This article lists regulatory and legal documents regulating paid veterinary services Governmental, regional. Recommended list of paid and free veterinary services. The objects of state veterinary supervision, methods and techniques are listed. An analysis of extrabudgetary revenues from the provision of paid veterinary services by specialists of the Irkutsk region based on the results of the activities of 15 regional state budget institutions is presented. The analysis shows that 35.5% of the provision of paid veterinary services was for personnel. Table 2 shows the use of extrabudgetary revenues of state veterinary institutions of the Irkutsk region from the provision of paid veterinary services. An analysis of the financial activities of animal disease control stations in the Irkutsk region shows that 56.3% of extrabudgetary funding is due to the provision of paid veterinary services. Due to special climatic conditions, it is planned to increase the cost of paid veterinary services by 50% for cities and areas equated to the regions of the Far North. The cost of services provided at night, increased by 50%. The list of prices is supplemented and expanded by types of services not taken into account in previously valid price lists. The price list is revised with the introduction of VAT in the amount of 20%. The Ministry of Agriculture of the Russian Federation, in agreement with the Ministry of Economy and Finance of the Russian Federation on January 28, 1992, approved a list of paid and free veterinary services. The free veterinary services performed at the expense of the budget (vaccination, diagnosis, treatment) include events for especially dangerous diseases of animals, birds, fish. The provision of paid veterinary services is regulated by the Rules for the provision of paid veterinary services, approved by Decree of the Government of Russia dated August 06, 1998 No. 898. Paid veterinary services are provided to productive and unproductive animals in farms and enterprises, regardless of subordination and forms of ownership. In total, prices have been developed for 2186 different types of paid veterinary services.

The territory of the Irkutsk region is prosperous for especially dangerous animal diseases. Pricing in the field of paid veterinary services largely depends on regional features, including remuneration, conditions for animal husbandry, geographical location of the region, etc., as well as constantly changing tax obligations. All this requires scientific justification, development and constant improvement of regional prices for veterinary services, their adjustment and addition in connection with the emergence of new types of veterinary services. The legal regulation of paid veterinary services is regulated by an order of the Council of Ministers of the Russian Federation of October 30, 1991, which allows the implementation of these services in state veterinary institutions. The Ministry of Agriculture of the Russian Federation, in agreement with the Ministry of Economy and Finance of the Russian Federation, approved on January 28, 1992 a list of paid and free veterinary services. The free veterinary services performed at the expense of the budget (vaccination, diagnosis, treatment) include measures for especially dangerous diseases of animals, birds, fish. Currently, the modern poultry farms are located in regions with different climatic conditions. Thus, the component of the electric power being the base for combined heating and ventilating systems, lighting, and local heating of poultry farms, is great in power engineering on the territory of the Russian Federation. The analysis of energy costs of poultry farms showed that of the estimated options for reducing the cost of electricity for poultry farms, one of the most effective can be an alternative source such as the generation of own electricity. Naturally, for biological production with a continuous technological cycle (poultry farming, for example), seems to be replace about 45-55 % of the needs of the factory and serve as a reserve for the rest, but not cover all 100 % of needs.

The assessment of strategic planning documents at various levels of the system of state and municipal governance should allow not only to track the degree of achievement of planned results and the type of development of allocated resources but also to contribute to a fuller and completer understanding of the essence of processes and changes in the social and economic system of the territory (country, region, municipality). The methodological approach to the development of the system of indicators of government programs of a Russian region in relation with the indices from strategic documents of federal and regional levels is suggested. It is proved that the methodology of development of target indices of strategic papers of a region of the Russian Federation must be founded on a continuous system of coefficients and indices of strategic papers of various governance levels for the increase of assessment efficiency and obtaining the possibility of using the results for the assessment of their impact on the achievement of the goals set. Based on the analysis of the content of the federal legal documents (Order of the Ministry of Economic Development of the Russian Federation of September 16, 2016 No. 582 and Decree of the Government of the Russian Federation of August 2, 2010 No. 588), the main requirements for the indices (coefficients) for strategic papers of the regional level are specified. The specific measures and practical recommendations on the development of common approaches to the system of indices (coefficients) of government programs of regions of the Russian Federation in relation with indices (coefficients) of federal government programs and the indices (coefficients) developed by other regions are suggested.

The article analyses the method proposed by the Government of the Russian Federation for adjusting the principle of determining the minimum subsistence level, based on the median salary. The article shows the result of the analysis of changes in wages in construction when calculating, using the median salary in relation to the “absolute” principle of calculating the minimum subsistence level, the calculation of the size of the minimum subsistence level in Russia as a whole, and on the territory of the Irkutsk region is analysed. It is shown that the transition to the calculation of the median salary in the Irkutsk region will decrease the subsistence level in relation to the existing one. Based on our analysis, the conclusion is made that in order to calculate the minimum subsistence level for medial salary, it is necessary to revise the calculation methodology.

