This paper discusses the urban development history of Samara and the nuances of how its urban pattern was formed. The paper highlights the key milestones in the history of the city’s development, addresses how the unplanned and planned cities were structured, and considers the city’s main historic squares. It also analyzes the part the city squares play in modern Samara. The definition of the term architectural landmark provides the basis for several primary classifications of architectural landmarks, identifying the historic landmarks of Samara. Also considered is the part that the primary architectural landmarks played in forming the historical and modern urban environment as well as how that part changed as the city grew and developed. The paper also addresses the effect that later development has had on the historic landmarks. Keywords: city, urban development, architectural landmarks, city structure, planned city.

The article provides a brief overview of some areas of participatory practices in Russian cities. Methods of interaction with citizens at diff erent levels, ways and possibilities of their involvement for the joint solution of tasks and problems in the city (from improvement of the yard to town-planning projects) are considered. Programs to support the initiatives of residents and urban development activists help in the implementation of projects to improve the urban environment. All kinds of training programs help in the study of the city structure, contribute to the understanding of its internal relationships, who and how aff ects the city. The probable positive and negative sides of the considered practices are revealed.

Постановка задачи. В настоящее время формирование современной комфортной городской среды приобретает особое социально-экономическое значение и выдвигается в число приоритетных государственных масштабных программ. В связи с этим необходимо разработать концепцию благоустройства ключевого общественного пространства, а именно: определить основные и сопутствующие функции данной территории, создать эскизное предложение проекта благоустройства с учетом всех необходимых норм и стандартов, внедрить современные технологии. Результаты. Выполнен эскизный дизайн-проект «Аллеи архитекторов» по ул. Орджоникидзе г. Воронеж, включающий в себя основные элементы по зонированию территории, проектированию акцентных объектов и внедрению инновационных технологий «умного города», позволяющих повысить уровень комфорта горожан. Выводы. Благоустройство населенных мест приобретает особое значение в условиях дискомфорта среды. С выполнением комплекса мероприятий, направленных на благоустройство, и с внедрением современных технологий значительно улучшается экологическое состояние, внешний облик города. Оздоровление и модернизация среды, которая окружает человека в городе, благотворно влияет на психофизическое состояние, что особенно важно в период интенсивного роста городов. Statement of the problem. Currently the formation of the modern comfortable urban environment is gaining a special social and economic value and moving forward in the priorities of state large-scale programs. The purpose of development of the concept of improvement of public space is definition of the main and accompanying functions of this territory, design of the outline offer of the project of improvement considering all necessary norms and standards and implementation of modern technologies. Results. The conceptual project of “Alley of Architects” includes the basic elements of territory zoning, design of accent objects and implementation of technologies of a “smart-city”. These elements allow one to increase the level of comfort of inhabitants. Conclusions. Improvement of the inhabited places is of particular importance in the conditions of discomfort of the environment. Carrying out a complex of the actions directed to gardening and improvement, introducing modern technologies, the ecological condition, the physical appearance of the city considerably improves. Improvement and modernization of the environment which surrounds the person in the city influences a psychophysical state well that especially important during intensive growth of the cities.

This article explores the experience of living among diverse infrastructural configurations in Ulaanbaatar, Mongolia, and forms of stigmatisation that arise as a result. In this capital city that experiences extremely cold winters, the provision of heat is a seasonal necessity. Following a history of socialist-era, centrally provided heating, Ulaanbaatar is now made up of a core area of apartments and other buildings undergoing increased expansion, surrounded by vast areas of fenced land plots ( ger districts) not connected to centrally provided heating. In these areas, residents have historically heated their homes through burning coal, a technique that has resulted in seasonal air pollution. Expanding out from Wacquant’s definition of territorial stigmatisation, this article discusses the links between heat generation, air pollution and environmental stigmatisation arising from residents’ association with or proximity to the effects of heat generation and/or infrastructural lack. This type of stigma complexifies the normative divide between the city’s two main built areas. Residents’ attempts to mitigate forms of building and infrastructural ‘quality’ or chanar (in Mongolian) form ways of negotiating their position as they seek different kinds of property. Here, not only are bodies vulnerable to forms of pollution (both air and otherwise), but also buildings and infrastructure are vulnerable to disrepair. Residents’ assessments of infrastructural and building quality move beyond any categorisation of them being a clear ‘resistance’ to deteriorating infrastructural conditions. Instead, an ethnographic lens that positions the viewpoint of the city through these residential experiences reveals a reconceptualisation of the city that challenges infrastructurally determined normative assumptions.

