Population has been increasing for at least a decade in rural areas of West Virginia as in many areas of the Nation. This phenomenon is transforming rural areas, with problems of growth replacing those of decline. If local governments, the extension service and others are to cope adequately with this emerging set of problems, more must be learned about the newer residents, their attitudes, needs and how they relate to those of the rest of the population in the area. A number of recent analyses of rural development attest to the serious data gap that exists with respect to knowledge in the area (Beal; Fuguitt, Voss and Doherty; Gilford, Nelson, and Ingram; Powers and Moe in Dillman and Hobbs, p. 14; and Sofranko and Williams). This paper reports on a 1981 survey of rural residents in nine selected West Virginia counties, a survey which was conducted to help solve the data gap problems.

Over the past few decades, decentralizing public services and rendering administrative power to the local government institutions has become a popularly followed strategy to accelerate development in the rural areas. Since its independence till date, Bangladesh has taken quite a number of decentralization initiatives in the areas of health, education, agriculture and small industry promotional activities. This study has adopted secondary data analysis method to examine the degree of rural development made through decentralized public service delivery by the local government institutions of Bangladesh. The study suggests that, despite some improvement, the local governments in Bangladesh have not managed to bring significant changes at the rural level due to political supremacy, administrative and financial incapacity. The study concluded with identifying the changes that are necessary in the areas of resource accumulation and management, financial and administrative decision making system, political and bureaucratic capacity.

The study aims to answer the question concerning how effectively cities of the Siklós district can involve the surrounding settlements in the tourism economy, thereby promoting the development of rural areas. In addition to local governments and tourism organizations, our important goal is to understand the ideas of service providers and their guests related to rural development, as well as the space use characteristics of the latter group. The key method is the questionnaire survey, the target group of which is the mayors of all settlements in the district, as well as the guests of the accommodations belonging to the different product types. The primary sources are based on two further series of interviews, which explore the opinions of service providers and professional organizations. Empirical experience shows that thematic trips can play a prominent role in the development of the less frequented small settlements. The essence of this is to connect the places offering traditional crafts and local products by a bike route.

Ever since the country gained independence, the Government of India has taken a plethora of measures for the development of rural areas along with the urban areas. This is perceptible from the first Five-year plan to the latest schemes announced by the Government, which distinguishably emphasize on rural development and enhancing farmers’ income & welfare. To achieve these aims, RBI gives directives to banks for development of rural areas and for opening of bank branches in these areas. Personalized services targeted for the rural residents will make them active participants in the banking sector and they will contribute towards the growth of the economy. The objective of this research paper is to understand the preference of personalized services by bank customers residing in different areas of the Mysore and Tumkur. More than half of the population in Karnataka is residing in rural areas. The results of the study reveal that the urban bank customers have more preference for personalized services as compared to their rural counterparts and there is need to motivate the rural dwellers for utilizing more personalized banking services for their own development and for the development of the economy.

The essence of inclusive rural development (IRD) is revealed as a process of improving the quality of life in rural areas, in which everyone has the opportunity to realize their rights and potential in three interrelated areas - economic, social, and political. It is noted that a necessary condition for the IRD in the economic sphere is agricultural growth, the central link of which should be a peasant. At the same time, the social dimension of economic growth and mastering by rural residents the powers and opportunities to participate in decision-making processes are mandatory. Promoting inclusive rural development is the mission and the task of the state. It should focus on peasants, protecting their rights, and ensuring their participation in local development. An important step towards fulfilling this mission is the development and adoption of the Concept of Inclusive Rural Development and its further implementation. The purpose, tasks, driving forces, directions, and mechanisms of the transition of the rural sector of Ukraine to development on the basis of inclusiveness are formulated. The purpose of this process is to provide all rural residents, regardless of their social and financial status, location of their settlement, etc., conditions for the implementation of basic human rights, guaranteeing opportunities and ability to use land and other local resources, use quality public amenities in the long run. The main tasks are: strengthening the involvement of the rural population in the processes of economic growth in rural areas, improving the quality of human and social capital of the village, formation effective mechanisms for involving rural residents in the policy-making process. Among the driving forces is the orientation of the agricultural land market turnover to respect the right of rural residents to decent livelihoods at the place of residence; directing the development of infrastructure to improve the living conditions of residents of rural periphery; formation of effective rural institutions, etc.

