life. The long history of the Indonesian journey proves that social conflicts often occur due to the differences in ethnic groups, religious, racial background, and inter-group (SARA). Therefore, conflict resolution efforts are a necessity for Indonesia to realize a safe and peaceful shared life. This study was aimed to study the conflict resolution based on the history of the Indonesian Military Ordinariate in mitigating and resolving conflict. In general, there are two approaches to conflict resolution, namely intervention in security or stability and humanitarian intervention. Security interventions (stability) usually use military power to resolve conflicts, whereas humanitarian intervention integrates the strength of culture and local wisdom as a basis for resolving conflicts. Humanitarian intervention in resolving conflicts usually results in sustainable, peaceful reconciliation. A peace that occurs between the parties to the conflict is not due to compulsion under military pressure or State power but is born from the awareness of the parties to create mutually reconciling society.

Replacing the assessment orientation requires an alternative to the idea of schools as sites of production. To do so, the authors challenge the conception of schools as composed of individual actors whose performance can be measured independently of their lodgment in the social world. They argue that our understandings of the world, along with our ways of life, come about within a process of relating. It is out of coordination among participants that beliefs, values, and meaningfulness of actions originate. Thus the process of co-creation is essential to knowledge, understanding, and learning. Significant distinctions are drawn among various forms of relational process, with contrasts between conventional conversations (valuable in sustaining tradition) degenerative interchange (leading to the destruction of meaning-making) and generative relating (that inspires innovation and enriches relationship). Measurement-based assessment practices in education foster alienation, suspicion, self-centeredness, and an instrumental orientation to relating. Vitally needed is the development of a relationally enriching orientation to evaluation.

This analysis investigates the ‘recontainerization’ of state power, asking how the forms of ruling authority are being eclipsed around the world by ‘denationalization’, ‘detraditionalization’, or ‘destatalization’. The government of The Coalition Provisional Authority in Iraq is an excellent case study in the recontainerizing rule, production, and identity on a different political scale and pace than that characteristic of many nation-states. This odd transitional regime points toward some of the material underpinnings and mobile resistances that one finds in the recontainerization of rule in today's networks of globalist governance. It explores how various unbundled nonstatal organizations and postnational identities work through markets and multinational military interventions to displace the authority of current state structures in determining who rules whom, what is produced where, and how identities are maintained.

The article deals with the fundamental, inherent in most of the countries of the world transformation of state power, its formation, functioning and division between the main branches as a result of the decentralization of such power, its subsidiarity. Attention is drawn to the specifics of state power, its func- tional features in the conditions of sovereignty of the states, their interconnec- tion. It is emphasized that the nature of the state power is connected with the nature of the political system of the state, with the form of government and many other aspects of a fundamental nature.It is analyzed that in the middle of national states the questions of legitima- cy, sovereignty of transparency of state power, its formation are acutely raised. Concerning the practical functioning of state power, a deeper study now needs a problem of separation of powers and the distribution of power. The use of this principle, which ensures the real subsidiarity of the authorities, the formation of more effective, responsible democratic relations between state power and civil society, is the first priority of the transformation of state power in the conditions of modern transformations of countries and societies. It is substantiated that the research of these problems will open up much wider opportunities for the provi- sion of state power not as a center authority, but also as a leading political structure but as a power of the people and the community. In the context of global democratization processes, such processes are crucial for a more humanistic and civilized arrangement of human life. It is noted that local self-government, as a specific form of public power, is also characterized by an expressive feature of a special subject of power (territorial community) as a set of large numbers of people; joint communal property; tax system, etc.

This book is about the idea that transnational corporations can push these rules through their global supply chains, and in effect, pull factories, forests, and farms out of their local contexts and up to global best practices. While demand for international peacebuilding assistance increases around the world, the UN’s Peacebuilding Architecture (PBA) remains a relatively weak player, for many reasons: its original design, uneasy relations between the Peacebuilding Commission and Security Council, turf battles within the UN system, and how UN peacebuilding is funded. This chapter examines the PBA’s operations since 2005, against the evolution of the peacebuilding field, and discusses how the PBA can be a more effective instrument in the UN’s new “sustaining peace” approach. To do so, it would have to become the intergovernmental anchor for that approach, without undermining the intent that “sustaining peace” be a system-wide responsibility, encompassing the entire spectrum of UN activities in peace, security, development, and human rights.
