Public broadcasting institutions have existed as central and publicly funded national institutions, providing services in the public interest. The coincidence of technological, political and economic circumstances in the last 20 years or so, however, has challenged their monopoly position. Technological developments – specifically digitalisation – have expanded spectrum availability. In some cases, public television has been commercialised, privatised or marginalised by the introduction of commercial channels. This article focuses on a specific case study of the Slovene public broadcaster. It addresses the fate of public service television in the digital and post-communist era, tracing the transformation from state broadcasters to the era of digital delivery, audience fragmentation and commercial nationalism. It explores, on the one hand, the way in which public service broadcasters have embraced and capitalised on new forms of digital distribution and, on the other, how they continue to embrace national(istic) and commercial imperatives.

This paper explores the difficulties of building a service-oriented government by taking the evaluation results of public service satisfaction of Guizhou province in 2019 as an example. This paper finds that building a service-oriented government is the process of improving the quality of public service in an all-round way. With the steady improvement of the public service quality in China, the public’s expectation of the public service quality has been improved by changing from the original “yes or no” to the current “good or not”. In order to speed up the construction of service-oriented government, government departments should pay attention to the change of public demand and take the comfort, richness and transparency of public service as the key points of quality improvement.

Purpose The purpose of this study was to investigate the adoption and use of electronic document and records management system (EDRMS) in the public service in Namibia and Zimbabwe with the aim of establishing barriers and enablers, and best practices which each country could adopt from the other. Design/methodology/approach This multi-case study was informed by an interpretivist paradigm. Qualitative in nature, the study applied face-to-face interviews as the data collection method, supplemented by documents analysis. The study population was Namibia and Zimbabwe’s public sectors with units of analysis, being the governments’ ministries, offices and agencies which have implemented EDRMS. Findings The paper provides the state of EDRMS implementation in Namibia and Zimbabwe. It establishes how the two countries have implemented EDRMS and factors that have contributed to the success/failure of the implementation in both countries. Originality/value The paper is a response to the need for further research studies on the implementation of EDRMS in various countries.

In this article, Elizabethan and Jacobean Baroque drama is considered as a comparative, structuring reference and as a control parameter for understanding contemporary British public television police drama as a genre in its own right. The argument for its autonomy and specificity lies not primarily with formal arguments, but with its intimate connection with representations on government and governance, as practices and world-models aimed at the management of complexity. Starting from the above, I premise that the public police drama format is highly relevant for Europe at large, not only as a fictional means of comprehending complex government, but as an emerging forum of actual public deliberation on the means and goals of complex government. The logical extension of the current study would be a future analysis of the manner in which the suggested template of police drama was absorbed in the continental television and government culture. For the moment the argument is restricted to pointing out the premises offered by the British original format for a poetics of complex order and of multi-level governance essential for the configuration of a European political imaginary.

AbstractThere were 1525 applications for asylum in the Czech Republic in 2015, and 71 people were granted asylum. Despite this fact migration was the most covered topic in the Czech media (especially television news services) in 2015. The discussed events were labelled as a wave or flood and were framed as a crisis, threat, and risk not only by the journalists but by politicians as well. This paper is based on quantitative and qualitative research on migration and war refugees from August 17, 2015 to September 18, 2015 in six news programmes of the public service broadcaster, namely the Czech Radio. Bureaucratic services tend not to improve their performance and carry out reforms. Service users are often faced with so many problems when they are dealing with bureaucracy. The purpose of this study is to describe the reform of the Public Service Bureaucracy in terms of coordination in One Stop Services (KPTSP) in Takalar Regency. In this study, a qualitative approach was used. The type of research used in this research is descriptive research type. The results showed that hierarchical mechanisms in the form of a structured flow of coordination and power need each other to establish cooperation within organizational units. The market mechanism shows that the change in the bureaucracy from services to revenue to provide income for the region through the collection of fees. Licensing and providing incentives can improve the performance of One-Stop Services, Takalar District has a network mechanism that is interrelated and needs each other, this can be seen from the requirements given by the Service Agency One-Stop Integrated Takalar Regency that asks for recommendations from related Regional Work Units (SKPD).

Abstract This comparative case study explores the formal and informal principles governing election formats produced by the public service broadcasters in Sweden, Denmark and Norway. The focus is on external regulation vs. journalistic autonomy and on principles of balance and access. The conclusion is that the Scandinavian broadcasters, to a larger extent than broadcasters in other Western countries, independently control the form and content of their election formats. This journalistic autonomy, however, has brought about election formats governed by different principles of access. The Danish and Swedish formats are based on a moderate stopwatch logic, whereas the election formats in Norway center on criteria of audience appeal, resulting in a model of access disproportionately favoring certain political parties. The high degree of journalistic control of election formats in Scandinavia, paired with the low control of political parties encourage a discussion of some of the central premises in the Democratic Corporatist Model.

Televised political advertising appears in very different national political communication contexts. Sweden is an interesting case study. For many years, political ads on TV were not allowed at all. However, with the transition from analog to digital terrestrial television the public service obligations of the “hybrid” channel TV4 were dismantled. In the 2010 national election campaign, all Swedish parliamentary parties bought advertising time on TV4. This article intends to shed new light on political TV ads as a new campaign feature in a rapidly transforming political communication environment. The study relates to the concept of hybridization of election campaigns and intends to increase knowledge about hybridization processes by focusing on a critical case where one of the most adopted campaign practices worldwide is finally implemented within a specific national context and deviating political culture.
