In this paper, the authors substantiate the need for a flexible approach to investment management in the development of human capital in the mining industry. The assessment of qualitative and quantitative indicators characterizing the state and level of development of human capital in the mining industry is given. The most relevant types of investments in the development of human capital in the mining industry are considered. The problem areas of the development of human capital in the mining industry are identified. The actual forms of investment in the development of human capital in the mining industry are identified. The measures to reduce the risks of investment in the development of human capital in the mining industry are recommended.

PurposeIn Brazil, the city of Pelotas experienced an economic apex between the end of the nineteenth century and the beginning of the twentieth century, reflecting in the construction of several buildings. The aim of this article is to evaluate the state of degradation of the facades of the Old School of Agronomy Eliseu Maciel, using qualitative and quantitative indicators.Design/methodology/approachThe study was divided into visual and photographic survey, damage map and subsequent application of the Degradation Measurement Method (MMD) and the Element Performance Index (Ip). Taking into consideration the evaluation of the building: through historical research and survey of damages. Finally, the building was framed at a level of degradation.FindingsBy calculating the average damage between the methods – damage map, MMD and Ip – a more faithful representation of the damage was obtained, since the values become balanced. The results show the potential of the use of the methods in the analysis of pathological manifestations in facades.Originality/valueThe originality of this article refers to the use of methods for evaluation of historical buildings. The authors believe that the methods described applied jointly provide the results about the state of degradation through nondestructive and low-cost analyses. The methods of surveying damage to Brazilian heritage are a little researched area. This work will hopefully be engaged by academics and professionals to help establish and promote broad government interest and investments.

Analysis and probation of the optimization model when determining the starting price of the construction contract in the current conditions of economic development. During the research, methods of economic theory, economic statistics and mathematical and statistical tools have been used. The methodical bases of the formation of the initial maximum contract price by dividing it into basic and manageable (controlled) components are considered. The division of the controlled factors into qualitative and quantitative indicators is proposed. The list of the basic expenses by division on the base and conditionally operated components at calculation of the starting price, which essentially differs from the technique of calculation of the estimated cost of the building order, is generated. A methodology for the formation of the contract price for the introduction of innovative investment and construction projects in the system of state procurement has been developed. Based on the research, it follows that, through the controlled factors, it is possible to influence the initial maximum contract price, in particular, by changing qualitative coefficients. As a part of the initial maximum contract price, there are basic and conditionally manageable components that change the contract price without adversely affecting other factors in the implementation of the state construction order. The integral qualitative indicator is a conditional coefficient, which depends on a certain set of qualitative components of the controlled factors, i.e. corresponds to the available set of significant indicators. It is enough to change the value of one of the qualitative indicators, and it will lead to a change in the initial maximum contract price through the integral indicator.

The article is devoted to the study of biopolitical tools for population regulation and its influence on the transformation of biopolitics. Having formed in the 18th century, the biopolitical state created an arsenal of means of population regulation aimed at changing the qualitative and quantitative characteristics of the population in the interests of the state. The great biopolitical game involved the population in social processes, burdening them with hardships, but also providing advantages. Developed social institutions of caring for the population have reached values that meet human interests. Investments in human capital have acquired the character of a generally recognized necessity, having formed a confirmantropic biopolitical strategy. However, having become the norm, human-affirming bipolitics led to a crisis in biopolitics. The growing demands on the authorities by the population give rise to the risks of state default in relation to the programs being implemented.

Subject. The article investigates a set of qualitative and quantitative indicators of the transport infrastructure development in the constituent entities of the Russian Federation. Objectives. We aim to assess the state and the level of transport infrastructure development in the constituent entities of the Russian Federation, which includes the analysis of qualitative and quantitative indicators of transport infrastructure, and the calculation of composite indices. Methods. The study employs methods of economic, statistical analysis and synthesis, comparison, the Ward’s method. The theoretical basis rests on the works by economists on the problems of transport security, spatial development, and the impact of transport infrastructure on the dynamics of economic growth. Results. We present the criteria, assessment methodology and results of assessing the index of the level of transport infrastructure development in the context of the constituent entities of the Russian Federation. The offered methodological toolkit was tested on materials of the Russian Federation, based on data for 2014–2019, namely, the assessment and ranking of the subjects of the Russian Federation by the level of transport infrastructure development. As a result of clustering the constituent entities of the Russian Federation, using the Ward’s method, four groups of regions have been identified in terms of the level of transport infrastructure development. Conclusions. The practical use of our approach will enable to form a basis for making management decisions, aimed at increasing the efficiency of activities in planning the development of territories and assessing the socio-economic effects of infrastructure projects.

The social sciences in Latin America have always had a special connection with the study and analysis of the place of emotions in the social structuration processes. The aim of this article is to offer a synthetic exposition of some inquiries about emotions and the politics of sensibilities in Latin America, emphasizing those that are being felt in the context of the COVID-19 pandemic. To achieve this objective, first we offer a synthesis of the theoretical and methodological points that will guide the interpretation; then we draw on pre-existing inquiries and surveys which allow us to capture the state of sensibilities before and during the pandemic in the region; and finally some conclusions are presented. The work is based on a multi-method approach, where qualitative and quantitative secondary and primary data are articulated in tandem.

This article presents data in the dynamics on industrial injuries and occupational morbidity in the mining industry of the Republic of Kazakhstan. The aim of this study is to analyze occupational injuries and occupational diseases between 2008 and 2018. An analysis of the number of victims of accidents, including those who died from accidents at work during the period, shows indicators of occupational injuries in the gender aspect, the outcome of accidents by degrees of severity and the material consequences of accidents. During the analyzed period, the overall level of occupational injuries and occupational morbidity in the country remains high. The material consequences of accidents, in addition to social damage, bring great material losses to the state.

Abstract Sweet cherry is a thermophilic and whimsical crop that reacts painfully to unfavorable meteorological conditions, such as frost, drought or high humidity in the air and soil. At the same time, this crop requires a uniform supply of heat and moisture during the growing season. In the climatic conditions of the Volgograd region, stressful situations often arise that can partially or completely reduce the yield of fruit crops, especially those introduced to our region from other regions. To reduce the risk of losing the yield of fruit plantations, including sweet cherry, it is necessary to pay special attention to the choice of the variety, as well as the rootstock on which this variety is grafted. The publication presents the results of studying the influence of rootstocks on the qualitative and quantitative indicators of sweet cherry fruits, such as taste, weight, uniformity, color, and productivity. According to the results of the study in the field (in the garden), varietal-rootstock combinations were identified that have one-dimensional, crack-resistant, large fruits, while maintaining high and stable productivity. According to the results of research, it was found that the rootstock affects not only the strength of growth and the shape of the crown, but also the quality of the fruit. The most dependent of the studied varieties on the type of rootstock is Euphoria, the lowest weight of berries was observed on the rootstock VSL-1. At the same time, this rootstock has a higher percentage of resistance to cracking of the fruit. Based on the conducted research, it can be concluded that with the help of rootstock, it becomes possible to influence the quality indicators of fruits.
