British Public Television Police Drama: an Ordo-Baroque Template for European Complex Governance (with a Case Study of the BBC Meta-Police Series Line of Duty)

In this article, Elizabethan and Jacobean Baroque drama is considered as a comparative, structuring reference and as a control parameter for understanding contemporary British public television police drama as a genre in its own right. The argument for its autonomy and specificity lies not primarily with formal arguments, but with its intimate connection with representations on government and governance, as practices and world-models aimed at the management of complexity. Starting from the above, I premise that the public police drama format is highly relevant for Europe at large, not only as a fictional means of comprehending complex government, but as an emerging forum of actual public deliberation on the means and goals of complex government. The logical extension of the current study would be a future analysis of the manner in which the suggested template of police drama was absorbed in the continental television and government culture. For the moment the argument is restricted to pointing out the premises offered by the British original format for a poetics of complex order and of multi-level governance essential for the configuration of a European political imaginary.

 A globalização ampliou a participação de outros atores nas relações internacionais, tais como governos subnacionais e diversas instituições não governamentais (ONGs, empresas, universidades etc.). Nesse sentido, o objetivo deste trabalho é demonstrar, com um estudo de caso da inserção internacional de Uberlândia-MG, que uma cidade pode se internacionalizar com a participação de diversos atores, por meio de uma governança multinível. Ademais, tomando-se como referência a definição de cidade internacional, de Panayotis Soldatos – que aponta ser a paradiplomacia pública um dos critérios para se chegar a esta característica –, demonstra-se, também, o fato de que Uberlândia-MG vem avançando na sua internacionalização, mesmo sem a existência de uma paradiplomacia pública. Este trabalho também utiliza o método prospectivo de Michel Godet, a fim de criar um simples cenário de médio prazo para a inserção internacional de Uberlândia-MG, baseando-se nos chamados “fatos portadores de futuro”. Nesse sentido, ao se observar as ações que já vêm sendo colocadas em prática, por diversos atores, ao longo dos últimos 18 anos – ressaltando a criação, em 2017, de uma Câmara Técnica para fins de internacionalização, numa instituição municipal não governamental (o CODEN), com a participação do setor privado, das universidades, da sociedade civil e do governo municipal –, é possível visualizar um cenário de evolução, cada vez maior, dessa internacionalização, até o final da próxima década. Afinal, isso criou uma pressão natural sobre o governo municipal, a fim de que ele começasse a participar, efetivamente, dessa inserção internacional, por meio de uma paradiplomacia pública que também fortalecerá esse processo.     Abstract: The globalization process has expanded the participation of other actors in the international relations, such as subnational governments and many non-governmental institutions (NGOs, private corporations, universities etc.). In this sense, the objective of this paper is to demonstrate – taking a case study about the international insertion of Uberlândia City, in the State of Minas Gerais, Brazil – that a city can be International with the participation of many actors, through multi-level governance. Moreover, taking as reference Panayotis Soldatos´ definition of international city – which considers the public paradiplomacy as one of all factors needed to reach that characteristic –, it is also demonstrated the fact that Uberlândia City has evolved in its process of internationalization, even without the existence of a public paradiplomacy. This paper also utilizes some basic principles from the Michel Godet´s prospective method, in order to elaborate a simple mid-term scenario for the internationalization of Uberlândia City, based on the “fact bearer of future”. Then, observing many actions that have already been put into practice by several actors along the last 18 years – highlighting the creation of a Technical Chamber for internationalization, inside a local institution (CODEN), in 2017, which is composed by private sector, universities, civil society and local government –, it is possible to elaborate a scenario that indicates the evolution of this internationalization until the end of the next decade. In this study we propose an analysis of the media discourse on education. This paper is based on questions such as: in what manner is the media an echo for the public policy authors, for the dominant ideology, and what are the stories featuring the school topic. Using the content analysis, we aimed to find the narrative frames, and a map of the most cited journalistic sources. We found that the media is a very important source for public agenda. In fact, the media is one of the most powerful public and social policy agents. Our analysis covers the journalistic discourse in Romania for a period of one year, from the moment of declaring the state of emergency. One of the hypotheses was that the type of journalistic discourse under analysis is specific to crisis communication. Regarding the corpus of texts, we selected a publication where there are published only features on education, edupedu.ro, a quality publication with stories from different fields, including education, libertatea.ro, and a soft publication, kanald.ro. The texts were analysed from a multidisciplinary perspective, in order to define and describe a narrative pattern. One of our main findings is this fear of contaminating the quality press with false information. And, as a consequence, we have found a journalistic conformism and a lake of creativity and new approaches, respectively assuming a role of facilitating the information, of carrier, rather than of a watchdog.

AbstractThe formation of sinkholes, especially in developed areas, constitutes a considerable hazard to the public safety. Due to the above, the subject of the paper is a significant and current issue. The paper includes a case study of sinkholes forming over shallow mine galleries. Calculations of the workings’ stability and the impact of the underground mining exploitation have been conducted. The probability of sinkhole formation has been determined as well. The time of sinkholes formation did not correspond with the time in which the mining exploitation affected the gallery workings and the moment in time for which the rock mass deformations caused by the exploitation were at the highest level. The performed exploitation caused occurrence of cracks in the rock mass over the working. This allowed the transportation of the loose overburden by rainwater to workings and as a result sinkholes were created—suffosion occurred. The Quaternary overburden built of sands and sandy loams was probably washed out by rainwater, which led to the formation of sinkholes. In all locations, where shallow voids exist at a depth up to 100 m and the overburden consists of loose rocks, one should consider the probability of sinkholes formation.

