Divisions within the Ranks? The Just War Tradition and the Use and Abuse of History

Plato wrote in theRepublicthat quarrels between fellow countrymen are wont to be more virulent and nasty than those between external enemies. Sigmund Freud (and latterly Michael Ignatieff and Toni Erskine) have similarly cautioned of the malice and excess that can attend conflicts that are fuelled not by antithetical oppositions, but by the “narcissism of minor difference.” Bearing these warnings in mind, scholars of the ethics of war would be well advised to consider the implications of James Turner Johnson's acute observation in his contribution to this special section ofEthics & International Affairsthat their field of study is currently beset not so much by external opposition as by divisions within the ranks. The principal antagonism within the field, at least as I understand it, is the rift that has emerged between what I shall call historical and analytical approaches to the subject. Laying my cards on the table, the work that I have done in the past connects more clearly with the former than the latter. However, it has struck me, as it must have struck others, that the historical approach has in recent years come to assume a rather scuffed and unfashionable, evenoutré, appearance. It has been the subject of numerous curt dismissals, but has also, more interestingly, been tarnished by a few powerful critiques. This article will elucidate four of the most hard-hitting charges levied at the historical approach, and evaluate its continuing utility in light of them. The question then is: Have the critics of this approach landed it a knock-out blow, or can the historical approach withstand the bricks and bats that have been hurled its way?

AbstractOver the past three decades Jean Bethke Elshtain has used her critique and application of just war as a means of engaging with multiple overlapping aspects of identity. Though Elshtain ostensibly writes about war and the justice, or lack of justice, therein, she also uses just war a site of analysis within which different strands of subjectivity are investigated and articulated as part of her broader political theory. This article explores the proposition that Elshtain's most important contribution to the just war tradition is not be found in her provision of codes or her analysis of ad bellum or in bello criteria, conformity to which adjudges war or military intervention to be just or otherwise. Rather, that she enriches just war debate because of the unique and sometimes provocative perspective she brings as political theorist and International Relations scholar who adopts, adapts, and deploys familiar but, for some, uncomfortable discursive artefacts from the history of the Christian West: suffused with her own Christian faith and theology. In so doing she continually reminds us that human lives, with all their attendant political, social, and religious complexities, should be the focus when military force is used, or even proposed, for political ends.

The abstract for the International Studies Association panel that gave rise to this special section of Ethics & International Affairs referred to the “triumph” of just war theory. However, I think we ought rather to speak of just war discourse as occupying a particular niche. This is especially so with respect to discussions about policy: when and where governments should make use of military force, what type, and so on. In that context, appeals to the criteria of jus ad bellum and jus in bello complement (or sometimes compete with) thinking that draws on international law, various strategic doctrines (for example, counterinsurgency warfare, or COIN), notions of reciprocity between states, and a host of other considerations. The notion of “triumph” claims too much. At the same time, for advocates of the just war framework, the kind of recognition indicated by presidential and other official mentions of the idea is worthy of note. Some of these are due to constituency politics—that is, to the idea that “institutional” advocates of just war (say, the U.S. Conference of Catholic Bishops) may influence blocs of voters. Other invocations are better interpreted as a recognition that the vocabulary of just war can serve (along with other ways of speaking) in the attempt to craft wise policy.

The article deals with Charles Taylor's account of the secular age. In the first part, the main constituents of Taylor's narrative account are presented: the central concepts, distinctions, definition of the subject, the aims etc. The author pays special attention to the notions of secularity, secular age, religion, and transcendence. In the second part, Taylor's genealogy of the secular age is outlined and comparatively placed in the context of other main relative forms of genealogical account. Because our age is an age of authenticity, a special section is devoted to it. The final section presents some reproaches to Taylor and evaluates their strength and the value of Taylor's contribution. Besides, some speculative »forecasts« about secularity and post-secularity in Europe, the USA, and at the global scale are presented (by reference to Taylor's account). The author concludes that despite some (serious and cogent) reproaches and second thoughts about Taylor's account, it is doubtless one of the major achievements in the area that manifests features of a paradigmatic work. It helps us a lot to understand the condition of religion not only in the past and today, but also gives us directions and guidelines, conceptual and methodological tools, and ideas to more clearly discern the forms and condition of religion in the future.

AbstractIn Modern Jewish Art: Definitions, Problems, and Opportunities, Ori Z. Soltes considers both the emerging and evolving discussion on and the expanding array of practitioners of ‘Jewish art’ in the past two hundred years. He notes the developing problem of how to define ‘Judaism’ in the 19th century—as a religion, a culture, a race, a nation, a people—and thus the complications for placing ‘Jewish art’ under the extended umbrella of ‘religion and the arts.’ The fluidity with which one must engage the subject is reflected in the broadening conceptual and visual vocabulary, the extended range of subject foci and media, and the increasingly rich analytical approaches to the subject that have surfaced particularly in the past fifty years. Well-known and little-known artists are included in a far-ranging discussion of painting, sculpture, photography, video, installation art, ceremonial objects, and works that blur the boundaries between categories.

