Abstract Cover crops can generate both on-farm and water-quality benefits. However, their use in Iowa remains subdued, partly due to implementation costs faced by farmers. We tested the hypothesis that monetary incentives through cost-share programs are effective at increasing the area of farmland planted to cover crops in Iowa, as opposed to the alternative in which the participants of cost-share programs would have planted the same cover-crop acreage in the absence of payment. We found that cost-share payments induced a 15 percentage-point expansion in cover-crop acreage beyond what would have been planted in the absence of payment, among farmers who participated in cost-share programs. The estimated additionality rate was 54%, suggesting at least half of cost-share expenditures funded cover-crop acreage that would not have been planted without payment. Furthermore, we estimated the public cost to reduce nitrogen loads to Iowa waterways via cover crop, beyond what would have occurred in the absence of cost-share programs, to be $1.72–$4.70 lb−1 N ($3.79–$10.36 kg−1 N). Farmers absorbed about 70% of those costs as private losses, and cost-share payments offset the remaining 30%. Although the additionality rate estimated in this study is less than what has been found in other states, the cost-share programs in Iowa have been relatively cost-effective, due to their lower payment rate.

In the United States, agricultural production using row-crop farming has reduced crop diversity. Repeated growing of the same crop in a field reduces soil productivity and increases pests, disease infestations, and weed growth. These negative effects can be mitigated by rotating cash crops with cover crops. Cover crops can improve soil’s physical, chemical, and biological properties, provide ground cover, and sequester soil carbon. This study examines the economic profitability for a four-year wheat–corn–soybean study with cover crops by conducting a field experiment involving a control (without cover crops) at the Soil Health Farm in Chariton County, MO, USA. Our findings suggested that economic profitability of the cash crop is negatively affected by the cover crop during the first two years but were positive in the fourth year. The rotation with cover crops obtained the same profit as in the control group if revenue from the cash crop increased by 35% or the cost of the cover crop decreased by 26% in the first year, depending on the cost of seeding the cover crop and terminating it. This study provides insights for policymakers on ways to improve the economic efficiency of cost-share conservation programs.

AbstractCover crop acreage has substantially increased over the last few years due to the intent of growers to capitalize on federal conservation payments and incorporate sustainable practices into agricultural systems. Despite all the known benefits, widespread adoption of cover crops still remains limited due to potential cost and management requirements. Cover crop termination is crucial, because a poorly controlled cover crop can become a weed and lessen the yield potential of the current cash crop. A field study was conducted in fall 2015 and 2016 at the Arkansas Agricultural Research and Extension Center in Fayetteville to evaluate preplant herbicide options for terminating cover crops. Glyphosate-containing treatments controlled 97% to 100% of cereal rye and wheat, but glyphosate alone controlled less than 57% of legume cover crops. The most effective way to control hairy vetch, Austrian winterpea, and crimson clover with glyphosate resulted from mixtures of glyphosate with glufosinate, 2,4-D, and dicamba. Higher rates of auxin herbicides improved control in these mixtures. Glufosinate alone or in mixture controlled legume cover crops 81% or more. Paraquat plus metribuzin was effective in terminating both cereal and legume cover crops, with control of cereal cover crops ranging from 87% to 97% and control of legumes ranging from 90% to 96%. None of these herbicides or mixtures adequately controlled rapeseed.

Objective: An obstacle for community hospitals in joining a telestroke network is often the cost of implementation. Yet, previous analyses examining the cost and cost-effectiveness have only used estimates from the literature. Using real-world data from a Pacific Northwest telestroke network, we examined the cost-effectiveness of telestroke for spokes by level of financial responsibility for these costs and how this changes with patient stroke severity. Methods: We constructed a decision analytic model and parameterized it using patient-level clinical and financial data from the Providence Telestroke Network (PTN) pre and post telestroke implementation. Data included patients presenting at 17 spokes within 4.5 hours of symptom onset. Probability inputs included observed IV-tPA treatment rates, transfer status and hospital costs and reimbursements. Effectiveness, measured as quality-adjusted life years (QALYs), and cost per patient were used to calculate incremental cost effectiveness ratios (ICERs). ICER’s of <$50,000-$120,000/QALY are considered cost-effective. Outcomes were generated overall and separately by admit NIHSS, defined as low (0-10), medium (11-20) and high (>20) and percentage of implementation costs paid by spokes (0%, 50%, 100%). Results: Data for 594 patients, 105 pre- and 489 post-implementation, were included. See Table 1. Conclusions: Our results support previous theoretic models showing good value, overall. However, costs and ICERs varied by stroke severity, with telestroke being most cost-effective for severe strokes. Telestroke was least cost effective if spokes paid for half or more of implementation costs.

Web-based Public Participation Geographic Information System (WebPPGIS) is inherently about empowering GIS and Web technology and enabling the public users to use the technology to capture their local knowledge and immerse them into the spatial decision making process. However, there have [sic] some common barriers to WebPPGIS implementation such as lack of communication mechanism for the public; lack of friendly use interface for the non-expert public users; and the cost of the GIS software packages etc. This thesis presents the results of a research project, aiming at overcoming the above barriers and implementing a practical WebPPGIS. General requirements of WebPPGIS are summarized based on the analysis of current researches and a prototype is implemented to demonstrate the feasibility of the approach. Also this thesis illustrates that Open Source Software (OSS) is a competetive solution for developing cost-effective WebPPGIS. Further, the evaluation of the prototype has been performed against the requirements

AbstractDespite being generally accepted as a promising conservation practice to reduce nitrate pollution and promote soil sustainability, cover crop adoption in Midwestern US agriculture is low. Based on focus groups, surveys and partial budgets, we calculated the annual net returns to cover crop use for farmers in Illinois, Iowa and Minnesota; and elicited farmers’ perceptions about the pros and cons of incorporating cover crops to their row cropping systems. The novelty of our methodology resides in comparing each farmer's practices in the portion of their cropping system with cover crops (typically small), against their practices in the other portion of their cropping system without cover crops. The resulting comparisons, accounting for farmer heterogeneity, are more robust than the typical effects calculated by comparing indicators across cover crop users and unrelated non-adopters. Our results highlight the complicated nature of integrating cover crops into the crop production system and show that cover crops affect whole farm profitability through several channels besides establishment and termination costs. Despite farmers’ positive perceptions about cover crops and the availability of cost-share programs, calculated annual net returns to cover crops use were negative for most participants.

