A key condition for the sustainable development of the Russian Federation Arctic Zone (RFAZ) territories is a well-developed infrastructure of the region. By the term “infrastructure of the region”, it is common to mean the whole set of functional systems that ensure the vital activity and competitiveness of the region. One of basic elements of the infrastructure is the region’s construction complex, which includes housing construction (low-rise and high-rise), industrial construction, social construction, cultural construction, road construction, and general construction. This study explores the strategic development of the construction complex of the Murmansk region as one of the RFAZ territories. Strategic development of the regional construction complex is provided by construction companies and organizations. The analysis of construction enterprises and organizations activity showed that the construction complex development depends strongly on economic crises. In this regard, the list of actions that allow providing balanced development for the regional construction complex has been offered. Based on the identified activities, benchmarks were identified, and the “Industry and Entrepreneurship” component of the strategic chart for the Murmansk region construction complex was developed.

The level of the water management complex development affects the state of the resource potential of the region and its structural and sectoral features. The purpose of this article is to reveal the relations and interdependence of the processes of strategic development of the water management complex and regional economy; to form recommendations that contribute to the development of these relations. The problem of forming a strategy for the water management complex development is considered within the framework of the sustainable development concept, which takes socio-economic and environmental aspects into account. As a result of the study the influence of the water management complex on the socio-economic potential of the southern Russian regions was analyzed. Scenario variants of the water management complex development in the regions are identified, their typology is carried out. The necessity of forming a mechanism of interdepartmental coordination to improve the efficiency of the management system for the strategic development of the water management complex is justified. Conclusions are drawn about the need to supplement the basin approach to water resources management with a regional-sectoral approach. This will make it possible to link the development strategy of the water management complex with the sectoral structural changes in the region. The results of the study can be used by regional authorities and water resources management to solve the problems of increasing the sustainability of water and regional ecosystems.

The article is devoted to the immediate problem of development of small business in the construction industry. The results of the analysis reflect the identified positive and negative trends in the development of construction enterprises: reduction in the number of construction companies, increase in staff turnover, lack of Finance, shortage of skilled workers. On the basis of analysis tmeasures directed on improvement and strategic development of the construction industry are suggested. A systematic set of activities was developed that focuses on: the application of Federal, regional and departmental targeted programs, the construction of business incubators, establishing of industrial parks, development of infrastructure systems in municipalities, creation of investment projects.

In this paper, the indexes that are used to assess the influence of road construction on Inner Mongolia grassland have been proposed based on the environment protection perspective. The Analytic hierarchy process was employed to evaluate the importance of different indexes regarding to influence. These indexes would be used to provide information for decision making about road construction in order to achieve the sustainable development of grassland.

In this paper the author suggests a methodological toolkit for assessing the sustainability of the investment and construction complex at the meso-level of management. To ensure the sustainable development of the investment and construction complex, it is necessary to maintain the effective industrial structure that ensures the achievement of social effects, assists to preserving the trend of long-term economic growth and contributes to the increase in competitiveness of domestic construction enterprises. The methodological toolkit is based on the methods of the pricing theory and is necessary for the scientific substantiation of the accepted managerial decisions at the level of industrial management, for the formation of the optimal industrial structure, and for the development of effective methods of a tax policy. Practical implementation of methodological developments, conducted through the example of the regional investment and construction complex of the Voronezh region, allowed empirically to confirm the formulated principles of planning and implementing the organizational and economic changes in the management system of the investment and construction complex to ensure its sustainable development.

The purpose of this study is to identify the facilities of green infrastructure that are able to improve living conditions in an urban environment in high-rise residential apartments buildings on steep slopes in the city of Vladivostok. Based on the analysis of theoretical sources and practices that can be observed in the world, green infrastructure facilities have been identified. These facilities meet the criteria of the sustainable development concept, and can be used in the city of Vladivostok. They include green roofs, green walls, and greening of disturbed slopes. All the existing high-rise apartments buildings situated on steep slopes in the city of Vladivostok, have been studied. It is concluded that green infrastructure is necessary to be used in new projects connected with designing and constructing of residential apartments buildings on steep slopes, as well as when upgrading the projects that have already been implemented. That will help to regulate the ecological characteristics of the sites. The results of the research can become a basis for increasing the sustainability of the habitat, and will facilitate the adoption of decisions in the field of urban design and planning.

The specifics of the current state of innovation and investment activity in the territories of the Russian Federation require a comprehensive analytical study, monitoring the effectiveness of innovation and investment development of the territories. The analysis of the study suggests that the task of leveling the levels of socio-economic development of territories can be solved on the basis of the formation of a modern investment and innovation management system that is adequate to the current socio-economic realities. The sustainable innovation and investment development of territories is strongly influenced by various components of the internal and external environment, including alternative factors, the analysis of which makes it possible to study problematic situations, crisis situations, determine ways to eliminate them and assess such opportunities. Violations and problems in the field of effective investment management and innovation implementation at the territorial level should be identified and eliminated in a timely manner. The main task of managing innovation processes is investment planning of the territory, development of actions that can apply and provide the necessary environment that has a favorable effect on the strategic development of the territory. During the scientific research, the classification of key factors influencing the program-target management of innovation and investment activities of economic regions was formed, and the effectiveness of their influence on the final result was determined.

<p>In recent years in building construction site construction workers due to the complexity, the project construction period, the working environment is poor, the construction process hazard and more security-conscious workers partial bottom. The use of mining and metallurgical waste for the production of building supplies reduces the burden on the environment and serves the sustainable development of the region’s industry at the same time. Russia has substantiated the possibility of producing ceramic construction materials of compression molding from a unique mixture of substances based on waste slag of copper–nickel productions, tailings of enrichment of apatite–nepheline ores, and ferruginous quartzites of enterprises of the Murmansk region. The effect of forming pressure (20, 50, and 100 MPa) on the properties of ceramic materials was studied. It is shown that an increase in molding pressure leads to an increase in the physical and mechanical properties of ceramic materials and to a decrease in fire shrinkage and water absorption. The use of a forming pressure of 100 MPa and a firing temperature of 1050 °C makes it possible to obtain a wall clinker brick; at a firing temperature of 1100 °C and a forming pressure of 20–100 MPa, a road clinker brick can be produced. Ceramic samples with frost resistance of more than 200 cycles were received.
