Lately, considerable foreign and Bulgarian investments have been attracted to the country’s quarrying industry. A number of companies are already applying the world’s best practices for exploration, extraction and processing of underground resources. There are also good practices which could and should be implemented and refined to achieve the sustainable development of the extractive industry. Currently, the Bulgarian mining enterprises are operating successfully and profitably. More than 300 companies and organizations in the field of exploration, extraction and processing of underground resources and related activities and services are operating in the industry. The development of the business organizations is largely determined by the available production resources, their quality and the efficiency of their usage. One of the main resources which differs significantly from the rest is the human resource. It possesses a certain level of qualification and professional development, crucial for the productivity and prosperity. The purpose of this article is to study and analyze the educational and vocational qualification profile of the human resources employed in the quarrying industry of Bulgaria, revealing the actual possibilities for their optimal use and development for achieving higher productivity and competitiveness.

Green paradigm is emerging in Asia.  In order to achieve  sustainability, embracing green paradigm is critical.  The growing significance of sustainability is having a major impact on business, industry, and society as a whole. Hence, preparing the future workforce for the coming green economy is a challenging task for many Asian countries especially in Technical and Vocational Education and Training (TVET) in the post-2015 agenda.  As a ground work, transforming TVET in Asia to meet the challenges of the green economy for the purpose of sustainability should begin now.   The aim of this paper is to map the sustainable development in terms of green mindset, lifestyle, economy, education, training, employability and sustainability in selected Asian countries. A country’s quantum leap or leap-frogging in sustainable economy is dependent of its transformation of human resources especially in TVET sector. Thus, TVET should be transformed to fit the requirements of the sustainable green paradigm.  The results posit the country’s policies, best practices, and challenges toward green economy in order to achieve sustainable development.   Finally, the implication of green paradigm on TVET system in selected countries in the Asia Pacific will be discussed.

The article deals with topical issues related to the further development of the human resources potential of government and management bodies. It is emphasized that the mechanism implementations strategies for ensuring the sustainable development of regions and municipalities are largely determined by systematic work with the managerial personnel reserve, which must necessarily bear the signs of continuity and continuity, as well as stimulate the improvement of the professional level and advanced education of senior personnel.

Good teaching practices are developed in order to improve student learning. With technological and social development, educational practices increasingly demand the use of technology, so having good teaching practices with Information and Communication Technologies (ICT) is essential. At the same time, the Sustainable Development Agenda of the United Nations for the year 2030 is setting the principles of sustainable action for today’s society. In this context, the following objectives were proposed: to identify the good teaching practices with ICT that are being developed in Spanish higher education and to establish the relationship between good teaching practices with ICT and the Sustainable Development Goals (SDG). For this purpose, the method of systematic review of the literature based on the PRISMA protocol was used. A total of 27 documents published in the period 2008–2019 on good teaching practices with ICT in Spanish higher education were analyzed. Among the results, the emerging trend of good practices with ICT, the use of a Virtual Learning Environment (VLE) as the main technology in good practices, and the majority of good practices in the development of SDG #4 (Quality Education) are highlighted. Finally, it is a challenge for teachers to include all these aspects in their classroom teaching.

The seamless flow of goods, people and investments across the Mediterranean necessitates a well-functioning port and transport system. More efficient port operations enhance seamless logistics and promote safety, efficiency, interoperability and interconnectivity of transport networks in the Mediterranean area.To promote the exchange of knowledge and expertise relevant to port and customs procedures and simplification of clearance for vessels and cargoes in the Mediterranean, the MEDNET project was launched. As part of the project a common evaluation framework for the performance of ports in the form of a set of Key Performance Indicators (KPIs) together with a list of the best practices in terms of operations and customs procedures was developed.In total, 50 ports were analyzed and given a KPI regarding traffic, financial, operational and human resources, sustainability and customs procedures. The values were latter crossed with the current good practices on operation in terms of customs procedures. And a small correlation between KPIs performance and implantation degree of good practices in customs procedures was found. The aim of the chapter is to point the importance of eco-innovation and IT technologies for the sustainable development of health and recreational tourism in Serbia. The subject of the research is the rehabilitation center in Eastern Serbia. The main idea of the chapter is to show how those hospital institutions use artificial intelligence-IT technologies for improving recovery services to patients in the post-COVID condition. The chapter will discuss the most common types of support and measures to facilitate the functioning of eco-tourism in Serbia with the aim to adopt good practices of developed countries (Hungary). Ecological tourism takes place in areas of pure and preserved nature. The contribution of the chapter is to point to new strategies in spa tourism, to shorten the time and reduce business costs. This would contribute to the sustainability of tourism.

The Sustainable Development Goals (SDGs) are a universal call to action to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity. To maintain the pace of development, local government institutions (LGIs) in many countries have started adapting innovative good practices. These practices are being generated as an offshoot of some projects, initiated by local governments, sub-national and/or national governments. However, these innovations are generally so closely associated, and depend so much on those projects, that once the projects officially phase out, the good practices also start falling apart. Those training institutions for LGIs in Asian countries are imparting training and applying participatory methodologies like peer learning. This enhances the capacities of the functionaries of the respective LGIs. However, the learning that emerges from the good practices, that have evolved, is often missed out in these course curricula, despite the fact that both the good practices and capacity for generating good practices, exist at the local level in the form of tacit learning. The Horizontal Learning Process (HLP) helps to overcome the inherent limitations of existing training methodology by capturing, upscaling, and nurturing tacit learning based on good practices. This paper highlights the concept and salient features of HLP, its evolution, process and steps, application areas, achievements and challenges—especially in the context of the SDGs and the role of LGIs.

Human resources services (HRS) are kinds of services concerning human resources acquisition, development, and allocation provided to employers and workers. The services promote the efficiency and effectiveness of the human resources market. Recently, the services have been regarded as crucial for the sustainable development of the national economy, attracting policymakers in transforming economies to promote the expansions of the services. This paper presents a systematic study of factors that affect the development of the services. In this text, the fuzzy-set qualitative comparative analysis (fsQCA) method was used to explore the configurations of the factors that drive the growth of the services. The data was from province governments’ statistics and influential research reports in China, and each province observation was considered as a case (in fsQCA terms). In this article, the marketization of human resources (MOHR) referring to allocating human resources through the labor market rather than government bureaucracy, is a possible necessary condition for the boom of the HRS. Moreover, we identified seven paths to explain both the high and low development level of HRS. Among the paths, the configuration of general development of regional economy, social legitimacy of the services, and marketization of human resources are the basic conditions that lead to a high growth rate of the HRS. These research findings enriched our understanding of the valid strategies for cultivating the services industry in China and other transforming countries. To cultivate and upgrade the services, we suggested that transforming economies should pay more attention to economic internationalization and speed up the marketization of human resources.


In the following article, the advantage of the scenario analysis of the development of agriculture at assessment of effective management of its sustainable development, taking into account realization of possible strategic objectives is disclosed. Comparative characteristic of three scenarios of development of agriculture is given. Their differences are specified. The system of indicators that allows determining the effect of the complex processes of use of natural and production resources on effectiveness of management of sustainable development of agriculture is characterized. Its perspective growth parameters in the sectoral context are analyzed. The conclusion is drawn that the effective scenario at which the Russian agrarian economic policy has to be aimed is optimistic. It is this vector of effective management, which can ensure the achievement of strategic landmarks for the development of the agro-industrial complex for a ten-year perspective.
