The study aims to answer the question concerning how effectively cities of the Siklós district can involve the surrounding settlements in the tourism economy, thereby promoting the development of rural areas. In addition to local governments and tourism organizations, our important goal is to understand the ideas of service providers and their guests related to rural development, as well as the space use characteristics of the latter group. The key method is the questionnaire survey, the target group of which is the mayors of all settlements in the district, as well as the guests of the accommodations belonging to the different product types. The primary sources are based on two further series of interviews, which explore the opinions of service providers and professional organizations. Empirical experience shows that thematic trips can play a prominent role in the development of the less frequented small settlements. The essence of this is to connect the places offering traditional crafts and local products by a bike route.

This chapter presents the importance of developing rural areas with an emphasis on good governance and poverty alleviation through the use of electronic government in Tanzania. With such concern, the authors show that rural areas are as significant as the economy of most of the developing countries, including Tanzania. As such, putting sufficient efforts on rural development is unavoidable for rapid development. Further, the authors note how Tanzania improves its rural areas through the use of e-government, but efforts are constrained by the existence of poor Information Communication Technology service providers, ineffective policy, and unreliability of rural electricity. In order to address such shortfalls, the authors propose several solutions that could motivate the increase in the use of rural e-government and revise rural development policy.

Population has been increasing for at least a decade in rural areas of West Virginia as in many areas of the Nation. This phenomenon is transforming rural areas, with problems of growth replacing those of decline. If local governments, the extension service and others are to cope adequately with this emerging set of problems, more must be learned about the newer residents, their attitudes, needs and how they relate to those of the rest of the population in the area. A number of recent analyses of rural development attest to the serious data gap that exists with respect to knowledge in the area (Beal; Fuguitt, Voss and Doherty; Gilford, Nelson, and Ingram; Powers and Moe in Dillman and Hobbs, p. 14; and Sofranko and Williams). This paper reports on a 1981 survey of rural residents in nine selected West Virginia counties, a survey which was conducted to help solve the data gap problems.

The recent food crisis in Malawi has drawn stark attention to the failures of development policies over the last forty years to create wealth and develop a robust economy or the markets on which such an economy must depend. Current market liberalisation policies have achieved at best mixed success in addressing the generic problems inhibiting smallholder agricultural development: low returns to farmers' and service providers' investments, with high risks from natural shocks, price variations, coordination failure and opportunistic behaviour. Post-independence institutional mechanisms in Malawi were more successful in addressing some of these problems, in particular those of coordination risk, although external and internal difficulties led to increasing costs and declining effectiveness of these mechanisms, and to their collapse. They do provide, however, important lessons about the different failures of both market intervention and market liberalisation policies. We suggest and discuss a set of critical elements needed for economic development and wealth creation in poor rural areas, and propose four basic principles to guide the search for, and design and implementation of, effective rural development strategies and policies.

We examined the current perspectives of service providers, administrators, and parents who are linked to the provision of special education and related services to learners with low-incidence disabilities in the United States. The purposes of the investigation were to gain information from the various respondents concerning the adequacy and availability of appropriate educational services for students with low-incidence disabilities and provide information regarding the need for additional services and supports. A detailed survey instrument that included a variety of open-ended response items was developed and mailed to the membership of two professional organizations with strong connections to rural special education. Responses indicated that the biggest areas of need were for highly qualified personnel with the necessary skills and knowledge to meet the needs of learners with low-incidence disabilities and for timely information that would support the education of these learners. Implications for how these concerns can be addressed are provided within the framework of four major functions including: information provision, teacher preparation, local school support, and research.

