Symbolic construction of the state identity is analysed, along with the symbolic politics of the state toward the past. The great systemic change is conceived as a symbolic transformation where the growth of semiotic behaviour is clearly noticeable. The analysis deals with the changes in the public holidays calendar in Poland: the communist symbolic strategies, symbolic politics of the Solidarity movement and the anti-politics of symbolization in the third Republic of Poland. It discusses problems of the symbolic control of historicity.

At the end of the twentieth century, questions of a secondary nature suddenly became topical: what do we remember and who owns the memory? Memory as one of the mental characteristics of an individual’s activity is complemented by the concept of collective memory, which requires a different method of analysis than the activity of a separate individual. In the 1970s, a situation arose that gave rise to the so-called "historical politics" or "memory politics." If philosophical studies of memory problems of the 30’s and 40’s of the twentieth century were focused mainly on the peculiarities of perception of the past in the individual and collective consciousness and did not go beyond scientific discussions, then half a century later the situation has changed dramatically. The problem of memory has found its political sound: historians and sociologists, politicians and representatives of the media have entered the discourse on memory. Modern society, including all social, ethnic and family groups, has undergone a profound change in the traditional attitude towards the past, which has been associated with changes in the structure of government. In connection with the discrediting of the Soviet Union, the rapid decline of the Communist Party and its ideology, there was a collapse of Marxism, which provided for a certain model of time and history. The end of the revolutionary idea, a powerful vector that indicated the direction of historical time into the future, inevitably led to a rapid change in perception of the past. Three models of the future, which, according to Pierre Nora, defined the face of the past (the future as a restoration of the past, the future as progress and the future as a revolution) that existed until recently, have now lost their relevance. Today, absolute uncertainty hangs over the future. The inability to predict the future poses certain challenges to the present. The end of any teleology of history imposes on the present a debt of memory. Features of the life of memory, the specifics of its state and functioning directly affect the state of identity, both personal and collective. Distortion of memory, its incorrect work, and its ideological manipulation can give rise to an identity crisis. The memorial phenomenon is a certain political resource in a situation of severe socio-political breaks and changes. In the conditions of the economic crisis and in the absence of a real and clear program for future development, the state often seeks to turn memory into the main element of national consolidation.

I am reminded of the expression: why are the bankers so keen to find new ways of losing money when the old ways seem to have worked perfectly well!The state pension has been going in a recognisable form for only 100 years and only for the last 60 as a universal pension; and only for the last 30 years in the form that we all might recognise today.If the Actuarial Profession can bring value to something from the past, it is to bring a perspective and a context to it so that we can learn from it. In this way, the Profession can create an informed climate within which public debate on matters of public interest can take place. As you will all know, the Financial Reporting Council are pressing the Profession hard to give tangible evidence of its commitment to the public interest, and this book falls into that category, creating an informed background for debate on a matter of huge public interest.

The COVID-19 pandemic prompted States to adopt exceptional measures to contain their spreads rates and therefore mitigate their effects. In Portugal there was a need to resort to the figure of the state of emergency, being used for the first time since the foundation of the third Republic. To respond to a situation of public calamity, the suspension, albeit partial, of fundamental rights, freedoms and guarantees was used, adopting measures with repercussions in the most varied areas of civil society. Based on the security context of a State, this article intends to analyse the declarations of the state of emergency in Portugal in the light of the theoretical framework of public policies, reflecting on the process of implementing the state of emergency. To this end, the top-down and bottom-up approaches are placed in confrontation as the main theories of public policies implementation in the analysis of the unprecedented political context in Portugal.

Communication airports in Poland after 1918 The history of communication airports coincides with the century-long existence of the reborn Polish State, because it was only after 1918 that the first airports adapted to passenger traffic were established in the country. Two periods of their development deserve particular attention: the interwar period, in which the communication aviation was born, and the time after 2004, when its rapid expansion was noted. The establishment and development of the communication aviation of the Second Polish Republic was strongly associated with the statist policy aimed at modernizing the state. This is evidenced by the construction of airports in Warsaw, Gdynia, Katowice, Łódź and Vilnius, whose activities have helped to integrate the country after the years of partitions. In People’s Poland, civilian communication was based on a network of military airports, which was supplemented with a new airport in Gdańsk-Rębiechów. Large areas of the north-eastern voivodeships were excluded from air connections and timid attempts to overcome these disproportions only appeared in the Third Republic of Poland in the form of airports in Lublin and Radom. The fourfold increase in the number of passengers served by Polish airports in 2004–2016 was an unquestionable phenomenon influenced by the Open Sky policy.

