AbstractWhy do some decision makers prefer big multilateral agreements while others prefer cooperation in small clubs? Does enforcement encourage or deter institutional cooperation? We use experiments drawn from behavioral economics and cognitive psychology—along with a substantive survey focused on international trade—to illustrate how two behavioral traits (patience and strategic reasoning) of individuals who play key roles in negotiating and ratifying an international treaty shape their preferences for how treaties are designed and whether they are ratified. Patient subjects were more likely to prefer treaties with larger numbers of countries (and larger long-term benefits), as were subjects with the skill to anticipate how others will respond over multiple iterations of strategic games. The presence of an enforcement mechanism increased subjects' willingness to ratify treaties; however, strategic reasoning had double the effect of adding enforcement to a trade agreement: more strategic subjects were particularly likely to favor ratifying the agreement. We report these results for a sample of 509 university students and also show how similar patterns are revealed in a unique sample of ninety-two actual US policy elites. Under some conditions certain types of university student convenience samples can be useful for revealing elite-dominated policy preferences—different types of people in the same situation may prefer to approach decision-making tasks and reason through trade-offs in materially different ways.

The open innovation concept has been discussed for more than a decade. However, there are relatively few studies related to implementation of open innovation. Barriers of implementation have been identified, but they are not related to the external knowledge searched for. This multiple-case study adds to current understanding of implementing open innovation strategies by focusing on the cooperation and coordination challenges when opening up for different types of supplier knowledge. Possible solutions and trade-offs between short-term benefits and long-term goals are presented that take into consideration the character of knowledge and human behavior. By applying theories such as knowledge-based view and transaction cost theories on empirical findings, different explanations are sought that bring new insights into managing open innovation.

Abstract Coproduction of knowledge is believed to be an effective way to produce usable climate science knowledge through a process of collaboration between scientists and decision makers. While the general principles of coproduction—establishing long-term relationships between scientists and stakeholders, ensuring two-way communication between both groups, and keeping the focus on the production of usable science—are well understood, the mechanisms for achieving those goals have been discussed less. It is proposed here that a more deliberate approach to building the relationships and communication channels between scientists and stakeholders will yield better outcomes. The authors present five approaches to collaborative research that can be used to structure a coproduction process that each suit different types of research or management questions, decision-making contexts, and resources and skills available to contribute to the process of engagement. By using established collaborative research approaches scientists can be more effective in learning from stakeholders, can be more confident when engaging with stakeholders because there are guideposts to follow, and can assess both the process and outcomes of collaborative projects, which will help the whole community of stakeholder-engaged climate-scientists learn about coproduction of knowledge.

This paper surveys the literature on resilience, provides several definitions of resilience, and proposes a new comprehensive definition for a resilient engineered system, which is: a system that is able to successfully complete its planned mission(s) in the face of disruption(s) (environmental or adversarial), and has capabilities allowing it to successfully complete future missions with evolving threats. This definition captures the subtle differences between resilience and a resilient engineered system. We further examine the terminology associated with resilience to understand the various resilient time-frames and use the terminology to propose a resilience cycle, which differentiates mission resilience (short term) and platform resilience (long term). We then provide insight into various resilience evaluation methodologies and discuss how understanding the full scope of resilience enable designers to better incorporate resilience into system design, decision makers to consider resilient trade-offs in their assessment, and operators to better manage their systems. A resilient engineered system can lead to improved performance, reduced life-cycle costs, increased value, and extended service life for engineered systems.

Climate services play an important role in informing decision makers about how to reduce the impact of climate-related hazards, by building capacity through access to relevant data and information globally and regionally. Different types of climate services include long-term warning systems, projections, monitoring/triggers and signals, risk evaluation tools, and behavior change tools. However, climate services are often promoted as “improving uptake” and “translating and communicating science” This framing, which assumes that climate services are developed by scientists and “provided” to users, has limitations for decision makers designing actions to address changing coastal hazard risk driven by sea-level rise. Acting upon the IPCC 1.5 Degree Special Report imperative for urgent actions to reduce exposure and vulnerability at the coast will require a transformation in the way climate services are developed and delivered, in tandem with an understanding of the decision-making and policy context. Tools and policies must explicitly address deepening uncertainty and changing risk over long timeframes. Their use also must be compatible with the jurisdiction’s institutional frameworks and decision-making practice and relevant to user needs as changing risks unfold. Attention to both short- and long-term decisions are paramount to avoid lock-in and path dependency of decisions taken today, and to ensure relevance for the timeframes of investments in infrastructure and settlements. This requires actionable science and usable tools developed through multi-disciplinary efforts by scientists, co-producing them with decision agencies and communities. We give examples of different types of climate services developed with users and draw out some universal lessons learned in developing and applying them in New Zealand.

This review surveys relevant and recent data of the pertinent literature regarding the acute effect of alcohol on various kinds of memory processes with special emphasis on working memory. The characteristics of different types of long-term memory (LTM) and short-term memory (STM) processes are summarized with an attempt to relate these to various structures in the brain. LTM is typically impaired by chronic alcohol intake but according to some data a single dose of ethanol may have long lasting effects if administered at a critically important age. The most commonly seen deleterious acute effect of alcohol to STM appears following large doses of ethanol in conditions of “binge drinking” causing the “blackout” phenomenon. However, with the application of various techniques and well-structured behavioral paradigms it is possible to detect, albeit occasionally, subtle changes of cognitive processes even as a result of a low dose of alcohol. These data may be important for the consideration of legal consequences of low-dose ethanol intake in conditions such as driving, etc.

Visual long-term memory has a large and detailed storage capacity for individual scenes, objects, and actions. However, memory for combinations of actions and scenes is poorer, suggesting difficulty in binding this information together. Sleep can enhance declarative memory of information, but whether sleep can also boost memory for binding information and whether the effect is general across different types of information is not yet known. Experiments 1 to 3 tested effects of sleep on binding actions and scenes, and Experiments 4 and 5 tested binding of objects and scenes. Participants viewed composites and were tested 12-hours later after a delay consisting of sleep (9pm-9am) or wake (9am-9pm), on an alternative forced choice recognition task. For action-scene composites, memory was relatively poor with no significant effect of sleep. For object-scene composites sleep did improve memory. Sleep can promote binding in memory, depending on the type of information to be combined.

People often have to make trade-offs. We study three types of trade-offs: 1) "secular trade-offs" where no moral or sacred values are at stake, 2) "taboo trade-offs" where sacred values are pitted against financial gain, and 3) "tragic trade-offs" where sacred values are pitted against other sacred values. Previous research (Critcher et al., 2011; Tetlock et al., 2000) demonstrated that tragic and taboo trade-offs are not only evaluated by their outcomes, but are also evaluated based on the time it took to make the choice. We investigate two outstanding questions: 1) whether the effect of decision time differs for evaluations of decisions compared to decision makers and 2) whether moral contexts are unique in their ability to influence character evaluations through decision process information. In two experiments (total N = 1434) we find that decision time affects character evaluations, but not evaluations of the decision itself. There were no significant differences between tragic trade-offs and secular trade-offs, suggesting that the decisions structure may be more important in evaluations than moral context. Additionally, the magnitude of the effect of decision time shows us that decision time, may be of less practical use than expected. We thus urge, to take a closer examination of the processes underlying decision time and its perception.
