Given the turbulence of the external and internal environment caused by the coronavirus pandemic, the agro-industrial complex is one of the few sectors that continued to show growth during the crisis of the global and Russian economies. Factors of the stability of the agro-indus-trial complex development were not only active state support, introduction of innovations, use of import substitution programs, but the fact that the sector did not stop working during the Covid19 pandemic. This has had an impact on the change in the Russian foreign trade system in terms of the geography of supplies, their volumes, and the commodity structure. The agricultural sector has become export-oriented and, in the sales structure, the traditional group of leaders, which include various types of raw materials for energetics, has given way to the sale of agricultural products. The article analyzes statistical information on foreign trade in agricultural products, concludes about the impact on the agricultural trade balance of the corona-virus pandemic, the ruble devaluation, changes in consumer demand and gap in international supply logistics due to restrictions on movement be-tween countries.

The priority task for Kazakhstan is to increase the competitiveness of the national economy. The formation of competitive advantages of industries and enterprises of agro-industrial complex is of particular importance in scientific aspects and in business practice. Scientifically based technologies of agricultural production envisage production and sale of agricultural products and food products in the required volumes, which are competitive on domestic and foreign markets. The authors note that one of the main problems in processing of raw materials is the low output of final goods from raw unit. In order to fill export niches and ensure import substitution, new export-oriented sectors of the agro-industrial complex have been studied. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. Thus, it can be stated that increasing the competitiveness of agricultural products depends on many factors, the observance of which is an indispensable condition for the recovery of the industry's economy.

The article presents materials of theoretical and empirical studies on the state support measures in agricultural production as an element of the imports demotivating policy in the industry. The problem of demotivating imports is connected both with determining the actual ratio of domestic production to the demand and imports of certain types of food, as well as determining the opportunities and conditions for the competitiveness of domestic producers. The study presents an analysis of the production of importsubstituting agricultural products in crop production (vegetables, fruits and berries, potatoes) and animal husbandry (by animal species: meat of cattle, pigs, poultry, and milk) from 2010 to 2019 as a ratio of the actual volume of production by types to the needs of the country’s population. The tendencies of their change are revealed. The volume of dynamics of imports of basic agricultural products from 1990 to 2019 is presented. An overview of the current measures of state economic support of the agricultural sector of the economy from subsidies (compensating and stimulating) and lending at the stage of production and consumption with the amount of financing, as well as the formation of a list of systemically important enterprises of the agricultural sector is given. The article presents the result of an expert sociological survey of the final participants in the process of import substitution in the agro-industrial complex, according to their assessment, the impact of government support measures on the possibility of demotivating imports in the industry This survey revealed the shortcomings of the support system in the opinion of agricultural producers. The practical significance of the results obtained lies in adjusting the existing measures of state support for the production of import-substituting food, taking into account the expert opinion of the subjects interested in the successful development of the agricultural sector.

They account for over 50% of world trade and their share is increasing, according to OECD estimates. These agreements are particularly significant for agricultural trade, principally because this sector has the most to gain from low tariff access to markets. Yet they raise the question of whether such agreements are the most effective instruments for reducing barriers to global agricultural trade. Impacts Agricultural products such as sugar and dairy are likely to continue appearing frequently on the 'sensitive products' list in PTAs. Japan's aversion to opening its agricultural sector represents a major hurdle to the TPP. The European Parliament will probably reject any TTIP agreement that requires abandoning the 'precautionary principle' on food standards.

The article examines the results of the impact of the COVID-19 pandemic on the global economy and the economy of the Russian Federation at the end of 2020. The quarantine measures introduced by the countries continue to negatively affect the economic situation in the world and the economies of individual countries. There is an acute shortage of seasonal workers in the agricultural sector of the countries of the world. The introduction of restrictions on the export of goods reduced the volume of imports. In Russia, the growth rate of imports from non-CIS countries has decreased. In January 2021, compared to January 2020, imports for food products and raw materials for their production decreased by 4.2%, and for vegetables – by 11.5%. According to the Federal Customs Service, the export of vegetables increased 3 times in terms of physical volumes and only 11% in terms of value. The growth in the physical volumes of export of products of the agro-industrial complex of the Russian Federation did not lead to a corresponding increase in revenue. The prices for vegetables imported into the country were 2.5-3.4 times higher than the prices for exported ones. Despite some difficulties, losses in this area due to the pandemic were minimal. The gross harvest of vegetables in the country as a whole amounted to 13.8 million tons, which is 1.7% below the level of 2019. At the same time, the gross harvest of vegetables in open ground decreased by 3.1%, vegetables in protected ground increased by 6.6%. Difficulties encountered in implementation. During the crisis period due to the COVID-19 pandemic, the demand for vegetables fell by 30%. Consumers, in an effort to improve their immunity, began to buy more environmentally friendly and healthy products, including vegetables. The demand for organic products has grown by 15-20%. To accelerate the economic recovery, it was necessary to take additional measures on the part of states to support producers and consumers, restore purchasing power and help businesses, expand access to credit resources, stimulate investment activity, and reduce the tax burden on businesses and the population. In Russia, financial support for the main measures of state policy in the field of the agro-industrial complex is carried out within the framework of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food.

