State budget-funded veterinary institutions are engaged in the development of state tasks for the state budget-funded veterinary institutions of the country by scientific institutions, executive authorities of the subjects of the Russian Federation in the field of veterinary medicine, heads of large state veterinary institutions for about 10 years. Development and implementation of state tasks is carried out in all 85 subjects of the Russian Federation. Approaches to the procedure for their preparation, implementation and financial support are periodically improved. Scientific research on the creation of a regulatory framework for the establishment of a scientifically sound list of state veterinary services, the procedure for determining the volume of such services, and the calculation of the financial support for the implementation of state tasks are being intensively conducted. The result of such research in the N.E. Bauman Kazan State Academy of Veterinary Medicine was the development of the “Recommendations on the formation of the state assignment for the provision of public services (works) to institutions of the State Veterinary Service of the Russian Federation”, which were approved by the Scientific and Technical Council of the Ministry of Agriculture of the Russian Federation on June 11, 2014.

The analysis of the aspects of information transparency of public finance in terms of public services (lists of public services, government assignments and information on subsidies for financial support of government assignments, cost standards for the provision of public services) at the federal and regional levels. Regulatory legal acts of the constituent entities of the Russian Federation, official websites of executive authorities and specialized federal resources for publishing budget data are considered. In accordance with the identified contradictions, the information objects published at the federal and regional levels were ranked according to the level of budgetary openness, and areas of improvement associated with increasing the level of accessibility and transparency of public finance data were identified.

The subject of the article is the study and analysis of the socio-political purpose of the institution of the delegation of state powers to organizations in a view of its two functions: attracting expertise to the public sector and improving the quality and accessibility of public services by involving non-governmental organizations in this process. From the point of view of constitutional law, these functions of the indicated institution are derived through the principle of popular sovereignty and the right of citizens to participate in the management of state Affairs. Recent amendments to the Constitution of the Russian Federation (art. 75.1) further increased the relevance of these functions as creating conditions for mutual trust between the state and society. The function of attracting expertise helps to complement public policy with the contribution of a more experienced private sector, which, having higher professional competence in a particular field of activity, contributes to a better, more efficient and faster solution of tasks (SKOLKOVO Innovation center, special economic zones). The function of improving the quality and accessibility of public services is aimed at achieving such goals as attracting non-governmental organizations to participate in the provision of public services, as well as improving their quality and accessibility for citizens and their associations (accredited passport and visa centers, multifunctional centers). Thus, it is noted that the functions of the institution of the delegation of state powers to organizations make a huge contribution to the development and harmonization of relations between the state and society, as well as contribute to the practical implementation of certain provisions of the Constitution of the Russian Federation.

The quality of rendered public services depends, among other things, on the elaboration of regulatory legal acts in this area and their actual implementation by state authorities and organizations. The final regulatory legal act establishing the procedure for interaction and the standard for the provision of a specific service is the administrative regulation. This article examines the administrative regulations for the provision of public services by the Pension Fund of the Russian Federation for compliance with federal regulatory legal acts of the Russian Federation. The emphasis is on the electronic form of interaction between the state and the person.

At the current stage of the Russian economic development, the small and medium-sized businesses are becoming an immediate priority in the development of the state financial policy for the long term. Strategic documents developed at the federal and regional levels necessarily include measures to promote small businesses followed by the establishment of professional associations, business development centers, business incubators, technology parks, introduction of new and improvement of existing legislation standards, etc. However, notwithstanding the efforts made by the authorities, increased “injections” of financial resources into this sphere of the economy as well as the direct interest of governments at all levels and a substantial public response, the development of small businesses in Russia is facing great difficulties. The data on the number of registered small enterprises indicate that the sharp rise of entrepreneurship observed in the early 1990s changed into the stagnation towards the end of the decade and the sluggish current dynamics at the present time. In this regard, the relevance of the research subject is substantiated by the need to improve the regulation of the financial support of small and medium-sized businesses in the Russian Federation in order to create favorable conditions for their development and ensure the country's economic growth. In the research framework the main tasks to be solved to ensure the achievement of the research objective were defined. Based on the research findings, proposals were made related to improvement of the legislation in the field of financial support of small and medium-sized businesses, including proposals to improve government programs for supporting the small and medium-sized business institution. Other proposals address the harmonization of planned and program-target documents defining activities aimed at financial support of small and medium-sized business entities in the Russian Federation, as well as proposals on how to make the currently applicable budgetary and tax methods of small and medium-sized business promotion in the Russian Federation more effective to ensure the accessibility of financial resources and improve the quality of the state regulation. The results obtained are presented in the form of conclusions and recommendations for state authorities concerned with the regulation of financial support of small and medium-sized businesses. The practical significance of the results of the work makes it possible to use them in the activities of the Economics and Finance Department of the Russian Federation Government, the RF Government Commission on Competition and Development of Small and Medium-Sized Businesses, and the Department of Small and Medium-Sized Business Development and Competition of the RF Ministry of Economic Development.

