The issues of resource policy, which will predetermine the future growth of industrialization and urbanization, the forward movement of China's market-oriented economy, and the growing involvement in international cooperation, have been studied. Acceleration of the process of socio-economic development largely depends on the state of agricultural sector. It is noted that the country intends to follow the policy of openness based on mutually beneficial partnerships with other States and foreign organizations in order to increase the efficiency of agro-industrial production, increase the income of peasants and increase the competitiveness of Chinese products on the world market, as well as modernization of agriculture. It is shown that solving the problems of agro-industrial complex will remain a priority task. Its innovative reform is envisaged, creating a long-term mechanism for the integration of the city and countryside according to the principle “Industry supports agriculture, the city helps to the countryside”. The countries of Central Asia and the People's Republic of China face a number of tasks aimed to further development of agricultural sector, increase the efficiency and competitiveness of the industry, improve the well-being of rural residents and boost the rural economy, expand sales markets and stimulate exports, and international trade in agricultural products. In this regard, China continues to work on improving the quality and safety of agricultural products, fulfills its obligations as a member of the WTO, increases the production of environmentally friendly agricultural raw materials and food products domestically and abroad, participating in bilateral and multilateral intergovernmental cooperation in agro-industrial sphere. The authors emphasize that the PRC is one of the most important strategic partners of Kazakhstan in view of economy as a whole and specifically on the growth and development of agricultural sector.

The article considers the problems, promotion and support of the export potential of agricultural products at the regional level, which should become the next growth point for Russian agriculture. The practice of the last decade in the agricultural sector of Russia shows a significant transformation from the predominance of food imports to the realization of export potential. So, in the Orel region, the export of agricultural products tends to increase; in 2019, agricultural products were exported at $ 88.8 million (growth by 2017 was 24.8%). The leading position in the export structure of Orel agribusiness is wheat, an important direction of regional export is also given to oil and oilseeds, which are the fastest growing industries on the world market, and the Orel region contributes to their development. Despite the reduction grain crops areas in the Orel region, the forecast for the harvest of 2020 is 3 million tons. The Orel region sees the main task of the agro-industrial complex in reaching the total gross harvest of crop production in the amount of 3.7 million tons, which will provide jobs, processing raw materials. The list of directions of state support for export of agricultural products is given. The conclusion is drawn about the most significant prospects for the export potential of agricultural products at the regional level, where its further development is laid. The article emphasizes the need to stimulate the activities of exporters of agricultural products through reducing the cost of exported products.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

The competitiveness of the agro-industrial sector should be considered as a fairly broad concept that characterizes the ability to compete in both domestic and foreign markets and is measured by the degree of presence of domestic products in them. The agro-industrial complex of Ukraine is one of the key components in the process of solving certain socio-economic problems. Domestic farmers have significant potential for development, the implementation of which requires addressing a number of obstacles. Despite the fact that Ukraine is one of the leaders in the export of agricultural products to the international market, in the future the development of the domestic agricultural sector may face significant problems due to low technology, insufficient inflow of investment resources, lack of highly qualified specialists in the industry. The article examines the prospects for the development of the domestic agro-industrial complex in the context of European integration. Ukrainian agricultural producers have a strong resource base for short-term capitalization and development of agricultural production, at the same time, agricultural enterprises are producers of raw materials, not finished products for consumption. Therefore, the efficiency of enterprises depends on the redistribution of income at all stages of value added. Reducing the cost of raw materials directly proportionally affects the profitability of production and efficiency of enterprises. The purpose of this article is to identify problems and prospects of agricultural entrepreneurship in Ukraine, and provide proposals for sustainable development of agriculture. The authors got acquainted with the mechanism of assessing the competitiveness of the enterprise and developing ways to increase competitive positions in the foreign market. The transformation of the agricultural sector of Ukraine is due to current trends, primarily in the world market. The integration of Ukrainian society into the European community encourages and forces domestic producers of the agricultural sector to produce products that are highly efficient and competitive, as the requirements for the quality characteristics of finished products increase.

Given the turbulence of the external and internal environment caused by the coronavirus pandemic, the agro-industrial complex is one of the few sectors that continued to show growth during the crisis of the global and Russian economies. Factors of the stability of the agro-indus-trial complex development were not only active state support, introduction of innovations, use of import substitution programs, but the fact that the sector did not stop working during the Covid19 pandemic. This has had an impact on the change in the Russian foreign trade system in terms of the geography of supplies, their volumes, and the commodity structure. The agricultural sector has become export-oriented and, in the sales structure, the traditional group of leaders, which include various types of raw materials for energetics, has given way to the sale of agricultural products. The article analyzes statistical information on foreign trade in agricultural products, concludes about the impact on the agricultural trade balance of the corona-virus pandemic, the ruble devaluation, changes in consumer demand and gap in international supply logistics due to restrictions on movement be-tween countries.

The priority task for Kazakhstan is to increase the competitiveness of the national economy. The formation of competitive advantages of industries and enterprises of agro-industrial complex is of particular importance in scientific aspects and in business practice. Scientifically based technologies of agricultural production envisage production and sale of agricultural products and food products in the required volumes, which are competitive on domestic and foreign markets. The authors note that one of the main problems in processing of raw materials is the low output of final goods from raw unit. In order to fill export niches and ensure import substitution, new export-oriented sectors of the agro-industrial complex have been studied. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. Thus, it can be stated that increasing the competitiveness of agricultural products depends on many factors, the observance of which is an indispensable condition for the recovery of the industry's economy.