Rural areas play an essential role in the national economy, the environment, and society, contribute to the preservation of cultural heritage and the sustainable income of peasants in the rural areas in Nigeria hence, diverse strategies for rural community development. However, rural community development efforts by local governments and policies hindered by challenges. SURE-P was an intervention by the government of Nigeria after the partial removal of the subsidy and resolved to invest the proceeds in pursuing rural development across Nigeria. Rural development is a multifaceted phenomenon that requires a policy with multi-side sword effects in curbing the challenges. The research objective was to examine the challenges of local government and SURE-P implementation on rural community development in the selected local government in Niger, Nigeria. The study employed primary data collection and qualitative analytical method analysis. The research founds that SURE-P implementation challenges hindered the local government’s efforts in meeting the rural community development objective. It is recommended that, need for thorough community’s needs identification, community participation, and adequate funding with a holistic process devoid of political interference as a viable mechanism for curbing rural development challenges.

The subject of the research is theoretical and practical aspects of the formation, development and growth of human potential in rural areas of Ukraine. The purpose of the work is to identify the problems of forming the human potential of rural areas of the country and substantiate strategic guidelines and promising areas and means of solving them to ensure its growth and sustainable development. Methodological basis of the article is the use of modern theoretical provisions of the economy of the national economy, rural territories, the reproduction of human potential; General scientific and special methods of knowledge: demographic, statistical-economic, economic-mathematical, graphic. Results of work. It is determined that the human potential of rural areas of Ukraine is formed by demographic factors, employment and employment, income level, quality and social and environmental conditions of life. However, it is the narrowed natural reproduction, high unemployment and low incomes of rural residents that cause its deterioration and degradation. It is found that these and other problems should be solved by implementing state programs to support rural fertility, developing alternative activities and increasing employment, social and environmental development of rural areas. The field of application of results. The conclusions and suggestions of the article can be used by local governments, rural communities, public organizations, charitable foundations in solving problems of human development in rural areas, educational and scientific institutions in educational and scientific activities. Conclusions. Financial sources for the implementation of proposals can be monetary and other resources of agricultural enterprises, rural residents, rural communities, targeted state programs, public organizations and charitable foundations. Public-private partnership, social responsibility, social innovation, information and digital technologies should be used as tools for achieving these goals. When determining priorities for implementing these measures in practice, it is necessary to take into account the specifics of each locality, the region where they are located, as well as the decisions of rural communities. This will contribute to the revival of rural areas, increase the prestige of rural life, preserve the rural way of life, expand the reproduction of human capital and personal growth of human potential.

Support for prime agricultural producers in Ukraine has been characterized by high volatility in the last decade, and some recent policy developments have contributed to the volatility and unpredictability. Until recently, the government support for agricultural holdings led to an increase in the export potential of the sector, but, on the other hand, it also brought a number of negative consequences. This study aims at reviewing of the present status of Ukraine's agricultural sector and rural areas and examines the role of the government intervention and support in the transformation of the agricultural sector and its effect on rural development to provide policy recommendations in this regard. Based on the analysis, the study provides policy recommendations suggesting that government need to promote cooperation of small farms and households (helping them to develop in organic agriculture direction) with agricultural holding companies and emphasizes that development of rural non-farm employment opportunities can be seen as a pillar of the rural development policy. In addition, it is necessary to foster organic agricultural development and provide local governments with greater authority in order to achieve sustainable agricultural sector and rural areas development.

The key idea of the well-being concept strives to answer the question about how well the needs of people in a society are met in different spheres of social life - the physical, economic, social, educational, environmental, emotional, and spiritual – as well as individuals’ evaluations of their own lives and the way that their society operates (Gilbert, Colley, Roberts, 2016). One of the possible suggestions for answering the question: “How well are the needs of people in a society met?” could be the monitoring of citizen’s satisfaction with public services while applying a standardized questionnaire for population covering 193 primary indicators (health, social security, culture, public transport, utilities, environment, recreation and sport, public communication, education, etc). Even 23 indicators are about education that makes educational services a considerable part of all social service system. As the researchers aimed to analyze satisfaction of rural population with public services stressing the education issue, indicators about education dominated in the survey. The data were collected in 2016 - 2017 in 2 regional municipalities: municipalities: Jonava and Radviliskis (N=2368). The results of the analysis demonstrate that rural residents' satisfaction with formal general education services is relatively high. The only negative exception is the "the placement of a child in a pre-school institution based on the place of residence". Furthermore, rural residents poorly evaluated educational services that are related to non-formal education, adult education, the education of children with disabilities, child safety, meaningful xtracurricular activities of children and young people during all day, preventive programs. These major conclusions let the researchers state that local self-governmental institutions are not capable to cope with the quality challenges of some educational services without special intervention policy of the central government and the EU responsible structural units. A negative impact is also reinforced by a rapidly deteriorating demographic situation in Lithuanian rural areas.

Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment. The influence of the income of the population and the level of development of social engineering infrastructure on the migration of the rural population is considered separately, and the centers of attraction of rural residents are established. The problems of implementing rural development pro-grams in the subjects of the Russian Federation are identified. The role of enterprises of the agro-industrial sector in the development of rural areas is shown.
