Linking tourism and art in Canada's eastern Arctic: the case of Cape Dorset

ABSTRACTThe Inuit of Canada's eastern Arctic are increasingly turning to tourism as a source of much-needed income and employment. The government of the Northwest Territories, in conjunction with local communities, is attempting to develop a ‘sustainable’ form of tourism in the region, with an emphasis on maximizing local economic linkages while minimizing negative socio-cultural and environmental impacts. One key strategy for increasing the ‘downstream’ benefits of visitor expenditure has been an attempt to forge better links between tourism and the region's arts sector. This paper examines some of the key issues and problems that face the implementation of such a strategy in the Baffin Island hamlet of Cape Dorset. It commences with a profile of the community, its arts sector, and its nascent tourism industry. It then presents findings from a household/business survey designed to gauge resident attitudes towards tourism and provide information on the links that exist between the industry and the arts sector. The data reveal that while residents are supportive of further tourism development there is considerable disagreement among different interest groups about the amount of interaction that should occur between tourism and the local arts sector. In conclusion, the paper outlines some approaches that may allow the linkages between these two important components of the local economy to be strengthened.

Based on a study conducted in Langkawi Island, this chapter attempts to track the progress of tourism development of the island since 1986 until year 2004. Although the government and private sector had invested a lot of money in providing public infrastructure and facilities to boost the tourism industry in the island, no study had been conducted to relate tourism spending with the impact of these developments towards the local economy and socio-culture. Nevertheless, results from semi-structured interviews with local stakeholders involving hotel managers, government and non-government organizations representatives, resort and tourism developers and community leaders show two key issues regarding the benefits of tourism development and the costs of tourism development. The analysis also found that despite the limitation and development issues, the benefits of tourism development in Langkawi far outweighed the costs accrued to the local populace.

Summary Beyond their traditional role as entertainment, form of expression and meeting spaces within local communities, arts and culture festivals can perform various functions. They can serve as showcases of artistic pride, signal openness towards cultural diversity, support the local economy, contribute to reducing political tension and provide grounds to consolidate international relationships. On occasion, such festivals function as tools to support the vision of a multilateral co-operation institution, as is the case of the Association of Southeast Asian Nations (ASEAN). Through a comprehensive review of the arts and culture festivals curated in ASEAN, this article investigates the festivals’ ulterior motivations. A range of economic, political, diplomatic, and organisational logics explain the evolution of such festivals during the last fifty years. The article concludes that arts and culture festivals have remained a compelling and instrumental co-operation mechanism in ASEAN, but formats and approaches need substantial revision.

The local and international communities play an important role in the sustainable growth of the Malaysian tourism industry. The principle of sustainable growth in the tourism industry was proposed by the World Tourism Organization (WTO) in 1988. As the tourism industry is one of the largest and fastest growing industries in Malaysia, the government has poured considerable effort into promoting this industry consistent with the objective of the Economic Transformation Program (ETP) to transform from a resource-based economy to a service-based economy. This study aimed to test the hypothesis of tourism-led growth from Malaysia’s perspective. The tourism revenue earned by the government can be used to invest in industry to further promote economic growth in Malaysia. Hence, tourist receipts and capital investment in the tourism industry are important factors that can affect the nation’s economic growth. Utilizing Malaysian data from 1995 to 2016, the study employed the Autoregressive Distributed Lag (ARDL) approach to examine whether the tourism-led growth is valid in this study. Empirical findings indicated that both variables have a significant positive impact on economic growth and the hypothesis of tourism-led growth is accepted in Malaysia.

