In the 1950s and 1960s, Chinese, Western, and Japanese scholarship debated the success or failure of the government schools and regional arsenals established between 1865 and 1895 to reform Qing China (1644-1911). For example, Quan Hansheng contended in 1954 that the Qing failure to industrialize after the Taiping Rebellion (1850-64) was the major reason why China lacked modern weapons during the Sino-Japanese War. This position has been built on in recent reassessments of the ‘Foreign Affairs Movement’ (Yangwu yundong) and Sino-Japanese War of 1894-95 (Jiawu zhanzheng) by Chinese scholars. They argue, with some dissent, that the inadequacies of the late Qing Chinese navy and army were due to poor armaments, insufficient training, lack of leadership, vested interests, lack of funding, and low morale. In aggregate, these factors are thought to demonstrate the inadequacies of the ‘Self-Strengthening era’ and its industrial programs.

Prior research on Qing China’s relationship towards Chosŏn Korea in the late 19th century suggested that China’s influence over Korea was a continuation of the tribute system. However, the Qing’s awareness of Westphalian laws altered Sino–Korean relations. In 1882, Qing China signed the Maritime and Overland Trade Regulations with Chosŏn Korea. Unlike the previous treaties that China signed with western states, the Qing negotiated terms economically beneficial to China in the agreement. The Qing officials determined much of the terms found in the Regulations. The Qing officials had leverage over Chosŏn officials partly because China had amassed cultural capital through centuries of tributary exchanges. The logics of appropriateness (LoA) or ‘bounded rationality’ of the tribute system shaped the Qing’s and Chosŏn’s responses, even in treaty negotiations. We argued that the Regulations reflected the Qing’s attempts to ‘modernize’ tributary relations with Westphalian LoA in light of the Qing’s own domestic crisis. Domestic insurrections such as the Taiping Rebellion led members of the self-strengthening ( Ziqiang) movement to focus on foreign affairs and adopt Westphalian international laws. The Qing’s goals to self-strengthen via an unequal agreement with Chosŏn, however, failed when westerners criticized China’s perceived suzerain authority over Korea. The criticisms highlighted the cleavages between the tributary and Westphalian systems as individuals attempted to justify their roles within these institutions.

The capability or calibre cannot be judged based on Results, as it depends on the student to student & also the examination is testing of knowledge of a student, for the whole year in two or three hours. In July 2020 the exam result of the secondary standard was declared by the Board of School Education Haryana, Bhiwani and there is a discussion about topper & the schools in which these toppers were studying & strategy of these toppers regarding exam preparation, their interviews & photos were published in the Newspapers, why not? It must be but in this spark light, there is some darkness behind this. Everyone is congratulating these students, as they are studied from the Private Schools of the Urban City areas of the Haryana, a few are from the most educated families, whose parents their selves are teachers or professors. Through this, we are ignoring a bitter truth of the poor students of the Government Schools, who despite lack of all the big & small facilities, as compare of these Private schools’ performed equal to these toppers. The introduction of recursion into linguistics was the result of applying some of the results of mathematical logic to the study of language. In particular, recursion was introduced in the 1950s as a general property of the mechanical procedure underlying the grammar, in order to account for language’s discrete infinity and expressive power—in the 1950s, this mechanical procedure was a production system, whereas more recently, of course, it is the set-operator merge. Unfortunately, the recent literature has confused the general recursive property of a grammar with specific instances of (recursive) rules/operations within a grammar; more worryingly still, there has been a general conflation of these recursive rules with some of the self-embedded structures these rules can generate, adding to the confusion. The conflation is manifold but always fallacious. Moreover, language manifests a much more generally recursive structure than is usually recognized: bundles of the universal (Specifier)-Head-Complement(s) geometry.

Drawing upon Kant’s analysis of the role of intuitions in our orientation towards knowledge, this paper analyses four points of departure in thinking about dignity: self, other, time and space. Each reveals a core area of normative discourse – authenticity in the self, respect for the other, progress through time and authority as the government of space – along with related grounds of resistance to dignity. The paper concludes with a discussion of the methodological challenge presented by our different dignitarian intuitions, in particular the role of universality in testing and cohering our intuitions.

