The article examines the relationship between strategic planning and sustainable development. A theoretical predictive model is presented, in which strategic planning as a state management function extends to various economic entities of the micro level. Based on this model, an attempt is made to prove that the economic system can acquire the characteristics of sustainable development. The implementation of this model is determined by solving the existing problems of strategic planning at the state level. In this regard, the topical problems of strategic planning are presented. Special attention is paid to the legal problems of sustainable development at various levels.

This chapter explores the relationship between international development and global health. Contrary to the view that development implies ‘good change’, this chapter argues that the discourse of development masks the destructive and exploitative practices of wealthy countries at the expense of poorer ones. These practices, and the unregulated capitalist economic system that they are part of, have created massive inequalities between and within countries, and potentially catastrophic climate change. Both of these outcomes are detrimental to global health and the millennium development goals and sustainable development goals do not challenge these dynamics. While the Sustainable Development Goals acknowledge that inequality and climate change are serious threats to the future of humanity, they fail to address the economic system that created them. Notwithstanding, it is possible that the enormity and proximity of the threat posed by inequality and global warming will energise a counter movement to create what Kate Raworth terms ‘an ecologically safe and socially just space’ for the global population while there is still time.

This chapter suggests that achieving sustainable development requires a change in the current economic system. Moreover, it advances the idea that an economic system based on the fulfillment of human rights and a peace and security agenda must consider what polices are needed to achieve sustainable peace, beyond the absence of war and violence. The chapter observes that in order to examine the issues surrounding women, peace, and security it is critical to unpack the relationship between existing economic policy and violent conflicts, and to consider how women are disproportionately affected at this intersection. If the fulfillment of human rights was at the center of economic policymaking, the chapter argues, the way in which the state gets and distributes resources would be very different.

The low level of Ukraine’s economic security indicates the imperfection of the public administration system. Correlation analysis has shown that economic growth is the dominant condition for social goals achieving of sustainable development. Therefore, the methodological basis for the development of effective measures of public administration of economic security is the provisions of the theory of sustainable development. The foundation of the sustainable development theory is the synergetic principles of self-organization of systems, in particular, the chaos theory. The turbulence of the trajectory of the country’s economic system makes it susceptible to management in the context of unforeseen events («black swans») and economic crises, provoked by medium-long cycles. Today, the COVID-19 pandemic can serve as an example of the «Black Swan» event for the economic systems of the global world. Therefore, the strategic task of public administration in times of chaos should be to maintain the homeostatic balance of the economic system while simultaneously finding new alternatives (attractors) for its sustainable development. To diagnose the economic system state by the level of security (homeostasis) the threshold (permissible, stable) limits of the values of indicators are fundamental, to characterize the level of protection of national economic interests. In domestic practice, to define safety indicator thresholds are used primarily heuristic methods, which based on the expert’s experience and intuition. The subjectivity inherent in heuristic methods does not exclude fundamental errors in the state diagnosis of the economic system by safety level. To prevent subjectivity, it is suggested to use Shewhart’s control charts. The Shewhart’s theory largely corresponds to the basic provisions of the theories of Sustainable Development and the Black Swan. To identify periods of «chaos» and «order» (an unruly and manageable management process) of the development trajectory of the socio-economic system, it is advisable to use combined XmR-chart. The article provides an example of the interpretation of the build XmR-map results for analyzing the manageability of the process of ensuring the Ukraine’s economic security during 1990-2019 years.

In modern conditions the successful operation of enterprises and maintaining the sustainability of their development depend on the adaptive model of strategic management of the enterprise. The development of such a model using traditional econometric approaches was proposed in the paper. It was suggested by the authors to take into account the prerequisites and specifics of operating activities using the method of PLS (Partial Least Squares), when it is possible to find several important (result) indicators out by the transition from the original set of features to the set of major components of a smaller dimension while maintaining causal relationships allows. The PLS-PM model of sustainable development of the mining enterprise as a complex economic system was done. The essence of latent variables and the relationship between them were identified and substantiated as well as the numerical modelling was performed using the methods of scientific generalization and abstraction.

The article reveals the essence of the category of "population health", the methodology and methods of its cognition, the main methods and techniques of the empirical and theoretical levels of research, the technology of their practical use in ensuring sustainable socio-economic development of the country. The main attention is paid to the analysis and assessment of the health status of the population – the main productive force of society, on the basis of which it is concluded that in Ukraine there is a deterioration in the corresponding characteristics. It is noted that this is primarily influenced by insufficient financial and resource support of the medical industry as a whole. Other factors that negatively affect the health of the Ukrainian population are also indicated. An important role in overcoming these negative phenomena is played by the modernization of the medical industry, the rational use of its resource potential, the formation of a civilized market of medical services. In this regard, it is emphasized that the activities of the health care system of Ukraine should be based on unified national principles, including the formation of economically viable systems for organizing medical care, taking into account the real needs of the population, the possibilities of meeting them, as well as the most appropriate allocation of resources and their effective use. The peculiarities of the current situation with the spread of coronavirus, which led to the exacerbation of existing problems, which require the search for new approaches to their solution, related to the adoption of fundamental decisions, especially at the state level are taken into account. In addition, the article provides an assessment of the main results of the ongoing reforms in the health care system of Ukraine. In the course of the study, considerable attention is paid to structural and typological features, as well as the conditions for the formation and strengthening of public health - an important factor in increasing labor productivity, developing the economy based on the principles of sustainable development. The economic, innovative and technological aspects of the development of the health care system are summarized. New approaches to further strengthening and preserving the health of the population in the context of implementing the tasks of sustainable development are substantiated.

Approaches to defining the essence of the concept of sustainable development are analyzed; the definition of sustainable development in terms of "challenge", "response" basing on the provisions of the civilizational approach is suggested. The paper suggests considering the development to be sustainable if it provides the ability for society to form adequate "responses" to the "challenges" that arise in the process of civilizational development. Emphasis is placed on the necessity, in the context of the concept of sustainable development, of the transition from economic to ecological-economic system (hereinafter EES). Sustainable development of the EES is a development that combines the environmental, economic and social aspects of society. The necessity of forming sustainable development potential to achieve sustainable development goals as a set of different types of resources and other factors needed to achieve specific sustainable development goals is substantiated. At the same time, the continuity of the development is achieved without the quantitative growth of many traditional economic parameters and, above all, further continuous population growth, extensive economic growth and anthropogenic pressure on the biosphere. Based on the analysis of approaches to interpreting the concept of "potential", the methodological bases for forming the potential for sustainable development of ecological and economic systems are developed. The relationship between system resources and the potential of the ecological and economic system is studied. Ecological and economic potential is considered as a result of synergetic interaction of potentials of the main subsystems: ecological, social and industrial. This potential identifies opportunities for the development of a particular ecological and economic system to achieve the goals of sustainable development of the ecological and economic system as a whole and its main subsystems.

Over the last three decades, numerous studies have been conducted on the relationship between strategic planning and organizational performance; all these studies have yielded inconclusive results. This article investigates this relationship using data from micro, small, and large firms operating in a developing economy. The results suggest that the planning-performance relationship is positive and very significant in micro level firms where strategic planning approximates disequilibrium. In small firms, we found that this relationship was positive and moderately significant. In large firms where strategic planning approximates equilibrium, however, the planning-performance relationship was positive but not significant. Accordingly, we present a new dimension to the strategic-planning-performance debate and suggest that the relationship differs on the basis of the firms level/size and economic environment.
