In modern conditions, all phenomena, and socio-economic processes of the functioning of economic entities are interconnected, interdependent and conditioned. When analyzing economic phenomena and processes, we are faced with the multidimensionality of their description, that is, with the need to consider a large number of features. At the same time, it is not always possible to immediately single out the most significant, the main ones. This fact actualizes the need to study both the form of connection between socio-economic phenomena and processes, and the degree of its manifestation. The analysis of the investment attractiveness of rural areas can be carried out, including using the method of factor analysis. The purpose of the article is to develop a tool for assessing the factors of investment attractiveness of rural areas. For this, a factor analysis was carried out to determine the factors that have the greatest impact on the functioning of agricultural enterprises for further work on the formation of a strategic program for the development of agricultural territories. The study was carried out on empirical data from the Northern districts of the Omsk region (Russia). The results obtained will make it possible to develop complex management solutions aimed at regulating the activities of agricultural producers and provide the necessary support measures.

The article is devoted to current trends in the development of small and medium-sized businesses, whose role is crucial in the agricultural sector. It is established that agricultural production with specific features and in conditions of instability of the economic environment of their functioning and climate change requires the activities improvement of productive enterprises, characterized by flexibility, mobility, high maneuverability and the ability to respond quickly to changing economic conditions and changing business needs over time. In addition, the decline of rural areas is a dangerous trend in the further development of the agricultural sector of the economy as a whole, so the effective operation of agricultural enterprises is associated with solving these problems. The activity of agricultural enterprises in the context of large, medium, small and micro enterprises is assessed, the sources of their financing are analyzed, the restraining factors of their potential growth are singled out. It is established that small and medium business is an integral part of the development of the agricultural economy, which is able to provide domestic consumers with food, promotes competition, solves important economic and social problems of rural revival and rural development, so it needs more attention to support prospects by expanding financial opportunities and intensification of entrepreneurial activity. The position of the agricultural sector of the economy in the future depends on the level of long-term investment, its lending and state financial support for agricultural producers. The activities of small and medium-sized enterprises in the agricultural sector need new approaches to promote their development by increasing the role and importance for agriculture and the economy as a whole. State support should be focused on promoting agricultural markets development, introducing new technologies, improving the investment attractiveness of industries, accomplishing the infrastructure of the agricultural market, financial and credit support, forming and implementation of rural development strategies in Ukraine.

The article describes the digitalization of ecological and economic principles of agricultural enterprise development management. It presents effective techniques for adapting enterprises to the challenges of the smart economy, which changes human needs, products, services, value chains, markets, processes, business models, forms of competition and business partnerships. The article proves the efficiency of precision farming, which includes parallel driving, yield mapping, differentiated application of seeds and fertilizers. It is determined that the lack of systemic demand for digital solutions from domestic agricultural enterprises and rural communities and unpreparedness (strategic, financial, technological, personnel, organizational, etc.) of most enterprises and communities to cardinal innovations significantly deter the formation of smart agribusiness in Ukraine. The article describes the system of measured indicators and capabilities of the Hummingbird Technologies platform and consequences of its implementation for land management, in particular normalized relative biomass index, leaf surface index, crop heterogeneity map, plant lodging risk map, weed map, seedling density map, electronic maps creation tasks, task map for differentiated desiccation, task map for differentiated application of herbicides, task map for differentiated application of growth regulators in plants. It justifies the need to intensify the work of rural a community, which try to communicate with agricultural producers on mutually beneficial terms and with other stakeholders for the sustainable development of rural areas. The issues of participation of rural communities in projects to increase soil fertility, organization of organic farms, service cooperatives, which are directly or indirectly related to the effective management of environmental and economic development of agricultural enterprises. The article shows the necessity of professional development of business engineers, personnel and strengthening of role of analytics for agricultural enterprises to digitalize the economic activity.

Introduction. The processes of reproduction of MTB of agricultural producers are determined by a number of internal and external factors, among which are the following: opportunities for the formation of investment resources from external and internal sources of funding; effectiveness of state support; organization of production activities, which focuses on resource conservation; size and specialization of the enterprise; financial stability; efficiency of production activity; product competitiveness; investment activity; productivity of technical means, their physical and moral wear and tear; perception of innovations. Methods. The methodological basis of the study is a dialectical method of cognition, a systematic approach to the study of economic phenomena. The tasks are solved using the following methods: abstract and logical (in formulating theoretical generalizations and conclusions); monographic (reflecting the processes of formation of the material and technical base of agricultural enterprises in the dynamics); statistical analysis (to assess the movement of the active part of non-current assets of farms in the corporate sector of the agricultural economy). The reliability of the obtained results, conclusions and proposals is confirmed by the calculations and a significant amount of empirical material presented in the work. Results. It is established that the main problems of deterioration of material and technical condition of fixed assets in agriculture are: low investment activity of agricultural producers; insufficient volumes and miscalculations in the targeting of state support for the renewal of fixed assets of agriculture for small and medium-sized farms in rural areas; imperfect agricultural leasing; no indexation of the book value of fixed assets of agricultural enterprises. Discussion. In the conditions of further development of investment activity of farms of the corporate sector of agrarian economy there is a necessity to make capital investments in acquisition of agricultural lands. In this connection the priority tasks of scientific research are: development of methodical approaches transactions for the purchase and sale of agricultural land and their reflection in the financial statements. Rural development has been and remains a relevant government task. Dynamic structural and technological changes in the agricultural sector lead to the need of reassessing the mutual influence of the level of development of agricultural production and rural areas. The study deals with quantitative assessment of the dependence of rural population size as an integral indicator of socio-economic well-being of rural areas on selected factors and indicators that characterize the level of agricultural development, its sectoral specifics and the structure of agricultural producers. Empirical estimates were obtained from panel data of municipal districts in Leningrad oblast for 2012-2018. The greatest positive impact on the rural population size among the considered characteristics of agriculture is determined for the factor of sown areas that is associated with the specifics of agricultural sub-sectors, their different needs for such factors as land and labor, the development potential for small-scale farming. It was found that the concentration of agricultural production in the large commercial sector has a negative impact on the rural population size. This is explained by difference in employment dynamics and redistribution of resources between categories of agricultural producers. Modeling results showed that agrarian subsidies received by agricultural producers have a statistically insignificant impact on rural population that justifies the need to adjust the orientation and forms of agricultural state support to achieve a synergetic effect on rural development.