Agriculture is the city-forming branch of the agro-industrial complex, the share of which in recent years in the gross domestic product annually amounts to about 5%. Despite the positive dynamics of the development of the last decade, quite a lot of unresolved problems have accumulated in the agricultural complex. One of them is the disparity of prices, which consists in a faster growth of price indices for industrial goods and services used in agricultural production in comparison with the growth of price indices for agricultural raw materials and products. This hinders the development of agricultural production in solving the problem of ensuring food security and import substitution, has an impact on the level of profitability and competitiveness of rural producers. The conducted research made it possible to establish price imbalances between the economic entities of the agro-industrial complex and the need to improve the pricing system based on taking into account the real contribution of all participants.

The purpose of this article is to analyze the agricultural sector of Ukraine and to determine the importance of supply chains for industry efficiency increasing. As a result of the study, the main indicators of the agricultural sector functioning in Ukraine were analyzed. The obtained results make it possible to characterize the burning situation, as well as to develop appropriate proposals for its improvement in the future (taking into account marketing and logistical components). Almost 18% of the able-bodied population of Ukraine were employed in the agriculture sector in 2016. At the same time, the largest share of agricultural enterprises is located in three regions of Ukraine – Odesa, Dnipropetrovsk, and Mykolaiv. It is determined that in 2007-2016 there is a steady increase in agricultural production. It is enough to meet the internal needs of the population and export needs. It is proved that the basis of Ukrainian exports is primary agricultural products (wheat, corn, soybeans). Despite the gradual increase in food exports (by 16% from 2010 to 2016), the share of value-added goods in exports remains low. It indicates Ukraine's specialization as a supplier of raw materials on the world market. Besides, it is found that the share of imports for agriculture needs remains high. Mainly mineral fertilizers, agricultural machines, petroleum products are imported. The reason is that the need for these things is not fully met by domestic producers. Accordingly, it is determined that all the above requires the formation of internal supply chains of agricultural enterprises (they allow to establish relations between structural units) as well as external supply chains (they allow to establish partnerships with counterparties in Ukraine and abroad). It is established that in the supply chains’ formation it is necessary to take into account the main problems of the agricultural sector, in particular, the involvement of new producers of agricultural products in export activities; increasing the share of value-added products in exports; coverage of new markets in foreign countries. Subject. This article analyzes the implementation of the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food. Objectives. The article aims to assess the measures of budget support for the agricultural sector of the Krasnodar Krai. Methods. For the study, we used a correlation and regression analysis of official statistics. Results. The article finds that the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food has a positive impact on the progress of production in the agriculture of the region, but it does not contribute to the growth of investment in the industry. Conclusions. It is necessary to move from targeted support for individual agricultural producers to the creation of a modern sectoral infrastructure.

The article analyzes the approaches to the interpretation of the concept of differentiation. The own interpretation of the concept of differentiation of development of branches as process of development of the enterprises on indicators of efficiency of use of actives, own capital, labor resources, efficiency of manufacture and possibility of creation of new kinds of production is offered. The components of the processing industry of the agro-industrial complex of Vinnytsia region are studied and the main ones are determined. The main factors influencing the development of differentiation of enterprises of the processing industry of the agricultural sector are analyzed. The analysis on the basic financial indicators of activity of the processing enterprises of agrarian sector of Vinnytsia region depending on the size of the organizations is carried out. Prospects for the privatization of distilleries in Ukraine are highlighted. The possibility of product differentiation at the enterprises of agro-industrial complex processing with orientation on creation of new productions is substantiated. The low level of management of distilleries was confirmed and the prospects of privatization of these organizations in accordance with the current legislation were outlined. It is determined that the main promising area of sectoral differentiation of the processing industry of the agro-industrial complex is the formation of sugar, meat processing, agricultural and alcohol industries on the basis of raw materials - production of biofuels (biogas, bioethanol). These studies show that the developed areas of differentiation of processing enterprises will avoid the practice of concealing profits at enterprises, increase revenues to the state budget from the alcohol industry; achieve growth in foreign investment. Improving the management of enterprises in the agro-industrial processing industry will contribute to the growth of the gross regional product and the profitability of production in the processing sectors of the agricultural sector. This will increase the energy independence of the region, reduce energy costs of distilleries, improve the environmental condition of water resources in the region, reduce greenhouse gas emissions and provide the livestock industry with protein feed.

The author examines the problems that have arisen in food market: rising food prices, restrictions on the supply of agricultural raw materials due to the coronavirus pandemic around the world. It is shown that in Kazakhstan the size of GDP for 8 months of 2020 decreased in relation to the same period in 2019 by 3%. The statistical data on changes in the level of development of sectors of the national economy for August 2020, the amount of gross output of agriculture, forestry and fishery in the republic are presented. State measures to support farmers in the current situation have been substantiated. Literary sources are summarized with emphasis on the importance and role of attracting foreign capital to agricultural sector. The analysis of investment projects for production, processing and storage of agricultural products is carried out on the example of Almaty region. Foreign investors who, together with the participation of government agencies, allocate material resources for modernization, reconstruction, construction of new factories and agricultural complexes are presented. At the same time, great attention is paid to increasing the efficiency of production facilities and innovative agricultural technologies. Subsectors of agriculture have been identified, where investments in this region are involved as a priority. The barriers and problems of limiting foreign investment in agro-industrial complex during the period of "COVID 19" are identified: uncertainty of continuation of the pandemic, the volatility of world oil prices, trade wars and sanctions, dollarization of the economy, etc. Recommendations and prospects for improving the implementation of investment projects are presented.