Rural areas play an essential role in the national economy, the environment, and society, contribute to the preservation of cultural heritage and the sustainable income of peasants in the rural areas in Nigeria hence, diverse strategies for rural community development. However, rural community development efforts by local governments and policies hindered by challenges. SURE-P was an intervention by the government of Nigeria after the partial removal of the subsidy and resolved to invest the proceeds in pursuing rural development across Nigeria. Rural development is a multifaceted phenomenon that requires a policy with multi-side sword effects in curbing the challenges. The research objective was to examine the challenges of local government and SURE-P implementation on rural community development in the selected local government in Niger, Nigeria. The study employed primary data collection and qualitative analytical method analysis. The research founds that SURE-P implementation challenges hindered the local government’s efforts in meeting the rural community development objective. It is recommended that, need for thorough community’s needs identification, community participation, and adequate funding with a holistic process devoid of political interference as a viable mechanism for curbing rural development challenges.

Support for prime agricultural producers in Ukraine has been characterized by high volatility in the last decade, and some recent policy developments have contributed to the volatility and unpredictability. Until recently, the government support for agricultural holdings led to an increase in the export potential of the sector, but, on the other hand, it also brought a number of negative consequences. This study aims at reviewing of the present status of Ukraine's agricultural sector and rural areas and examines the role of the government intervention and support in the transformation of the agricultural sector and its effect on rural development to provide policy recommendations in this regard. Based on the analysis, the study provides policy recommendations suggesting that government need to promote cooperation of small farms and households (helping them to develop in organic agriculture direction) with agricultural holding companies and emphasizes that development of rural non-farm employment opportunities can be seen as a pillar of the rural development policy. In addition, it is necessary to foster organic agricultural development and provide local governments with greater authority in order to achieve sustainable agricultural sector and rural areas development.

Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment. The article deals with the social and economic development of rural areas as an important component of social and regional policy. It is noted that in the terms of a transformational economy, it should be based on new principles of organizational support and financing, support for integrated rural development, attracting investment resources, based on the needs of the rural population. It is determined that one of the main causes of the crisis in the Ukrainian countryside is the loss of state control over the processes of socio-economic development of rural areas. It is investigated that the most important precondition for overcoming the crisis is the creation of an effective system of state regulation in the rural sector of Ukraine. The formation of self-sufficient (in particular in financial terms) territorial communities of rural areas is proposed is one of the ways of socio-economic development of rural areas. It is analyzed that the state policy of Ukraine in the field of local self-government is based on the interests of residents of territorial communities and provides for decentralization of power, i.e. transfer of large amounts of power, resources and responsibilities from local governments to local authorities. This policy is based on the provisions of the European Charter of Local Self-Government and the best world standards of public relations. The focus of research is state regulation of rural development processes – the main priority of public policy in the vector of European integration of Ukraine's foreign policy. Increasing the importance of solving the problems of rural areas requires a change of state orientation in the direction of increasing the investment attractiveness of rural areas, introduction of structural adjustment of rural economic infrastructure to balanced multifunctional development, formation of organizational and economic tool for risk management and safety of rural development. It is established that one of the main conditions for the effective functioning of local budgets is to ensure the formation of sufficient financial resources for their independence and autonomy in order to meet the needs of the rural population.

The World Health Organization has promoted age-friendly city (AFC) projects in response to the aging population. Taiwan has also promoted AFC policies. This study was conducted in Taitung County, where 15.37% of the population is older adults in Taiwan. The aim was to understand the perceptions of older adults and service providers with regard to the current status of AFC policies to influence future policies. The participants of this study were older adults and service providers in various regions of Taitung. Quantitative questionnaires were completed by older adults and qualitative interviews were held with focus groups. The older adults were the most satisfied with the AFC domains of “respect and social inclusion” and “community and health services”, and the least satisfied with “transportation” and “civic participation and employment”. Homogeneity existed between the older adults’ satisfaction levels in different regions and the service providers’ opinions; however, there were notable differences between them. Both economic development and the ethnicity of groups in different regions are influential factors that determine the success of government policies. In promoting AFC policies, local governments should consider their applicability based on local conditions and resources to meet the needs of the aging population in rural areas.
