Within the course of the present research, the mathematical and algorithmic supporting of hardware-software system of control and monitoring that uses images obtained in visible and infrared wavelength band as the source of initial data has been developed and implemented. The paper defines the conditions for obtaining an image, the quality of which is sufficient to detect a target object. The front-end of software package has been worked out that allows an operator to address tasks on detecting, tracking and identifying objects without specific knowledge and experience.

The article discusses the reasonsfor an expert to participate in legal proceedings. The gnoseological reason for that consists of the bad quality of materials subject to examination that renders the examination either completely impossible or compromises objective, reasoned and reliable assessment of the findings. The procedural reason consists ofa proscription for an expert to collect evidence himself or herself. The author investigates into the ways of how an expert can participate in legal proceedings. If the defense invites an expert to participate in the proceedings, then it is recommended that his or her involvement should be in the presence of attesting witnesses and recorded in the protocol. In the course of the legal proceedings an expert has the following tasks: adding initial data, acquiring new initial data, understanding the situation of the incident, acquiring new objects to be studied, including samples for examination. An expert’s participation in legal proceedings differs from the participation of a specialist or an examination on the scene of the incident. The author describes the tasks that an expert solves in the course of legal proceedings, the peculiarities ofan investigation experiment practices, the selection of samples for an examination, inspection, interrogation.

Examines the positive and negative sides of distance education in aspects of quality of education and economic efficiency of the distance learning software that are used in the training for the selected training areas/specialties. In the course of the research conducted by the method of questioning students, it was revealed that at the current time, 69.7% of students have none of the programs they need for further direct training of their profession on their home computers. Considering the provision of students with the software they need to study basic subjects, it was found that 24.5% of students have Microsoft Office 2007 or earlier installed on their personal computers (PCs) or laptops, that is, SOFTWARE that is already considered obsolete. Thus, almost every fourth student, when performing practical, laboratory, course work using a software package for working in the office, experiences difficulties. In the course of the research conducted by the method of questioning students, it was revealed that at the current time, 69.7% of students have none of the programs they need for further direct training of their profession on their home computers. Considering the provision of students with the software they need to study basic subjects, it was found that 24.5% of students have Microsoft Office 2007 or earlier installed on their personal computers (PCs) or laptops, that is, SOFTWARE that is already considered obsolete. Thus, almost every fourth student, when performing practical, laboratory, course work using a software package for working in the office, experiences difficulties. Why the computer works even slower and with various failures and failures. Moreover, the specified percentage may also be even higher, since 8.6% of students could not answer what OS they have installed. Studying in the traditional form of training, this lack of hardware and SOFTWARE is eliminated, since in the University’s computer classes, there are PCs that support reliable operation with Windows 10 and Microsoft Office 2010 and are protected from viruses and attacks by installed and constantly updated antivirus programs. The article reveals the problems that affect the quality of students’ education when switching to distance learning. Namely, the absence or non-compliance of Hardware and SOFTWARE for students’ computers and laptops with modern requirements for Hardware and SOFTWARE for performing teachers’ tasks. The author concludes that when switching to full distance education in technical specialties, the state will lose, according to the most optimistic forecasts, from 19.8 to 69.7% of well-prepared students only because their education does not meet modern requirements.