A primary goal of bridge management systems is to identify maintenance, repair, and replacement (MR&R) strategies that maximize benefits and minimize losses, often expressed in terms of cost. A major factor that greatly impacts outcomes of these frameworks, that is, the most appropriate MR&R strategies, is the cost of implementation and associated consequences of performing such actions. Given that the inventory of bridges maintained by a state department of transportation (DOT) is significantly large, this study is aimed at developing a systematic procedure to reliably estimate the costs through effective utilization of DOTs’ databases. The considered costs include agency cost of administration, engineering, and mobilization; agency direct cost of performing MR&R actions; agency cost of maintenance of traffic; and user cost incurred from traffic delays, vehicle operation, and excess emissions. The study develops a set of models to estimate the duration of various MR&R work plans. These models are subsequently used to propose analytical formulations and algorithms for the estimation of the above costs. The proposed procedures are employed to estimate the agency and user costs associated with a series of light to extensive repair actions for three bridges in Ohio. Independent calculation of some of these costs by Ohio DOT engineers indicated good agreement with results obtained from the proposed systematic methods. The verified procedures for cost estimation developed in this study enable state DOTs and other entities to reliably estimate implementation costs of actions for their large inventory of bridges and identify the most cost-effective MR&R strategies and work plans.

Cogongrass is a serious weed in small-scale farms in the lowland humid zone of West Africa. This study evaluated the response of cogongrass to herbicides and the legume cover crop velvetbean in cassava and white Guinea yam. In 2001/2002, cassava tuber yields and gross returns in treatments that received glyphosate alone were higher than in plots that received fluazifop-P-butyl once. In 2002/2003, treatments that received fluazifop-P-butyl once, glyphosate alone, glyphosate integrated with sowing velvetbean, or hoeing only, had higher cassava tuber yields than other treatments. Gross returns were higher in treatments that received glyphosate followed by sowing velvetbean or those hoed only than in other treatments. Fluazifop-P-butyl applied twice, glyphosate alone, or glyphosate followed by sowing velvetbean reduced cogongrass shoot biomass more than other treatments. Rhizome biomass was lower in plots that received glyphosate alone than in all fluazifop-P-butyl treatments. In 2002, white Guinea yam tuber yields were highest in plots that received glyphosate alone and lowest in plots where fluazifop-P-butyl was applied alone or followed by sowing velvetbean. The highest gross return was obtained in plots that received glyphosate alone while the lowest was obtained in plots that received fluazifop-P-butyl once followed by sowing velvetbean. In 2003, the highest tuber yields and gross returns were from plots that received glyphosate alone, fluazifop-P-butyl alone, or those hoed only. The hoed-only plots had 14 times higher cogongrass shoot biomass and 7 times higher rhizome biomass than other treatments. In both crops, hoeing alone or followed by sowing velvetbean was more costly than chemical control. The highest margin over hoeing was obtained from plots that received glyphosate alone. Sensitivity analysis showed that using glyphosate was more cost effective than fluazifop-P-butyl, even if the cost of the herbicide increased by 100% or the cost of labor decreased by 30%.

ABSTRACT To date, the focus of damage assessment has tended to be either on economic valuation of lost services in monetary terms or on scientific studies of resource restoration. This paper suggests an alternative approach that integrates legal concepts based on the public trust doctrine, economic methods of determining compensation, and scientific approaches to restoration. The approach is based on a definition of restoration as a remedy for oil spill damages which identifies alternative restoration actions that provide resource services that are “equally desirable” to society as those lost due to the spill. The least costly of these alternatives is then selected as the cost-effective means of making the public whole.

Between 1989 and 1993, 17 experiments tested the effect of cover crop species, sowing date and destruction date on cover crop dry matter (DM) yield, N uptake and on soil mineral nitrogen (SMN) content. All the experiments were carried out in Suffolk, Norfolk, Lincolnshire and Yorkshire on sandy-loam textured soils after crops of cereals or oilseed rape had been harvested. The largest DM yields were obtained with early sowings and averaged 1·6 t/ha. Cover crop N uptake was less dependent upon sowing date and averaged 35 kg N/ha. The average reduction in SMN was from 46 to 32 kg N/ha. Differences between cover crop species were small when compared with season/site variations.Cereal cover crop DM yields were closely related to the thermal time accumulated from the first significant rainfall after sowing, whilst the yields of non-cereal cover crops were more affected by the moisture content of the soil at sowing. The amount of SMN in the soil at sowing had little or no effect on cover crop yield. The yields of cereal cover crops were much more predictable than those of non-cereal cover crops. Water usage by cover crops was estimated to be 20 mm/t DM and large cover crops delayed the onset of leaching and reduced the amount of water leached. However, even in dry autumns and winters, soils are likely to reach field capacity before the following beet crop is sown. Due to their large C[ratio ]N ratio (20[ratio ]1) little N would be mineralized after cover crop destruction. Cover crops comprising volunteer cereals and weeds often performed as well as the other cover crops and in most cases will be the most cost-effective cover crops.