In the last three decades, Singapore has transformed from a cultural desert to a global arts city, thanks significantly to tourism. The Singapore Tourism Board was proactively shaping the cultural dynamics and policy of Singapore until 2012. But since then its official role in the country's arts and cultural development almost disappeared. The disappearance of tourism interests in cultural development stems apparently from years of resistance, dialogues, and negotiation. This study argues that the tourism authorities are still maintaining influence in the cultural dynamics and development of Singapore by reframing its involvement. It insidiously asserts its influence by enticing members of the arts community with resources, opportunities, and economic support to participate in the tourism industry. This article provides a dialogical understanding of how tourism has shaped Singapore's cultural dynamics. Cultural dynamics and tourism development in Singapore must be understood within economic and social engineering perimeters defined by the government. The tourism authorities do not only work with other government authorities, they use similar techniques in managing and controlling cultural development in the city-state. The Bakhtinian Dialogic Imagination is the heuristic that organizes and structures the complex and dynamic tourism–culture relations in this study. Three dialogical concepts—carnivalesque, heteroglossia, and polyphony—are used. Besides documenting the ongoing evolution of tourism in the cultural development of Singapore, this study questions the effectiveness of the arm's length approach to managing cultural development. The Singapore case shows that there are subtle economic and political ways to go round that principle.

The high tourism visit is a potential that can be utilized to encourage local economic progress, this can be done on condition that the increase in tourism visits must be followed by an increase in the ability of the government and local communities to be able to synergize the tourism potential and the local economy because if not, an increase in tourism visits only adds benefits for tourism business activists who are not local residents so that local residents receive more negative impacts than positive impacts from increased tourism visits. This must be addressed, one of which is the synergy of the tourism potential management program with the local economic program in the local government.

Indonesia’s rich marine biodiversity, endemism and long natural coast lines attract visitors from around the World. Its tourism industry contributes to a high percentage of the country’s GDP, and is a vital source of income for many local communities. Recently, the Indonesian government announced a plan to focus in developing two coastal regions (Mandalika and Labuan Bajo) as the “New Bali” in 2018. These marine tourism areas are however challenged by high levels of plastic pollution and require restoration. Mass cleanups are planned on the islands with support from the government in cooperation with the stakeholders such as local communities and industries. However, there is so far no integrated plan to safeguard the areas from the accumulation of future plastic debris. The Sustainostic (Sustainable No Plastic) Nusantara project will provide stakeholders and the Indonesian government with a policy roadmap to manage marine plastic debris in these areas. Recommendations will be based on a global analysis of plastic waste management approaches and Indonesia’s National Plan of Action on Marine Plastic Debris for 2017-2025. With intense stakeholder involvement, it will include methods applied on national, sub-national and community levels of governance, market-based and techno-entrepreneurial solutions, education and outreach.

This article considers the problems of tourism industry in one of the recreation areas of Russia – the great lake Baikal. The authors define the general trends of the region, analyze the difficulties and problems, and suggest possible solutions. The article presents the dynamics of the increasing inbound tourism, lists the investment programs and collects data, allowing to comprehending the tourism sector development of Baikal region. The article is mainly focused on the attraction of Russian investors to develop Baikal tourism industry, upgrade its infrastructure, and staff training. It is emphasized that a close partnership should be set up between businesses and higher schools in the region whereas the companies become not only the platforms for internship but customers who need educational services. The authors highlight rather low attention of European tourists to the region and stress the necessity for making cooperation contracts with foreign higher schools interested in ecotourism that is very popular in Europe. In conclusion the authors suggest concentrating on the development of territorial branding as one of the ways of the tourism sector and local economy growth, and recommend borrowing good experience of other regions for forming branding competencies of both local communities and students – perspective managers of tourism industry.

Abstract Kabupaten Nganjuk adalah salah satu daerah yang dinilai sangat potensial dalam mengembangkan industri pariwisatanya, terutama di bidang wisata alam. Dengan wilayah yang terletak di dataran rendah dan pegunungan. Dalam hal ini pemerintah memberikan penyuluhan tentang perwujudan desa wisata sebagai upaya peningkatan pendapatan desa, sehingga mampu memotivasi masyarakat setempat untuk mendirikan desa berbasis wisata. Di Desa Betet Kecamatan Ngronggot ini juga memiliki potensi alam mengenai wisata desa yaitu Wisata Tani Betet. Dimana wisata tani ini terletak di dekat persawahan warga setempat dengan memanfaatkan lahan tanam tebu dan air sungai mengalir. Abstrak Nganjuk Regency is one of the areas that is considered very potential in developing its tourism industry, especially in the field of natural tourism. With areas located in the lowlands and mountains. In this case the Government provides counseling on the realization of tourism villages as an effort to increase village income, so as to motivated local communities to establish tourism based villages. In Betet Village, Ngronggot District, it also has natural potential regarding village tourism, namely Betet Farmers Tourism. Where this farming tourism is located near the rice fields of local residents by utilizing sugar cane planting land and flowing river water.