The past twenty years have seen the rapid growth of a new branch of international history, the serious academic study of secret services or ‘intelligence history’ with its attendant specialist conferences and journals. Two main causes for this development can be identified. The first was conceptual, namely the increasing recognition that the study of international history was greatly impoverished by the reluctance of academic historians to address a subject which appeared capable of shedding considerable light upon the conduct of international affairs. Two leading historians underlined this during 1982 in a path-breaking collection of essays on the subject, suggesting that intelligence was the ‘missing dimension’ of most international history. The second development was a more practical one, the introduction of the Thirty Year Rule during the 1970s, bringing with it an avalanche of new documentation, which, within a few years, was recognized as containing a great deal of intelligence material. In the 1980s historians had begun to turn their attention in increasing numbers to the intelligence history of the mid-twentieth century. They were further assisted in their endeavours by the appearance of the first volumes of the official history of British Intelligence in the Second World War.

Radio astronomy continues to develop at explosive pace. In addition to containing many notable pieces of observational work carried out with improved sensitivity, angular resolution and spectral detail – and aided by data-handling techniques of increasing sophistication – the last three years have seen a flow of new and sometimes startling results. These are exemplified by the discovery of organic matter in the galaxy, and by the first observations pertaining to what are almost certainly neutron stars. The latter, of course, came with the dramatic discovery of pulsars, which are the subject of an Invited Discourse at this General Assembly.Following the custom of this Commission, I have asked different members to review the work done in each of the main fields. On this occasion a special section has been added on pulsars; since the announcement of their discovery in February 1968, the rate of publication within so narrow a field could scarcely have been equalled in the history of science. As in the past, radio studies of the planets are incorporated in the Report to Commission 16.

It is an honour for me as President of the Pakistan Society of Development Economists to welcome you to the 13th Annual General Meeting and Conference of the Society. I consider it a great privilege to do so as this Meeting coincides with the Golden Jubilee celebrations of the state of Pakistan, a state which emerged on the map of the postwar world as a result of the Muslim freedom movement in the Indian Subcontinent. Fifty years to the date, we have been jubilant about it, and both as citizens of Pakistan and professionals in the social sciences we have also been thoughtful about it. We are trying to see what development has meant in Pakistan in the past half century. As there are so many dimensions that the subject has now come to have since its rather simplistic beginnings, we thought the Golden Jubilee of Pakistan to be an appropriate occasion for such stock-taking.

The Age of Enlightenment is defined as the period when the universal ideas of progress, deism, humanism, naturalism and others were materialized and became a golden age for freemasons. It is wrong to assume that old and conservative Christian ideas were rejected. Conversely, freemasons put them into new general shapes and expressed them with the help of symbols in their daily routine. Symbols of freemasons had close ties with the past and gave them, on the one hand, a visible instrument, such as rituals and ideas to sense the transcendental, and on the other, intense gnostic aspirations. Freemasons put in a great amount of effort to improve themselves and to create their identity with the help of myths and symbols. It traces its origins to the biblical builders of King Solomon’s Temple, the posterity of the Templar Knights, and associations of the medieval craft guilds, which were also symbolical and became their link not only to each other but also to the secular world. In this work we analysed codified masonic symbols used in their rituals. The subject of our research is the universal Masonic idea and its aspects through the symbols in the daily life of the freemasons in Vilnius. Thanks to freemasons’ signets, we could find continuity, reception, and transformation of universal masonic ideas in the Lithuanian freemasonry and national characteristics of lodges. Taking everything into account, our article shows how the universal idea of freemasonry spread among Lithuanian freemasonry, and which forms and meanings it incorporated in its symbols. The objective of this research is to find a universal Masonic idea throughout their visual and oral symbols and see its impact on the daily life of the masons in Vilnius. No other talent process has been the subject of such great debate and emotion as performance management (PM). For decades, different strategies have been tried to improve PM processes, yielding an endless cycle of reform to capture the next “flavor-of-the-day” PM trend. The past 5 years, however, have brought novel thinking that is different from past trends. Companies are reducing their formal processes, driving performance-based cultures, and embedding effective PM behavior into daily work rather than relying on annual reviews to drive these. Through case studies provided from leading organizations, this book illustrates the range of PM processes that companies are using today. These show a shift away from adopting someone else’s best practice; instead, companies are designing bespoke PM processes that fit their specific strategy, climate, and needs. Leading PM thought leaders offer their views about the state of PM today, what we have learned and where we need to focus future efforts, including provocative new research that shows what matters most in driving high performance. This book is a call to action for talent management professionals to go beyond traditional best practice and provide thought leadership in designing PM processes and systems that will enhance both individual and organizational performance.


This volume combines philosophical analysis with normative legal theory. Although both disciplines have spent the past fifty years investigating the nature of the principles of necessity and proportionality, these discussions were all too often walled off from each other. However, the boundaries of these disciplinary conversations have recently broken down, and this volume continues the cross-disciplinary effort by bringing together philosophers concerned with the real-world military implications of their theories and legal scholars who frequently build doctrinal arguments from first principles, many of which herald from the historical just war tradition or from the contemporary just war literature. What unites the chapters into a singular conversation is their common skepticism regarding whether the traditional doctrines, in both law and philosophy, have correctly valued the lives of civilians and combatants at war. The arguments outlined in this volume reveal a set of principles, including necessity and proportionality, whose core essence remains essentially contested. What does military necessity mean and are soldiers always subject to lethal force? What is proportionality and how should military commanders attach a value to a military target and weigh it against collateral damage? Do these valuations remain the same for both sides of the conflict? From the secure viewpoint of the purely descriptive, lawyers might confidently describe some of these questions as settled. But many others, even from the vantage point of descriptive theory, remain under-analyzed and radically lacking in clarity and certainty.