State budget-funded veterinary institutions are engaged in the development of state tasks for the state budget-funded veterinary institutions of the country by scientific institutions, executive authorities of the subjects of the Russian Federation in the field of veterinary medicine, heads of large state veterinary institutions for about 10 years. Development and implementation of state tasks is carried out in all 85 subjects of the Russian Federation. Approaches to the procedure for their preparation, implementation and financial support are periodically improved. Scientific research on the creation of a regulatory framework for the establishment of a scientifically sound list of state veterinary services, the procedure for determining the volume of such services, and the calculation of the financial support for the implementation of state tasks are being intensively conducted. The result of such research in the N.E. Bauman Kazan State Academy of Veterinary Medicine was the development of the “Recommendations on the formation of the state assignment for the provision of public services (works) to institutions of the State Veterinary Service of the Russian Federation”, which were approved by the Scientific and Technical Council of the Ministry of Agriculture of the Russian Federation on June 11, 2014.

The analysis of legal documents in the field of science is carried out. The main areas of analysis include the following blocks: the subject of the scientific sector; the main participants in the process of production and consumption of scientific knowledge, their market and non-market relations; the management system of the scientific sector, including provision of the resources to the scientific sector. The analysis of the existing documents (laws, decrees of the President of the Russian Federation, resolutions of the Government of the Russian Federation, orders of ministries, etc.) was carried out for each of the selected blocks. The influence of the legal documents on the solution of certain issues of the organization of scientific activity is analyzed, and possible directions for improvement regulatory legal acts to optimize the functioning of the scientific sector are proposed.

Introduction: the article deals with the modern system of sources of financial law in Russia. This article proves that the system of sources of financial law is a complex, multi-level, hierarchical and dynamic formation characterized by a variety and specific diversity of elements, which is not arbitrary or random.Materials and methods. The methodological basis for this research is a set of methods of scientific knowledge: the analytical method, the method of synthesis and generalization of information. The study of this problem is based on the use of various methods of general scientific and special legal nature: dogmatic analysis, interpretation of legal norms, detailed study of the features of financial and legal documents, logical method, etc.Results. The analysis showed that the development of sources of financial law in Russia at the present stage is characterized by the presence of a three-level system: federal, regional and municipal levels, and the hierarchical sequence and their interaction is determined by the Constitution of the Russian Federation. The system of sources of financial law in Russia consists of: The Constitution of the Russian Federation, international treaties and international legal norms, federal constitutional laws, federal laws, decrees of the President of the Russian Federation, orders of the Government of the Russian Federation, laws of the entities of the Russian Federation, decisions of local self-government bodies and other normative legal acts.Discussion and conclusion. As a result of the conducted research, it can be concluded that in order to systematize and logically complete the organization of the modern system of sources of financial law in Russia, it is necessary to adopt a single codified act regulating financial relations at various levels of the legal hierarchy.

The paper considers the importance of the uninterrupted functioning of the transport network, which is the most important condition for eliminating the transport inaccessibility of Arctic territories of the regions, thus excluding transport discrimination of the population living in the Arctic zone of the Russian Federation. Besides, the paper provides a brief overview of international road repair and maintenance experience on the example of Norway, analysis of the standard for repair and maintenance of roads in the Russian Federation, proposals on the method of calculating the cash expenditures of replacement, repair and maintenance of roads in the Russian Federation. The Decree of the Government of the Russian Federation No. 658 dated May 30, 2017 approved the standards of financial expenditures and the rules for calculating the size of federal budget allocations for replacement, repair and maintenance of federal roads. However, at the moment, not all regions have updated the regulatory framework on the norms of financial expenditures and the rules for calculating budget allocations for replacement, repair and maintenance of regional and inter-municipal roads. The existing methodology for calculating the cost of repair and maintenance of roads in the Arctic territory of Russia does not fully provide the need to bring the existing roads into normal transport and operational condition for their safe operation. The analysis shows that there is no systematic work to ensure sustainable financing of the road economy in the republic and the road industry is financed at a level much lower than the actual needs.

Provision has been made of studying the influence of the standard thermal protection of residential, public and industrial buildings on the heating load and seasonal heat consumption for heating in various climatic conditions of the Russian Federation. The calculations have been performed on the example of a five-story building. It is proposed to economically justify the adopted standards, taking into account the cost of fuel in different regions of the Russian Federation, when revising the norms of thermal protection.

Small and medium-sized enterprises (SME) play an important role in the economic mechanisms of many countries. The article considers the main parameters of the situation that developed in Russia at the beginning of the implementation of the national project (NP). The purpose of the study is to assess the relevance of this project for the country and the validity of its indicators, taking into account the specifics of financingin the context of managing the social and economic systems of Russia. The analysis of the published research results on this topic in economic and instrumental aspects is carried out. The article analyzes the representation of small (including micro) and medium-sized enterprises in the main sectors of the national economy, identifies more «successful» sectors in this regard. The regional (by subjects of the Russian Federation) structure of such enterprises in the country is estimated on the basis of frequen-cy distributions, and quantitative estimates of their main parameters are made. The dynamics of general and state budget financing of NP in comparison with the number of employees in this area is considered. The change in the cost of creating one new workplace and one SME subject within the NP over time is analyzed; the dynamics of the number of employees per one SME subject is estimated. The structure of the distribution of financial resources of the NP between its constituent federal projects is studied. It is concluded that the national project is relevant for the country and its regions, and it is advisable to continue improving market management mechanisms and management for the successful development of SME. Proposals are formulated to supplement the list of NP indicators and to account for inflation, as well as to reduce discrepancies in information about the SME sector of the Russian Federation according to different sources.
