ABSTRACTGovernment uses a wide variety of instruments to reach its policy goals, ranging from indirect methods, such as moral suasion and cash inducements, to more direct ones involving government provision of services. Although there has been a fair amount of writing on the nature and use of various policy instruments, there is very little work on either the meaning ascribed to these instruments by the decisionmakers who use them (or the experts who design them) or the processes by which some come to be favored over others. Characteristics of the political system, such as national policy style, the organizational setting of the decisionmaker, and the problem situation are all likely to have some influence over the choice of instruments. The relative impact of these variables, however, is likely to be mediated by subjective factors linked to cognition. Perceptions of the proper ‘tool to do the job’ intervenes between context and choice in a complex way. Efforts to account for variation in instrument choice, then, must focus not only on macro level variables but on micro ones as well.

The municipality of Marituba, Metropolitan Region of Belém - RMB, has suffered environmental impacts due to irregularities in the landfill operation implemented in 2015, which triggered social impacts perceived by all the population, including neighboring municipalities, such as Ananindeua and Belém Protests were carried out by the Movement Outside the Garbage that is constituted by the dwellings of the surrounding neighborhoods to the place where the embankment is located, of owners of commercial activities linked to the tourism and Non Governmental Organizations that interrupted several times the transit of the main route that interconnects the seven municipalities of the RMB and the entrance of the embankment, in order to draw the attention of the municipal public power to the problems that the population would have been facing ever since. From this, the following questions arose: What social impacts would people be making in these protests? Would such problems be directly related to the activities carried out in the landfill? And finally, what are the actions of the public authority and the company that manages the enterprise in the management of these social impacts? The relevance of this study concerns not only the identification of social impacts considering the fragility of this approach in the Environmental Impact Studies and concomitantly in the Reports of Environmental Impacts, but also, from the point of view of the debate about the licensing process of enterprises of this nature and employment and the need for the joint use of environmental and urban policy instruments, considering that RMB municipalities have not yet used sustainable alternatives for the reduction of solid waste produced in their territories, as well as the reduction of environmental impacts caused by dumps , and in the case of Marituba, of the landfill that operates outside the standards established by the Brazilian Association of Technical Standards - ABNT, which is responsible for the management and treatment of solid waste and the National Policy on Solid Waste - PNRSN.

AbstractThroughout sub-Saharan Africa wetlands provide ecosystem services that are critical to the development needs of many people. Local wetland use, however, is often at odds with broader national policy goals in which narratives of conservation and protection dominate, hence a recurring challenge is how to reconcile these tensions through the development of policies and field practice that deliver sustainable development. In this paper we examine the extent to which this challenge has been achieved in Ethiopia, charting the changes in wetlands policy and discourse over the last twenty years while reviewing the contribution of the multidisciplinary Ethiopian Wetlands Research Programme (EWRP) (1997–2000). Our analysis suggests that despite EWRP having a significant legacy in developing national interest in wetlands among research, government and non-governmental organisations, its more holistic social-ecological interpretation of wetland management remains neglected within a policy arena dominated by specific sectoral interests and little recognition of the needs of local people. In exploring the impacts at the local level, recent investigations with communities in Ilu Aba Bora Zone highlight adjustments in wetland use that famers attribute to environmental, economic and social change, but which also evidence the adaptive nature of wetland-based livelihoods.

In Australia and Europe, government agencies and not-for-profit organisations (NFPOs) have had long involvement in the funding and provision of community disability services. Significant change has occurred in Australia over the past two decades in the way government funds are expended, with marketplace mechanisms increasingly being used. As a consequence of economic and governance imperatives, funding of services via NFPOs has changed significantly with a move away from the provision of grants to the contracting of these organisations for the provision of services. In 2013, a new national policy, the National Disability Insurance Scheme (NDIS), was introduced that has impacts for the provision of disability services for children and their families. In particular, Indigenous families are likely to experience barriers in accessing services. This paper reviews the impact of international changes in policy and associated funding models and considers the impacts and research implications of Australia's initial experience of implementation of the NDIS.