The article is devoted to one of the types of urban planning studies - the visual-landscape analysis during the integration of high-rise buildings within the historic urban environment for the purposes of providing pre-design and design studies in terms of preserving the historical urban environment and the implementation of the reconstructional resource of the area. In the article formed and systematized the stages and methods of conducting the visual-landscape analysis taking into account the influence of high-rise buildings on objects of cultural heritage and valuable historical buildings of the city. Practical application of the visual-landscape analysis provides an opportunity to assess the influence of hypothetical location of high-rise buildings on the perception of a historically developed environment and optimal building parameters. The contents of the main stages in the conduct of the visual - landscape analysis and their key aspects, concerning the construction of predicted zones of visibility of the significant historically valuable urban development objects and hypothetically planned of the high-rise buildings are revealed. The obtained data are oriented to the successive development of the planning and typological structure of the city territory and preservation of the compositional influence of valuable fragments of the historical environment in the structure of the urban landscape. On their basis, an information database is formed to determine the permissible urban development parameters of the high-rise buildings for the preservation of the compositional integrity of the urban area.

High-rise construction results in the need of planning of infrastructure facilities, taking into account the increase in loading, as high-rise construction allows to place considerably bigger number of residents in the limited territory. For this purpose it is necessary to estimate the required and actual level of providing the population with each particular type of the facilities of social infrastructure. The compliance of required and actual level of providing can be characterized as the territorial balance, while the discrepancy acts as the territorial imbalance. The article is devoted to the development of such instruments of planning of urban development, which will allow to create the qualitative urban environment, founded on the territorial balances. Namely, it is devoted to the calculation of level of providing the population with the facilities of social infrastructure, to the determination of level of the imbalance in absolute and relative units and also to the ranging of imbalances on urgency of their elimination. The size of the imbalance is of great importance for planning and realization of managerial influences from the executive authorities, operating the city development. In order to determine the urgency of realization of actions for the construction of facilities of social infrastructure it is offered to range the imbalances according to their size, having determined the deviation size from balance, which is so insignificant that it does not demand any managerial influences (it can be characterized as balance) and also the groups of the imbalances, differing in urgency of managerial influences, directed to the decrease and elimination of the revealed imbalance.

With the rapid expansion of the city in China, more and more old industrial buildings in cities become idle and abandoned. However, Old industrial buildings are carrying the history of a city and reflecting the urban development process so that renewal of the old industrial buildings has great value in the sense of cultural, aesthetic, ecological, economic, and sustainable development. How to reuse those buildings is worth studying. This paper, based on the principle of Adaptive Renewal and sustainable reuse, takes two typical successful cases to discuss how to reuse these old industrial buildings into culture ones in China.

Create a good city environment is an eternal theme of human development. The urbanization has brought not only economic and social development, but also urban sprawl and environmental damage, which make the city become a tool to complete various functions and no longer suitable for residents to live. A strange phenomenon appears that the more development of the city, the lower residents’ satisfaction to the urban environment. This article argues that meeting the needs of the people is the true meaning of urban development, and discusses the needs of the residents to the urban environment.

This study followed a chronological review of literature over the past 20 years. This was able to show relationship between inclusivity and physical development. A variety of discussions were looked into including dimension of inclusivity, definition of inclusivity, scales for measurement of inclusivity, methodology for appraising inclusivity, protagonists of inclusivity, and antagonists of inclusivity. The intricacy of the correlations between inclusive physical development and life expectations of residents are improved upon so as to show the similarities of these parameters. The analysis of the relevant literature indicated the process of enhancing the urban space and ensuring that all interest and strata of groups in the human composition are adequately cared for by employing the best parameters from the conceptualization of the city development, all the indicators of inclusiveness are well thought out.

The purpose of this article is to assess the quality of life of the residents of a degraded satellite area of a city. It is considered in the context of urban development policy – as the result of decisions and as a challenge for long-term development. The research was based on a case study, which is the district of Opole referred to as Metalchem. It is characterized by an isolated location in the city structure as well as economic transformations. The study was based primarily on an analysis of source materials and results of a survey. The results show that the assessment of the quality of life is inconsistent. The living conditions are good, but satisfactory fulfilment of social needs is lacking. The residents of the studied area feel that their quality of life is lower than that of other residents of the city. This situation is the result of three main factors: insufficient access to public services, an ingrained negative image of the quarter, and a lack of coherence and continuity of the policy regarding this area. Research shows that the quality of life of the residents of degraded and satellite districts depends on the management and investments in the area, on the area’s perceived status within the city, but primarily on a consistent implementation of spatial and economic policies. Ensuring cohesion and integration between the satellite districts and the city center as well as other districts is also important.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.
