Background and Objectives: Prenatal education represents an important part of maternal prenatal care in Western countries. In Romania, prenatal education is of recent interest but there is no official information about prenatal courses and their impact on prenatal care and patients in Romania. Material and methods: A prospective study based on the STROBE statement was designed in order to assess the prenatal education delivered in our unit. The study group included women who gave birth at Bucur Maternity, “Saint. John” Hospital, Bucharest, Romania and attended the prenatal courses, compared with a control group (women who gave birth in our unit but did not attend the prenatal lecture). Patients’ perception about the impact of prenatal education was collected by applying a questionnaire. Results: The analysis included 89 women who fulfilled the questionnaire online. In our study, 62 women (69.7%) attended the prenatal education classes and represented the study group while 27 women (30.3%) constituted the control group. Women who attended the prenatal lecture recognized the utility of the topic regarding newborn care (90.3%), while women from the control group did not consider it useful (n = 55.6%), χ2 = 18.412, p < 0.001. Patients from the study group admitted the importance of the topics (93.5%) from the lectures about breast feeding, while the percentage of these women from the control group is significantly lower (55.6%) χ2 = 27.867, p < 0.001. Conclusions: The benefits of prenatal education were recognized by women who attended the prenatal lecture, while women who did not participate underestimated the utility of the topics. Further actions are required to inform mothers about the necessity of antenatal education.

The objective of this study was to describe the reported diabetes mellitus (DM) prevalence rates of the 20–79-year-old population in Colombia from 2009 to 2012 reported by the healthcare system. Information on number of patients treated for DM was obtained by the Integral Information System of Social Protection (SISPRO), the registry of the Ministry of Health and Social Protection, and the High Cost Account (CAC), an organization to trace high expenditure diseases. From both sources age-standardized reported DM prevalence rates per 100.000 inhabitants from 2009 to 2012 were calculated. Whereas the reported DM prevalence rates of SISPRO revealed an increase from 964/100.000 inhabitants (2009) to 1398/100.000 inhabitants in 2012 (mean annual increase 141/100.000;pvalue: 0.001), the respective rates in the CAC register were 1082/100.000 (2009) and 1593/100.000 in 2012 (mean annual increase 165/100.000;pvalue: 0.026). The number of provinces reporting not less than 19% of the highest national reported DM prevalence rates (1593/100.000) increased from two in 2009 to ten in 2012. Apparently, the registries and the information retrieving system have been improved during 2009 and 2012, resulting in a greater capacity to identify and report DM cases by the healthcare system.

The first part of this commentary argues that because the production of dissent depends on the availability of information, greater attention should focus on government restrictions on access to official information. At no time is this more important than when information is monopolized by the government. If not constrained, government’s monopoly control of information, combined with its incentives to shape support for its policies, may at some times and in some ways reduce dissent. In the second part of the commentary, a cost-benefit approach is proposed to analyze an individual’s incentives to produce speech and is then applied to assess the role social communities play vis-à-vis individual dissent. This analysis underscores the important and complex (sometimes encouraging, sometimes discouraging) role that communities play in the generation of dissent. Our analysis uses economic tools, often accompanied by an antitrust perspective, to better understand the implications of government information control and social pressures upon speech and dissent.

Abstract Purpose: In this community trial, the objective was to evaluate the incidence of coronavirus disease-2019 (COVID-19) cases in two similar communities in three distinct phases: phase 1 (before the intervention), 2 (during the intervention), and 3 (after the intervention).Methods: The test community received the oral antiseptic intervention (experimental), while the control community did not. The official information agency provided the number of confirmed COVID-19 cases. Data were analyzed according to the three phases per epidemiological week (epi) using the R Core Team (2021) program. The relative risk and 95% confidence intervals between the cumulative incidence values of the test and control communities were calculated for each period. In the test community, a total of 995 residents, over 10 years of age, received two bottles containing 600 ml of mouthwash with antiviral phthalocyanine derivative (APD). The participants were asked to gargle/rinse with of 5 mL of the mouthwash with ADP 3 to 5 times a day, for 1 min, until the end of the bottles. Results: In phases 1 and 3, disease risk between the two communities did not differ significantly (p> 0.05), while in phase 2, disease risk was 54% lower in the test community than in the control community. Conclusion: The use of the APD mouthwash protocol seems to reduce the COVID-19 incidence at the population level, and further studies are needed to confirm its protective effect in different contexts.

Concern exists that New Zealand hasn’t struck the right balance between two potentially competing principles of good government: officials should provide free and frank advice to ministers, and the public should have opportunities to participate in decision making and hold the government to account. Steps we have taken to address this include: strengthening constitutional underpinnings for free and frank advice (Cabinet Manual changes and issuing expectations for officials); a work programme to improve government agency practice in relation to the Official Information Act; and the Office of the Ombudsman reducing uncertainty about when advice can be withheld by issuing new principles-based guidance and providing more advisory services.


The article deals with the situation in the city of Kharkiv at the end of 1918. At this time, Ukraine was experiencing the completion of one more historical stage, preparing for new, more turbulent and tragic events. German troops which have been the guarantors of security of the state over the past ten months were evacuated from its territory, a popular uprising broke out against the hetman Pavlo Skoropadsky, the republican authorities that recognized the Directory were forming slowly, local Bolsheviks and other left-wing groups were getting noticeably more active. In December 1918 all these forces were represented in the provincial Kharkiv. Some of them, for example, the German command and the hetman's guard, tried to transfer power to their successors in an organized manner. Others, on the contrary, tried to get to the controls as soon as possible. This multi-power lasted about a month, which became a real ordeal for the inhabitants of the city. Kharkovites tried to figure out a kaleidoscope of political developments, a variety of orders and decrees, the intricacies of official information and street rumors. Meanwhile, the criminal situation became more and more threatening: gangs of looters raged in rural districts, and shots were fired more often in Kharkiv itself. In the second half of December, the number of the city shops robberies became impressive. At that time, several influential forces were engaged in law enforcement: the German commandant’s office, the hetman’s guard, Directory fighters and socialist squads. However, all their efforts did not give the desired result, and ordinary Kharkovites were forced to organize self-defense units to protect their own homes. The culmination of anarchy in the city was the Bolshevik uprising on January 1–2, 1919, as a result of which Kharkiv was captured by armed units of the Red Army.