The purpose of this chapter is to discuss the different types of instruments of innovation policy, to examine how governments and public agencies in different countries and different times have used these instruments differently, to explore the political nature of instrument choice and design (and associated issues), and to elaborate a set of criteria for the selection and design of the instruments in relation to the formulation of holistic innovation policy. The chapter argues that innovation policy instruments must be designed and combined into mixes that address the problems of the innovation system. These mixes are often called ‘policy mixes’, though we prefer the term ‘instrument mix’. The wide combination of instruments into such mixes is what makes innovation policy ‘holistic’.

The adaptation of traditional macroeconomic policy goals to new ecological realities assigns a specific role to macroeconomic policy. We model the short-run transmission mechanism of fiscal policy under Currency Board Arrangements in Bulgaria in order to assess the fiscal policy potential to boost sustainable economic development and compensate for the economic growth losses due to decarbonisation of the economy. We find that fiscal policy instruments in Bulgaria have no statistically significant effect on GDP components considered separately but they do have a complex effect on macroeconomic environment in the country. This indicates that specific fiscal policy effects to support the transition to a low-carbon economy in Bulgaria cannot be expected and the structural policies should be followed.

This paper considers the changing modes of governance of education policy in the European Union (EU) and Australia through a lens of ‘soft governance’. It considers the increased use of ‘policy instruments’ such as benchmarking, targets, monitoring, data-generation in policy-making in recent decades. It considers the roles these policy instruments play in coordinating education policy in the EU and Australia as well as their intended and unintended consequences. It shows that in the EU, these instruments played a role in strengthening the coordination through the links between individuals and programs, and networking, which is seen as resulting in enhanced creativity in policy solutions, development of new norms and new means for achieving policy goals. While in Australia it seems that the role of these instruments is focused on consolidating the role of the Commonwealth’s oversight and control over what constitutionally is a responsibility of States which adds to several policy tensions already existing in the federal coordination of education.

This chapter discusses the international surge of Japanese credit creation during the war, when Japan emerged, briefly and “prematurely,” as one of the world's top three creditor countries. Tokyo financial groups lent to Britain and France, as well as to Russia and China. Simultaneously, Japanese central bankers began to build the institutional infrastructure of an international credit center. This initiative was relatively unsuccessful. It did, however, herald the beginning of a structural shift. The chapter also looks at two parastatal banks—the Yokohama Specie Bank and the Industrial Bank of Japan—which functioned as a designated foreign exchange bank and a long-term industrial-investment bank, and their key roles in the administration of Japan's capital imports and exports. They were established to realize national policy goals, to mobilize domestic funds, and to build Japan's standing in international finance.

This chapter examines how developing countries are managing the relationship between the environment and development. Despite being widely regarded as a threat to their economic development and prospects for growth, environmental issues have come to occupy a central place on policy agendas throughout the developing world. Driven by donors, public concern, and vocal environmental movements, responses to these environmental issues have taken a number of different forms as they compete for ‘policy space’ with other pressing development concerns. The chapter links global agendas to national policy processes, highlighting differences and similarities between how countries respond to various environmental issues. It also considers patterns of continuity and change in the politics of environment in the developing world, along with new policy instruments for environmental protection. It concludes by reflecting on the likely future of environmental policy in the developing world.

AbstractRecently, a group of eminent Chinese/US economists and legal scholars issued a thought-provoking Joint Statement on ‘US–China Trade Relations: A Way Forward’. However, the Joint Statement does not provide practical solutions to the real issues in the bilateral negotiations. Moreover, by granting excessive policy space to the two largest trading nations, it would encourage them to further deviate from WTO rules and undermine the multilateral trading system. Drawing on the Theory of Distortions and Welfare, we put forward an alternative framework for the parties to tackle protectionist and trade distortive policy instruments while leaving sufficient policy space for them to pursue non-protectionist policy goals. Our framework would minimize WTO-inconsistent outcomes and prevent further erosion of the multilateral system as we encourage the parties to negotiate in a WTO-consistent manner. Hopefully, this would also provide the groundwork for more inclusive trade negotiations under the multilateral trading system.