The article reflects individual successes in the development of agriculture, which has shown its "vitality" in difficult economic conditions, as can be judged by the steadily increasing level of self-sufficiency of the country with the main types of agricultural products, raw materials and food, a significant reduction in their imports and an increase in exports. However, the development of agriculture does not allow solving its systemic problems more actively, carrying out accelerated import substitution on a rational scale, reducing significant regional differentiation in the standard of living of the rural population, adequately paying for the work of an employee. In this regard, in order to solve the key problems of agricultural development, its state support is necessary, regardless of the impact on the industry of various risks, threats and force majeure circumstances. To do this, the State should observe the principle of special priority in relation to the development of agriculture, commensurate with the possibility of achieving its goals and real financing, based on its strategic importance for the country and as a special way of life for almost one quarter of its population. Only under such conditions will the priority of agriculture be neither declared nor onetime, but will become a strategy for its development, mainly of the advanced type, regardless of the presence and appearance of many internal and external risks, threats and challenges.

The article considers the problems, promotion and support of the export potential of agricultural products at the regional level, which should become the next growth point for Russian agriculture. The practice of the last decade in the agricultural sector of Russia shows a significant transformation from the predominance of food imports to the realization of export potential. So, in the Orel region, the export of agricultural products tends to increase; in 2019, agricultural products were exported at $ 88.8 million (growth by 2017 was 24.8%). The leading position in the export structure of Orel agribusiness is wheat, an important direction of regional export is also given to oil and oilseeds, which are the fastest growing industries on the world market, and the Orel region contributes to their development. Despite the reduction grain crops areas in the Orel region, the forecast for the harvest of 2020 is 3 million tons. The Orel region sees the main task of the agro-industrial complex in reaching the total gross harvest of crop production in the amount of 3.7 million tons, which will provide jobs, processing raw materials. The list of directions of state support for export of agricultural products is given. The conclusion is drawn about the most significant prospects for the export potential of agricultural products at the regional level, where its further development is laid. The article emphasizes the need to stimulate the activities of exporters of agricultural products through reducing the cost of exported products.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

This study aims to analyze the impact of slowing economic growth in China and devaluation of the yuan on the performance of agricultural trade Indonesia. The research used a simultaneous equations model and estimated using the 2-SLS method. The results showed that the trade cooperation Indonesia - China has a positive impact on increasing production, price, investment, consumption, exports, imports, and Indonesia's national income post-CAFTA takes effect over the previous period. China's economic growth led to increased China's exports to Indonesia, but the increase Indonesia's exports to China relatively constant. At the time of CAFTA takes effect, slowing economic growth in China and devaluation of the yuan is expected negatively impact to the performance of the agricultural sector and trade Indonesia, because of the decline in demand for Chinese imports from Indonesia and it caused Indonesian export to China decreased, except for exports of food products, indicating that China's need for food and raw materials for industry. Indonesia's export performance drop will cause the trade of Indonesia deficit higher and destabilizing the economy of Indonesia.

The purpose of the article is to analyze the indicators of foreign trade in agri-food products between Ukraine and Asian countries, to assess the potential of its development with taking into account latest trends in the world agricultural market. Research methods. Methods used: theoretical generalization - for characterizing the production and foreign trade of agri-food products in Asian countries, analysis and synthesis - for considering the dynamics and commodity structure of mutual agricultural trade between Ukraine and Asian countries, general studying an agricultural system of the region, comparative evaluation - for forming ratings of the largest exporters and importers of food among Asian countries, finding differences between domestic exports of agricultural products and imports of Asia, and vice versa, graphical and tabular - for optimizing the visual displaying of research results. Research results. The current export and import of agri-food products by Asian countries are considered, the main trade representatives of the region are identified, the crucial role of Asia in the formation of global food supply is analyzed, the current state of Ukraine's agricultural trade with Asian countries is studied, an overall assessment of its development potential was made, based on the latest trends in the global market and possible using of agreements on the functioning of free trade zones between the partners. Asian countries have been researched out separately as Ukraine's foreign trade partners in terms of agri-food products, including the most important players in exports and imports, analytical information has been provided taking into account the impact of the pandemic and the signing of a new interregional trade agreement. The issues of resource policy, which will predetermine the future growth of industrialization and urbanization, the forward movement of China's market-oriented economy, and the growing involvement in international cooperation, have been studied. Acceleration of the process of socio-economic development largely depends on the state of agricultural sector. It is noted that the country intends to follow the policy of openness based on mutually beneficial partnerships with other States and foreign organizations in order to increase the efficiency of agro-industrial production, increase the income of peasants and increase the competitiveness of Chinese products on the world market, as well as modernization of agriculture. It is shown that solving the problems of agro-industrial complex will remain a priority task. Its innovative reform is envisaged, creating a long-term mechanism for the integration of the city and countryside according to the principle “Industry supports agriculture, the city helps to the countryside”. The countries of Central Asia and the People's Republic of China face a number of tasks aimed to further development of agricultural sector, increase the efficiency and competitiveness of the industry, improve the well-being of rural residents and boost the rural economy, expand sales markets and stimulate exports, and international trade in agricultural products. In this regard, China continues to work on improving the quality and safety of agricultural products, fulfills its obligations as a member of the WTO, increases the production of environmentally friendly agricultural raw materials and food products domestically and abroad, participating in bilateral and multilateral intergovernmental cooperation in agro-industrial sphere. The authors emphasize that the PRC is one of the most important strategic partners of Kazakhstan in view of economy as a whole and specifically on the growth and development of agricultural sector.