This article lists regulatory and legal documents regulating paid veterinary services Governmental, regional. Recommended list of paid and free veterinary services. The objects of state veterinary supervision, methods and techniques are listed. An analysis of extrabudgetary revenues from the provision of paid veterinary services by specialists of the Irkutsk region based on the results of the activities of 15 regional state budget institutions is presented. The analysis shows that 35.5% of the provision of paid veterinary services was for personnel. Table 2 shows the use of extrabudgetary revenues of state veterinary institutions of the Irkutsk region from the provision of paid veterinary services. An analysis of the financial activities of animal disease control stations in the Irkutsk region shows that 56.3% of extrabudgetary funding is due to the provision of paid veterinary services. Due to special climatic conditions, it is planned to increase the cost of paid veterinary services by 50% for cities and areas equated to the regions of the Far North. The cost of services provided at night, increased by 50%. The list of prices is supplemented and expanded by types of services not taken into account in previously valid price lists. The price list is revised with the introduction of VAT in the amount of 20%. The Ministry of Agriculture of the Russian Federation, in agreement with the Ministry of Economy and Finance of the Russian Federation on January 28, 1992, approved a list of paid and free veterinary services. The free veterinary services performed at the expense of the budget (vaccination, diagnosis, treatment) include events for especially dangerous diseases of animals, birds, fish. The provision of paid veterinary services is regulated by the Rules for the provision of paid veterinary services, approved by Decree of the Government of Russia dated August 06, 1998 No. 898. Paid veterinary services are provided to productive and unproductive animals in farms and enterprises, regardless of subordination and forms of ownership. In total, prices have been developed for 2186 different types of paid veterinary services.

A retrospective assessment of control results with regard to completeness and quality of the implementation by state authorities of the Subjects of the Russian Federation of the powers of the Russian Federation in the field of veterinary medicine transferred to them has been carried out. It was shown that in the period from 2014 to 2016 the veterinary services of the RF subjects implemented 21,337 measures on establishment and lifting of restrictive measures/quarantine based on the occurrence of animal diseases. The study revealed that in quite a significant number of cases on establishment and lifting of restrictive measures and quarantine the veterinary services of the subjects of the Russian Federation violated the legislation of the Russian Federation. Based on the criterion “quality indicator of measures implemented by the veterinary service during the establishment/lifting of restrictive measures (quarantine) in the territory of the subject of the Russian Federation” introduced in this study, the estimated levels were determined and the quality levels of the performance of veterinary services of the subjects of the Russian Federation with regard to implementation of powers transferred to them on establishment and lifting of restrictive measures/quarantine were determined. After summarizing the results it was found that only in 37 out of 74 analyzed RF Subjects the implementation of restriction /quarantine measures was carried out at an acceptable level, and the veterinary services in 59 subjects of the country (out of 70 analyzed) showed an incompliant level of performance quality during lifting restrictions/quarantine. The retrospective analysis shows that the situation regarding quality of the implementation by government authorities of the Subjects of the Russian Federationof the powers of the Russian Federation transferred to them in the field of veterinary medicine is quite tense and causes concern. The conducted research led to understanding that the aim of the inspections should not only be assessment of compliance of the veterinary service’s activities with the regulatory acts, but systematization and analysis of violation types, as well as development and implementation of corrective measures.

Russia is rapidly increasing the use of digital technologies in all spheres of public life. The speed, with which new technologies appear and are implemented, leads to the fact that people cannot quickly adapt to them. In this regard, in some cases, there may be social tensions, reluctance to use modern advances in digital technologies and other social problems. There is also a overestimation of the importance and impact of the introduced technologies on improving the socio-economic and political life of the country.In this regard, it is of interest to assess the attitude of citizens to the developing digital technologies, and, primarily, to digital services that are introduced in the system of providing state and municipal services and in the sphere of interaction between the state and society. This study is an attempt to make this kind of assessment. The background of the study was the adopting and approving in 2018 the national project “Digital economy of the Russian Federation” and the Federal programs implemented within the framework of this project, as well as the state programs and projects preceding the national project that accompany the formation of the infrastructure of the digital state.The authors conducted a survey of 541 respondents from 49 regions of the Russian Federation to determine and assess the attitude of citizens to the digitalization of public services. During the survey, respondents were asked questions about the use of Federal and regional portals of public services, about awareness of the availability and possibility of using public technologies and services, about the convenience of services and the ability to use them. As a result of the survey, conclusions are drawn about the advantages and disadvantages of using the electronic service of public services, as well as an assessment of the attitude of citizens to the digitalization of public services.
