Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment. <p align="center"><strong><em>Abstract</em></strong></p><p>Sanitation is one of the basic urban infrastructure and requires special attention in its management. The causes of poor sanitation conditions in Indonesia are weak sanitation development planning: not integrated, misdirected, not according to needs, and unsustainable, as well as lack of public attention to clean and healthy living behavior (PHBS). The poor sanitation conditions have a negative impact on many aspects of life, ranging from the decline in quality of life, contamination of drinking water sources, increasing number of diarrhea incidents and the emergence of diseases in infants, decreased competitiveness and image, to the economic downturn. One of the efforts to improve sanitation conditions is by preparing a responsive and sustainable sanitation development plan that has principles based on actual data, at the district / city scale, prepared by the local government: from, by and for districts / cities, and incorporating a bottom-up approach up and top-down. The purpose of this study is to provide an overview of a sanitary condition including the behavior of people who are at risk for environmental health both in the household and its surroundings so that accurate initial information will be obtained according to reality and can be used as a basis for sanitation risk assessment as well as consideration for policy making sanitation sector. One method used is the EHRA is a participatory study to identify the condition of sanitation, hygiene and community behavior on a household scale. The resulting data can be used for the development of sanitation programs including advocacy in the district / city up to the village. Based on the results of the EHRA analysis, it can be concluded that Kedungwuni District has various sanitation risks. The IRS results indicate that the village with a level of risk: is less risk is 6 villages; moderate risk is 5 villages; high risk is 6 villages and very high risk 2 villages.</p><p align="center"><strong>Abstrak</strong></p><p>Sanitasi merupakan salah satu prasarana dasar perkotaan dan memerlukan perhatian yang khusus dalam pengelolaannya. Penyebab buruknya kondisi sanitasi di Indonesia adalah lemahnya perencanaan pembangunan sanitasi: tidak terpadu, salah sasaran, tidak sesuai kebutuhan, dan tidak berkelanjutan, serta kurangnya perhatian masyarakat pada perilaku hidup bersih dan sehat (PHBS). Buruknya kondisi sanitasi ini berdampak negatif di banyak aspek kehidupan, mulai dari turunnya kualitas hidup, tercemarnya sumber air minum, meningkatnya jumlah kejadian diare dan munculnya penyakit pada balita, turunnya daya saing maupun citra, hingga menurunnya perekonomian. Salah satu upaya memperbaiki kondisi sanitasi adalah dengan menyiapkan sebuah perencanaan pembangunan sanitasi yang responsif dan berkelanjutan serta memiliki prinsipberdasarkan data aktual, berskala kabupaten/kota, disusun sendiri oleh pemerintah daerah: dari, oleh, dan untuk kabupaten/kota, serta menggabungkan pendekatan <em>bottom-up</em> dan <em>top-down</em>. Adapun tujuan dalam studi ini adalah memberikan hasil gambaran dari suatu kondisi sanitasi termasuk perilaku masyarakat yang berisiko terhadap kesehatan lingkungan baik dalam rumah tangga maupun sekitarnya sehingga akan diperoleh informasi awal yang akurat sesuai realita dan dapat dipergunakan sebagai dasar dalam penilaian risiko sanitasi sekaligus pertimbangan bagi pengambilan kebijakan bidang sanitasi. Salah satu metode yang digunakan adalah EHRA yaitu sebuah studi partisipatif di untuk mengenai kondisi sanitasi dan higinitas serta perilaku-perilaku masyarakat pada skala rumah tangga.Data yang dihasilkan dapat dimanfaatkan untuk pengembangan program sanitasi termasuk advokasi di kabupaten/kota sampai dengan desa/kelurahan. Berdasarkan hasil analisa EHRA dapat disimpulkan bahwa Kecamatan kedungwuni memiliki resiko sanitasi beragam. Hasil IRS menunjukkan bahwa desa/ kelurahan dengan tingkat resiko: kurang beresiko yaitu 6desa; resiko sedang yaitu 5 desa; resiko tinggi yaitu 6 desa dan resiko sangat tinggi 2 desa.</p>

In 2015 the central government implemented the Village Fund program for all villages in Indonesia. The objective of this program was to accelerate poverty alleviation and promote village independence. One of the development priorities in rural areas is to achieve village independence by developing tourism villages with village funds. Meanwhile, at the end of 2019, the Covid-19 pandemic that broke out in Indonesia led to an increase in poverty in rural areas. This increased the need for assistance from village funds to help improve the welfare of the poor. In this study, the Giri Manik Village was examined because it was one of the national pilot villages in developing a tourist village using village funds. The research was conducted using a qualitative approach. Data were collected through interviews, observations, and documentation analysis. Based on the results, it can be concluded that developing the physical infrastructure of tourist villages does increase the income of the poor through cash-intensive labour. However, the benefits of tourist villages are largely enjoyed by the village elite. Keywords: village funds, tourist village, village elite, poor people, the Covid-19 pandemic

Abstract The Asian financial crisis of 1997 followed by political turmoil in 1998 has not given a significant change to agriculture and rural development in Indonesia. Throughout history, Indonesia has implemented the development of the agriculture sector under a top-down strategy. The success of this approach is marked by the achievement of rice self-sufficiency in 1984. Moreover, since the mid 1990s, Indonesia has embarked on various economic reforms that led to globalization. The Indonesian economy has become more integrated into the global economy and world market. Unfortunately, these changes were not translated properly to rural areas as there were no transition time for rural communities to adjust their economic condition to these changes. The multiplier effect that was expected as a consequence of globalization within rural economic systems was faced with difficulties such as paternalistic structure led by the elites. As a result, rural areas experienced with income gap, weak agriculture development, corruption, social problems and poverty. Meta-analysis approach is used to examine the approach that has been used in implementing program and projects. Findings from the articles showed that there is a need to do the re-orientation to the approach and increased the independency at the farmer level. The idea to develop national agriculture and rural development strategies that is based on a bottom-up approach, followed by an agrarian reform, as well as the formation of social capital and redefinition of local autonomy are the recommendation that high level decision maker could consider.

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

The study aims to answer the question concerning how effectively cities of the Siklós district can involve the surrounding settlements in the tourism economy, thereby promoting the development of rural areas. In addition to local governments and tourism organizations, our important goal is to understand the ideas of service providers and their guests related to rural development, as well as the space use characteristics of the latter group. The key method is the questionnaire survey, the target group of which is the mayors of all settlements in the district, as well as the guests of the accommodations belonging to the different product types. The primary sources are based on two further series of interviews, which explore the opinions of service providers and professional organizations. Empirical experience shows that thematic trips can play a prominent role in the development of the less frequented small settlements. The essence of this is to connect the places offering traditional crafts and local products by a bike route.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

Manipur lives in villages. The rural population contributes to about 76.12% of the total population. Enhancement in the quality of life of the economically weaker section of the society has been one of the basic objectives of development planning of the State. Rural development, by empowering the rural masses through economic self-reliance, is one of the priority areas of the Central and State Govts. To bring about development in rural areas, the govts. and banks/financial institutions have formulated various programmes and schemes. Micro Finance is one such scheme adopted for the development of rural people.