This article aims to discuss the dismantling that the neoliberal proposals have been making in relation to social policies, which the State, in fulfillment of its duty, should provide for the wellbeing of the population, in a democratic way. It was sought to clarify that the public-private relationship is nothing more than a major strategy of capital to create and expand new market niches to overcome the cyclical crisis of capitalism, always presented with new clothes in the mutations that are processed, to reduce the effects of the inevitable in the social asphyxiation that eventually generated great revolutions recorded in its historical process. This article is of bibliographic character, where information was sought in doctrines, periodicals, specialized magazines, official websites and others. Finally, it was a brief diagnosis of the current situation of the Brazilian public education that, from the third way, has been incorporating new forms of action based on the logic of the market.

This paper describes and evaluates research undertaken by the author at the State Library of Queensland, in the collection, cataloguing, and presentation of audiovisual materials—specifically, sound materials beyond oral history and performance. It suggests that strategies drawn from transcription can make the sounds of the past more evident in digitised catalogues, and thus can make those sounds themselves more accessible to the public. In doing so it offers a different affordance of the archive to public experience: not just information about the past, but the affective impact of the past.

Chapter 15 summarizes the chapters which addressed the third sphere, the relationship of labor to the political community. It reiterates that since Israel was established, the labor market’s borders have become ever more porous, while the borders of the national (Jewish) political community have remained firm: the Jewish nationalism which guides government policy is as strong as ever. NGOs, drawing on a discourse of human rights, are able to assist some non-citizens but this discourse also resonates with the idea of individual responsibility: the State is no longer willing to support “non-productive” populations, who are now being shoehorned into a labor market which offers few opportunities for meaningful employment, and is saturated by cheaper labor intentionally imported by the State in response to powerful employer lobbies. These trends suggest a partial reorientation of organized labor’s “battlefront”, from a face-off with capital to an appeal to the public and state.

This chapter describes executions as rituals of obedience and discusses how it was used in the symbolic construction of the relationship between rulers and citizens by attempting to force individual internalization of the state's monopoly over legitimate physical violence. The chapter talks about how the elimination of executionary publicity becomes inseparable from the practices of the modern public sphere. Under the Third Republic, many people learned to be the spectators of new sights that worked by representing a reality that was physically absent (dioramas, cinema) and in turn acquired new standards of speed. They came to find executions too slow, marred by shocking incidents, severed from reality, and likely to produce unhealthy emotions. Ultimately, these spectators began to develop a public culture accustomed to more distanced forms of political communication. The depublicization of executions was achieved when the authorities concluded that the public spectacle of death no longer had an exemplary effect and was no longer a tool that legitimized the state's monopoly over physical violence.

The primary source material for the art historian is of course the work of art, and this in itself places him in a fortunate position because the permanent relevance of the work of art is, I take it, self-evident. For the art historian, the work of art is an historical fact, pre-selected for generally accepted aesthetic reasons. But the work of art has no absolute meaning: it does not exist in a vacuum. It has both what we might call a history and a geography—the history being that record of interpretation and evaluation which accrues to the work of art from the moment of its creation down to the present day; and the geography being the particular artistic and social context of its original creation. The history can at times be very misleading: it is obvious that each generation is going to interpret the past as it wishes, and no judgment can be objective. So it is the geography that is more important, and this is extremely difficult to define. But if we are to understand the work of art, we need to enquire into the circumstances of its creation: we must ask, what did this painting or sculpture or building signify when it first appeared? Only from such specific investigations can one proceed to general propositions about the state of art at any particular moment, and perhaps also about the state of society which produced the art.

Organized sport was first developed in Germany in the form of the so-called Turnvereine, and in England at the public schools. It came to France later, at the end of the nineteenth century. Despite this, the modern Olympic Games was a French invention, the result of the ambitions and efforts of an aristocratic admirer of England, Baron Pierre de Coubertin. His ideas and attitudes were in many ways characteristic of fin-de-siècle France.