Public broadcasting institutions have existed as central and publicly funded national institutions, providing services in the public interest. The coincidence of technological, political and economic circumstances in the last 20 years or so, however, has challenged their monopoly position. Technological developments – specifically digitalisation – have expanded spectrum availability. In some cases, public television has been commercialised, privatised or marginalised by the introduction of commercial channels. This article focuses on a specific case study of the Slovene public broadcaster. It addresses the fate of public service television in the digital and post-communist era, tracing the transformation from state broadcasters to the era of digital delivery, audience fragmentation and commercial nationalism. It explores, on the one hand, the way in which public service broadcasters have embraced and capitalised on new forms of digital distribution and, on the other, how they continue to embrace national(istic) and commercial imperatives.

This research was conducted to determine the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province by paying attention to aspects contained in the Effectiveness of the Jakarta Siaga Emergency Service Program 112. The research method was carried out with a case study method with data collection techniques using interview methods and document review. Interviews were conducted on 10 (ten) key informants, document review focused on documents related to the Jakarta Emergency Alert Service 112 Effectiveness research in Fire Management. The results showed that the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. The Center for Disaster Data & Information BPBD DKI Jakarta Province Its effectiveness is still low, due to the Implementation of Emergency Services Jakarta Standby 112 in Fire Management implemented by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province in terms of the Target Group Understanding of the Program, the Achievement of the Program Objectives aspects, and the Program Follow-up aspects. It is recommended to continue to disseminate this Emergency Service to the public, it is necessary to increase the firm commitment of the Head of 8 SKPD related to fire management so that all units play a role in accordance with the Standard Operating Procedures (SOPs) for Fire Management and the evaluation and follow-up of program services that are held periodically 3 once a month.Keywords: Effectiveness, Emergency Services, Fire Handling

Pollution is currently a significant issue arising awareness throughout the world. In Thailand, pollution can often be seen in any part of the country. Air pollution is pointed as an urgent problem. This pollution has not damaged only to human health and lives, it has destroyed environment, and possibly leading to violence. In Phattalung, air pollution is affecting to the residents’ lives. Especially, when the residents who are mostly agriculturists have not managed the waste resulted from the farm. In Phattalung, at the moment, there are many pig farms, big and small. Some of them are only for consuming for a family, some, however, are being consumed for the business which pigs will be later purchased by big business companies. Therefore, concerning pollution, the researcher and the fund giver were keen to focus on the points of the air pollution of the small pig farms. This is because it has been said that those farms have not been aware on the pollution issue caused by the farms. Farm odor is very interesting which can probably lead to following problems. The researcher also hopes that this research can be used as a source of information by the government offices in order to be made even as a policy or a proper legal measurement. As the results, the study shows that, first, more than half of the samples had smelled the farm odor located nearby their communities, though it had not caused many offenses. Second, the majority had decided not to act or response in order to solve the odor problem, but some of them had informed the officers. The proper solutions in reducing offenses caused by pig farm odor were negotiation and mediation. Last, the majority does not perceive about the process under the Public Health Act B.E. 2535.

Beckett's famous claim that his writing seeks to ‘work on the nerves of the audience, not the intellect’ points to the centrality of affect in his work. But while his writing's affective quality is widely acknowledged by readers of his work, its refusal of intellect has made it difficult to take fully into account in scholarly work on Beckett. Taking Beckett's 1967 short prose text Ping as a case study, this essay is an attempt to take the affective qualities of Beckett's writing seriously and to consider the implications of his affectively dense writing for his texts’ relationship to history. I argue that Ping's affect emerges from the rhythms of its prose, producing a highly ‘speakable’ text in which affect precedes interpretation. In Ping, however, this affective rhythmic patterning is portrayed as mechanical, the product of the machinic ‘ping’ that punctuates the text and the text's own mechanical rhythms, demanding the active involvement of the reader. The essay concludes by arguing that Ping's mechanised affect is a specifically historical feeling. Arising from a specifically twentieth-century anxiety about technology's tendency to evacuate ‘natural’ emotion in favour of inhuman affect, it participates in a tradition of affectively resonant but curiously blank or indifferent performances of cyborg embodiment. Read in this historical light, Ping's implication of the reader in the production of its mechanised affect grants it, from our contemporary perspective, an archival quality. At the same time, it asks us to broaden the way in which we understand the Beckettian text's relationship to history, pointing to the existence of a more complex and recursive relationship between literature, its historical moment, and our contemporary moment of reading. Such a post-archival historicism sees texts as generated by but not bound to their historical moments of composition, and understands the moment of reception as an integral, if shifting, part of the text's history.

In this essay I address the difficult question of how citizens with conflicting religious and secular views can fulfill the democratic obligation of justifying the imposition of coercive policies to others with reasons that they can also accept. After discussing the difficulties of proposals that either exclude religious beliefs from public deliberation or include them without any restrictions, I argue instead for a policy of mutual accountability that imposes the same deliberative rights and obligations on all democratic citizens. The main advantage of this proposal is that it recognizes the right of all democratic citizens to adopt their own cognitive stance (whether religious or secular) in political deliberation in the public sphere without giving up on the democratic obligation to provide reasons acceptable to everyone to justify coercive policies with which all citizens must comply.