As societies internationalize, the demand for, and the value of, various goods and services increase. Individuals who possess new ideas, technologies and information that abets globalization become imbued with “transnational human capital,” making them more valuable to these societies. This report looks at this issue from five perspectives. First, it shows that China's education and employment system is now highly internationalized. Secondly, since even Chinese scholars sent by the government rely heavily on foreign funds to complete their studies, China is benefiting from foreign capital invested in the cohort of returnees. Thirdly, the report shows that foreign PhDs are worth more than domestic PhDs in terms of people's perceptions, technology transfer and in their ability to bring benefits to their universities. Finally, returnees in high tech zones, compared to people in the zones who had not been overseas, were more likely to be importing technology and capital, to feel that their skills were in great demand within society, and to be using that technology to target the domestic market.

Abstract As part of its response to Covid-19 the government paused the use of the ‘Minimum Income Floor’ (MIF), which restricts the Universal Credit (UC) entitlement of the self-employed. This paper places the MIF in the wider context of conditionality in the social security system and considers a judicial review which claimed that the MIF was discriminatory. The paper focuses on how UC affects the availability of real choices for low-income citizens to limit or escape from wage labour, with two implications of the move to UC highlighted. First, the overlooked labour decommodifying aspect of tax credits, which provided a minimum income guarantee and a genuine alternative to wage labour for people who self-designated as ‘self-employed’, even if their earnings were minimal or non-existent, has been removed. Secondly, UC has in some respects improved the position of low-paid wage labourers in ‘mini-jobs’, who are not subject to conditionality once they work for the equivalent of approximately nine hours a week on the minimum wage.

AbstractScholars have debated the meaning of the foreign-relations clauses in the U.S. Constitution. This essay attempts to outline the foreign-relations clauses that an ideal constitution should have. A liberal constitution must enable the government to implement a morally defensible foreign policy. The first priority is the defense of liberty. The constitution must allow the government to effectively defend persons, territory, and liberal institutions themselves. The liberal government should also contribute to the advancement of global freedom, subject to a number of conditions, especially cost. The essay recommends improved methods to incorporate treaties and customary international law into the constitutional structure. Treaties should be approved by the whole legislature and should generally be self-executing. Customary law should be genuine, not fake, and consistent with liberal principles. Finally, based on economic theory and evidence, the essay recommends that liberal constitutions prohibit the government from erecting trade barriers. It concludes by tentatively proposing concrete constitutional language to implement these recommendations.

With the advancement of power in 2002, the Justice and Development Party (AKP) has introduced revolutionary policies in Turkey in various realms, including foreign affairs. The new trend in the foreign policy focused on not having problems with neighbors. This could be possible or nearly possible theoretically but eliminating century-long and deep-rooted conflicts with some of the neighbors would not be easy in practice. The new idealistic/moralistic approach necessitated new ways of policy formulation based on mutual gains and unthinkable concessions on the part of Turkey. Ankara’s new approach had given a special importance to building bridges of trust with the neighbors, which also seemed attractive to the political leaders of the neighboring states. This idealistic/moralistic approach was vulnerable to the dynamic political and economic developments in the region and the world in general. The policy did not have a power of sustainability due to the various old, new, and emerging problems around Turkey and hence, the government had to give it up gradually and take a new course of foreign policy based on realistic approaches to defend its national interests.

Under the new law on travel documents, in addition to authority that has the Government of Serbia, in terms of issuing travel documents and a shared competence between the Ministry of Internal Affairs and the Ministry of Foreign Affairs depending on the type of travel document in question. Ministry of Foreign Affairs is authorized to issue a diplomatic passport, official passport and travel document, while all other travel documents are issued by the Ministry of Internal Affairs. When it comes to the passport as the most important travel document the jurisdiction of the Ministry of Internal Affairs is fully established. Diplomatic and Consular Missions of the Republic of Serbia abroad can now only receive requests for passport, but the issuance of travel documents of this type is exclusive jurisdiction of the Ministry of Internal Affairs. Such jurisdiction of the state administration in the process of issuing travel documents, along with other novelties which significantly modernize this kind of special administrative procedures should in practice very quickly enable the efficient issuance of travel documents, thus achieving the complete freedom of movement as one of the rights guaranteed by the Constitution to the citizens of the Republic of Serbia.
