The conflict between secrecy and publicity is one of the most delicate issues in foreign policy. Not long ago, absolute monarchs were able to conduct diplomacy that was really secret and could make war and peace - not to mention less cardinal decisions-without explanation. However, in the age of mass armies and of total wars, public opinion has to be mobilized and the issues of foreign policy need to be elaborated, justified and defended, even by non-democratic governments. On the other hand, professional diplomats continue to claim that secrecy is often a crucial prerequisite for successful foreign policy. Modern international relations have thus posed a seemingly insoluble dilemma that will probably haunt governments in the future: negotiations can be flexible and successful only if they are kept secret, but they will be barren without popular consent.

This chapter illustrates how Switzerland aimed to redefine its neutrality in international relations in the first half of the 1970s. On the one hand, Switzerland maintained its traditional Cold War maxims of armed defense, neutrality, and solidarity. On the other hand, in the face of détente and the perception of a new global context, the Swiss Federal Council, inspired by the Federal Political Department, embarked on a more active foreign policy that aimed to rebrand Swiss neutrality by renewing “goodwill” and trust toward it. Although this reorientation was not entirely successful, it was driven by a profound distrust of previous alliance systems and the process of détente, which eventually led Switzerland to a more globally oriented and defensive posture in international relations.

This article raises the problem of the international activities of the Cadet Party from 1906 to 1917. During this period, the Cadets were at the head of the foreign policy activities of the State Duma from the first to the fourth convocations. Firstly, the reason is that the cadets had a developed network of personal and professional contacts with Western politicians and journalists; secondly, they formulated their own vision of foreign policy, and were also ideologically close to the political elite of England and France. The Cadet Party used its international authority in two directions: on the one hand, this increased the party’s authority within the Russian society; on the other hand, Russia was drawing closer to its allies in the Entente. In this rapprochement, it is not so much the geopolitical aspect that is important as the establishment of horizontal ties between the societies of these countries, which allows building long-term friendly relations. This was the main feature of the activities of the Cadets – they did not have government powers, their activities did not lead to the conclusion of agreements, but it influenced public opinion both in Russia and abroad.

Burckhardt has remarked that during the Renaissance culture and enlightenment were almost powerless against astrology, kept alive as it was by the ardent imagination of the people, and their passionate wish to penetrate the future. But what he calls the “delusion” of astral influence charmed even the cultured and enlightened, and for rather more complex reasons than he suggests. The modern scholar, in analyzing Renaissance trends, tends to denounce the mind that surrenders to such influences in a rationalist atmosphere. A belief in the occult powers of the stars over Man did not, however, necessarily betray intellectual backwardness, nor was disbelief a proof of great enlightenment. Astrology, though often tolerated by princes of the Church, generally incurred the censure of theologians, and such a fatalistic belief, denying free will and granting powers of revelation to stars named for pagan dieties, appeared to the clerical mind as an incitement to idolatry. In many cases, then, the opponents of the art were conformists, not rebels—nor were they immune to superstition. Even so formidable an enemy of the stars as Pico della Mirandola toyed with magic and the cabala, and often directed his attack at science in general. On the other hand, such a champion of astrology as Mellin de Saint-Gelays argued that Man should remain unhindered in his desire to fathom the mysterious forces of the universe. If man remains earthbound, never lifting eyes or mind heavenward, wrote Mellin, he will sink to a level beneath all earthly creatures instead of becoming their master. For the French poet, prediction by the stars is not the chief purpose of the true astrologer, but a mere accessory of his earthly and heavenly researches. Such a defense of astrology as this stems from a reluctance to forbid any phase of Man's activity in the search for truth, an attitude which, though uncritical, remains consistent with the rationalistic spirit.

This paper explores Arnold Schoenberg’s curious ambivalence towards Haydn. Schoenberg recognized Haydn as an important figure in the German serious music tradition, but never closely examined or clearly articulated Haydn’s influence and import on his own musical style and ethos, as he did with many other major composers. This paper argues that Schoenberg failed to explicitly recognize Haydn as a major influence because he saw Haydn as he saw himself, namely as a somewhat ungainly, paradoxical figure, with one foot in the past and one in the future. In his voluminous writings on music, Haydn is mentioned by Schoenberg far less frequently than Bach, Mozart, or Beethoven, and his music appears rarely as examples in Schoenberg’s theoretical texts. When Schoenberg does talk about Haydn’s music, he invokes — with tacit negativity — its accessibility, counterpoising it with more recondite music, such as Beethoven’s, or his own. On the other hand, Schoenberg also praises Haydn for his complex, irregular phrasing and harmonic exploration. Haydn thus appears in Schoenberg’s writings as a figure invested with ambivalence: a key member of the First Viennese triumvirate, but at the same time he is curiously phantasmal, and is accorded a peripheral place in Schoenberg’s version of the canon and his own musical genealogy.