Purpose Traditionally, it has been held that strong attitudes are a result of the conscious cognitive process of elaboration where one engages in effortful issue-relevant thinking. The purpose of this study is to show that attitude strength can follow from processes not just limited to elaboration – as a function of certain embodied states. This study examines bodily manipulations that could alter perceptions about the quality of the information describing a target (e.g. notion of “hard/soft” evidence), and, find that such an embodiment leads one to have strong attitudes toward the target object. This study proposes an attitude-rehearsal-based mechanism to explain the phenomenon. Design/methodology/approach This study have relied on lab experiments as a methodology – undergraduate students and American residents served as participants. This study have conducted a pre-registered study as well. Findings In the work, the study shows that strong attitudes can result from processes not just limited to elaboration, as a function of certain embodied states. This paper examines bodily manipulations that could alter perceptions about the quality of information describing the target (e.g. notion of “hard vs soft”; “converging vs diverging” information), and, find that such an embodiment leads one to have strong attitudes toward the target. This study consistently observed that the bodily manipulations influence attitude accessibility, a direct and operational indicator of attitude strength. This study further validates an attitude-rehearsal-based mechanism to explain the observed phenomenon. Originality/value While much work has investigated the impact of embodiment on attitudes, little attention has been paid to whether, and, how embodied states can impact the “strength” of the attitude without impacting the attitude itself – to the knowledge, this paper is the first to document this. Moreover, traditionally, it has been held that strong attitudes are a result of the conscious cognitive process of elaboration where one engages in effortful issue-relevant thinking. The scientific article is devoted to the coverage of the administrative procedure for providing electronic services by the State Architectural and Construction Inspectorate of Ukraine. Different approaches to the concept of administrative procedure in terms of e-services provision are discussed. The stages of the procedure of providing electronic service in the form of submission of a declaration (notification) by individuals are characterized. It is established that before commencing the process of submission of the declaration (message), the service consumer must have a personal key and a valid enhanced certificate, which will be used during the submission process to affix an electronic digital signature to the form with the declaration (message). You can obtain enhanced key certificates at an accredited key certification center. Thus, at the moment the service supports certificates issued by the certification center of the information and reference department of the Ministry of Revenue and Collections of Ukraine. Ensuring and improving the quality of products is currently an urgent task implemented through product quality management. In connection with the spread of the COVID-19 virus, Rospotrebnadzor recommends the use of quartz lamps when disinfecting premises. The article discusses the issue of assessing the quality of a device for home use of a quartz ultraviolet irradiator OUFK-01. In accordance with the WHO recommendations, the irradiation indicator became the main one for the study. The study was carried out using an ANOVA model with several iterations. Purpose of the study: to study the variability of the irradiance index in different UV ranges depending on the source of UV radiation (UV lamp) of the ultraviolet irradiator OUFK-01. The main advantage of the analysis of variance was used – the ability to consider the interaction of various factors. The conclusions that were formulated based on the results of analysis of variance suggest that the quality of the OUFK-01 irradiator has changed. Data processing was carried out using the MS EXCEL software package. The article provides a rationale for what is meant by “quality improvement”, namely, in order not to violate the bactericidal effect, it is necessary to reduce the UV-A and UV-B ranges to acceptable values, since the effect of UV-C rays has not been fully studied, then the irradiance should be increased to the permissible wavelength range. A comparative analysis of successively modified products showed that the quality of the device increased with the replacement of the UV lamp.

ABSTRACT This paper presents a catalogue of optimized pointings for differential photometry of 23 779 quasars extracted from the Sloan Digital Sky Survey (SDSS) Catalogue and a Score for each indicating the quality of the Field of View (FoV) associated with that pointing. Observation of millimagnitude variability on a time-scale of minutes typically requires differential observations with reference to an ensemble of reference stars. For optimal performance, these reference stars should have similar colour and magnitude to the target quasar. In addition, the greatest quantity and quality of suitable reference stars may be found by using a telescope pointing which offsets the target object from the centre of the FoV. By comparing each quasar with the stars which appear close to it on the sky in the SDSS Catalogue, an optimum pointing can be calculated, and a figure of merit, referred to as the ‘Score’ is calculated for that pointing. Highly flexible software has been developed to enable this process to be automated and implemented in a distributed computing paradigm, which enables the creation of catalogues of pointings given a set of input targets. Applying this technique to a sample of 40 000 targets from the fourth SDSS quasar catalogue resulted in the production of pointings and Scores for 23 779 quasars based on their magnitudes in the SDSS r-band. This catalogue is a useful resource for observers planning differential photometry studies and surveys of quasars to select those which have many suitable celestial neighbours for differential photometry.