Waturaka Tourism Village is a community-based development. Waturaka tourism village has a wealth of natural resource assets and also a very massive culture. Therefore, managing elements of tourism products through the concept of “community based tourism” is ideal in an effort to provide economic benefits for local communities, nature and cultural conservation amid the rampant negative conventional mass tourism. This study aims to look at the components of tourism planning and community participation in it to produce philosophical implementation of community-based tourism.Technique used to collect the data in this research is observation, interview as well as literature study. Descriptive qualitative is used as the data analysis technique in this research. The results of this study indicate that, the management of the tourism product component in Waturaka tourism village was managed by community with a very high level of participation (citizen power) on one hand but not on the other. It is because the motive of local people's enthusiasm to develop community-based tourism in terms of awareness of global reality. Suggestions from this research are tourism awareness groups ( Kelompok sadar wisata) are expected to build networks with external parties in the context of the tourism village marketing, the government and non-government organization is expected to continue to empower local communities so as to produce massive competence in the tourism industry in order to provide maximum satisfaction to tourists. Every inhabitant of a village or city has the right to modern medicine and education, accessible and high-quality administrative, com-munal, social services, good roads, clean and lighted streets. To this end, decentralization is taking place in Ukraine – the transfer of pow-ers and finances from state authorities as close as possible to the people – local governments. Since 2014, Ukraine has entered a new stage of its development. The changes taking place under the influence of the reform primarily concern the structure of local budgets, as they are the key tool for the formation of newly created administrative units. Today, local budgets are a key component of the budget system of Ukraine. at the expense of local budgets are the main economic and social changes. local budget is the financial base of local government, an instrument of state regional policy, plans for the formation and use of financial resources of local communities, the main lever of financial equalization, the main source of financial resources. maintenance and development of the local economy, solving local, social problems and raising the welfare of the population of the territories. Therefore, it is very important for the local communities to follow the changes formed under the influence of the decentralization reform, to analyze its financial results, for its further development. The purpose of the article is to study the current structure of local budgets in the context of decentralization reform to assess the future actions of OTG leaders in the development of territories. The article examines and analyzes the financial results of the reform, obtained through the analysis of dynamics, structural and comparative analysis of static data. According to the results of the research, the factors of formation of the modern structure of local budgets are revealed. It is determined that the key to the development of territorial com-munities will be the relevant management decisions of the OTG leadership on the formation, rational and efficient allocation of financial resources, together with the use of powers received from the Government of Ukraine.Keywords: decentralization reform, local communities, local budgets, structure of local budgets, financial results. Із упровадженням реформи децентралізації починаючи з 2014 р. Україна стала на новий етап свого розвитку. Зміни, що відбуваються під впливом реформи, передусім стосуються структури місцевих бюджетів, адже саме вони є ключовою фінансовою основою становлення адміністративних одиниць. Метою статті є дослідження сучасної структури місцевих бюджетів в умовах проведення реформи децентралізації для оцінювання майбутніх дій керівників ОТГ у розвитку територій. У статті досліджено та проаналізова-но фінансові результати реформи, отримані за рахунок аналізування динаміки, структурного та порівняльного аналізу статичних даних. За результатами дослідження виявлено чинники формування сучасної структури місцевих бюджетів. Визначено, що запорукою розвитку територіальних громад стануть відповідні управлінські рішення керівництва ОТГ щодо формування, раціонального та ефективного розподілу фінансових ресурсів разом із використанням отриманих повноважень від уряду України.Ключові слова: реформа децентралізації, об’єднані територіальні громади, місцеві бюджети, структура місцевих бюджетів, фінансові результати.