AbstrakPenelitian ini bertujuan mengkaji perbandingan kepercayaan masyarakat Talagadi Majalengka dan masyarakat Nagoya di Jepang. Kepercayaan yang dimaksud dalampenelitian ini adalah kepercayaan yang berhubungan dengan tabu atau pamali dankepercayaan yang berhubungan dengan keberuntungan pada kedua masyarakat tersebut.Untuk mencapai tujuan tersebut digunakan metode deskripstif kualitatif. Dalam memupudata digunakan metode lapangan karena peneliti terjun langsung ke masyarakat. Disamping itu, digunakan pula metode survey melalui penyebaran daftar kuesioner. Hasilpenelitian menunjukkan bahwa bentuk kepercayaan yang berhubungan dengan tabu ataupamali pada masyarakat Talaga dan Nagoya meliputi kegiatan yang dilakukan oleh manusia.Adapun kepercayaan yang berhubungan dengan keberuntungan pada kedua masyarakattersebut berkaitan dengan binatang, benda, dan kegiatan manusia. Sampai saat ini baikmasyarakat Talaga maupun Nagoya masih memegang teguh kepercayaan tersebut.Kata kunci: kepercayaan, Talaga, Nagoya, deskriptif kualitatif, komparasi budaya.AbstractThe aim of this research is to review the comparison of belief between the society ofTalaga in Majalengka and the society of Nagoya in Japan. The intended belief on this study isthe one related with a taboo or pamali, and the belief correlated to luck on both societies. Inachieving the goal, this research uses a descriptive qualitative method. To get the data, thewriter uses a field method that he (/she) directly involves with the people. On the other hand,the writer also uses a survey method by distributing questioners. The result shows that the beliefcorrelated with the taboo or pamali of Talaga and Nagoya societies covers the activities doneby human. Also with the belief related to luck of both societies corresponds to animals, things,and human’s activities. Until now, either Talaga society or Nagoya’s still keeps those beliefs.Keyword: belief, Talaga, Nagoya, descriptive qualitative, cultural comparison.

The covid-19 resulted in broad range of spread throughout the world in which India has also became a prey of it and in this situation the means of media is extensively inϑluencing the mentality of the people. Media always played a role of loop between society and sources of information. In this epidemic also media is playing a vital role in shaping the reaction in ϑirst place for both good and ill by providing important facts regarding symptoms of Corona virus, preventive measures against the virus and also how to deal with any suspect of disease to overcome covid-19. On the other hand, there are endless people who spread endless rumours overs social media and are adversely affecting life of people but we always count on media because they provide us with valuable answers to our questions, facts and everything in need. Media always remains on top of the line when it comes to stop the out spread of rumours which are surely dangerous kind of information for society. So on our side we should react fairly and maturely to handle the situation to keep it in the favour of humanity and help government not only to ϑight this pandemic but also the info emic.

The international thought of the early utilitarian thinkers Jeremy Bentham and James Mill remains little known and largely misunderstood. Most commentators give them a superficial appreciation or criticize their supposed naivety, in both cases mostly assuming that Mill borrowed his thoughts from Bentham's writings alone. This questionable reception overlooks some essential aspects of Bentham's and Mill's extensive reflections on war and peace, in particular their constant effort to overcome the tension between individual freedom and collective security. In reality, the fertile dialogue between the two thinkers gradually crystallized into an independent utilitarian peace theory centered on law and public opinion as instruments of an ambitious reform of international relations according to the principle of utility. They managed to elaborate a fragile synthesis between liberal principles and considerations of political realism, which grants their utilitarian peace theory a singular place in the historical efforts to systematically define the conditions of world peace.

The article is devoted to the analysis of representations about AustriaHungary in Russia in political and publicists societies including Bolsheviks, Social Democrats, liberals (cadets), as well as MFA analysts from February to October. On the basis of the materials on foreign policy and the correlation of revolution and world war, from Russian daily press and journalists, which have not been studied before, the author comes to the conclusion that the representatives of the left flank of the political spectrum had neither information nor conceptually built ideas about the situation in AustriaHungary, about the perspectives for the development of revolutionary processes in the multinational state and its direction and aims. On the other hand, this was also largely characteristic of the moods of the AustroHungarian politicians, whether progovernment or opposition,Статья посвящена анализу представлений об АвстроВенгрии в России в политических и публицистических обществахв том числе большевиков, социалдемократов, либералов (кадетов), а также аналитиков МИД с февраля по октябрь. На основе материалов по внешней политике и соотношение революции и мировой войны, из российской ежедневной прессы и журналистов, которые до этого не изучались, автор приходит к выводу, что представители левого фланга политического спектра не имели ни информации, ни концептуально выстроенных представлений о ситуации в АвстроВенгрии, о перспективах развития революционных процессов в многонациональном государстве и его направленности, а также о том, что они не могли цели. С другой стороны, это было также в значительной степени характерно для настроений австровенгерских политиков, будь то проправительственные или оппозиционные, для которых цели национального движения уже в 1917 году играли гораздо большую роль, чем для русских. Для сравнительного анализа на основе архивных материалов приводятся позиции Министерства иностранных дел (Временного правительства) и Петроградского Совета.

This study aims to find out the effect of event and publicity towards brand awareness on Indonesia Financial Service Authority, usually called with its abbreviation OJK. The research background is because OJK was newly established as a financial service authority, replacing Bank Indonesia. Therefore, exploring the awareness of the people about the function of OJK is interesting to be a research subject.This method used in this study is the quantitative method with 82 samples as the questionnaire respondents. The population chosen was an OJK’s event held at LPPI and Indonesia Banking School with 122 participants. Validity, reliability, normality, multicollinearity, heteroskedasticity, correlation, determination, regression, hypothesis and ANOVA tests are used as a statistical approach in order to define the outcome of the survey. The results of this study are both event and publicity have a positive and a significant influence towards brand awareness partially and simultaneously. As the conclusion, OJK should continue its programs. On the other hand, OJK should find another public relations strategy to accelerate people awareness about the duties of OJK.