The Rural Areas Development Fund (RADF) is specified to be a part of special state and local budget funds in terms of “completing” land reform in Ukraine. The funds should be aimed at the development of local infrastructure, facilitation of local people’s access to health care and education services, support of small agricultural producers, etc. However, the sources for this Fund (RADF) is only slightly connected with land use results and other spatial resources in rural areas utilized by agricultural producers and do not include the necessity to provide their fair participation in the reproduction of these resources. The purpose of the article is to assess the formation sources of the Rural Areas Development Fund and justify their replenishment to financially ensure sustainable rural development based on spatial justice in land use. The concept of spatial justice in land use is revealed: it provides for adequate participation of agricultural producers, peasants, and society as a whole in the benefits of land use and other related spatial resources (water, air, landscapes, local infrastructure, etc.) and the equivalent contribution of these beneficiaries in resources reproduction. It is shown that corporate economic entities in agriculture rather extract spatial resources than contribute to their reproduction, however, the contribution of family and peasant farms in the financial base for rural development is significantly higher than agricultural enterprises. The necessity of per hectare payments to the Rural Areas Development Fund by agricultural producers leasing more than 100 hectares of agricultural land is substantiated; it is proposed that the rate of these payments in the amount of not less than 1 % of the normative monetary value of land should be set by local self-government bodies.

The article deals with the problems of financial support to the agricultural producers in Ukraine, which mostly perform from their own resources, which is insufficient for self-financing. This fact makes agricultural enterprises hope for support from the state and presupposes the development of banking and partnership forms of crediting. The framework of state support to agricultural producers and the implementation of private investments in the development of agricultural enterprises are revealed. There have been given the examples of successful private investments, which provide not only the manufacturing of high quality products, but also the employment of farmers. The main directions of financial support for production and employment of the rural population in the EU member states are shown. The need to create a favorable investment climate in the agricultural and non-agricultural spheres, in the development of rural areas is indicated. It has been investigated that radical changes are required to establish the positive dynamics of investment processes. First of all, it concerns the introduction of a real market for agricultural land, which will stop the outflow of investors from the industry, expand the banks’ interest in financing agriculture, and allow direct and legal involvement of these lands in the investment process. In order to solve the problem of rural residents’ employment, there is a need to improve the investment climate in the agricultural and non-agricultural spheres. In this regard, the experience of developed countries is interesting, where investment by the state budget is an important factor in social reproduction, a source of modernization and expansion of fixed capital, a means of stimulating its accumulation. The establishing of financial support for social infrastructure in rural areas will stop the reduction and closure of social facilities, increase the range and quality of services, improve the living conditions of farmers, promote small business, create additional jobs and reduce the migration of productive rural forces to cities and abroad. The problem of investment support to the development of agriculture and rural areas is large-scale, nationwide, and requires the consolidation of efforts of all levels and spheres of production, society, public authorities and economic management.

Germany as one of the largest agricultural producers in the European Union has faced several problems in the rural areas. Therefore, the government has set out a rural development policy in the Common Agricultural Policy (CAP) which covers four axes, namely improving the competitiveness of the agricultural and forestry sectors (axis 1), improving the environment and the countryside (axis 2), improving the quality of life in rural areas and encouraging diversification of the rural economy (axis 3), and building local capacity for employment and diversification (axis 4). Therefore, in this study, we give an overview of past and present reform of rural development policy, including the objectives, programmes, measures and fund allocations and analyze how governments determine different priorities on the axis among the regions. From the review, it is found that from the implementation of the rural development policy 2007-2013, Germanygives priority to the axis 2 with the greatest percentage of 42.71 percent (improving the environment and countryside), followed by the axis 1 with a percentage of 26.60 percent (improving the competitiveness of the agricultural and forestry sectors), then axis 3 with the percentage of 23.06 percent, and the last axis 4 with the percentage of 6.31 percent (building local capacity for employment and diversification - Leader).

As the Republic of Moldova has limited opportunities to provide generous financial support to farmers, it is extremely important to efficiently use subsidy means, so as to contribute to the development and modernization of agriculture and rural areas. The development of agriculture in a dynamic way can be achieved on the basis of an efficient subsidy system, administered, monitored and evaluated. The aim of the research is to analyse and evaluate the efficiency and impact of subsidization on the development of the agricultural sector and to ensure a stable increase in agricultural production, emphasizing main support measures in this direction. To carry out this study, various research methods were used, such as: observation method, table method, analysis and synthesis method, comparison method, monographic method, statistical data collection. This article presents an analysis of the evolution of the subsidy fund for agricultural producers, which has increased 2.25 times in the last 7 years. There has also been analysed the structure of beneficiaries of subsidies according to the legal organizational form, who received subsidies during the reference period. It has been found that households are in the top of beneficiaries of subsidies who had a share of 62.03% in 2018. The distribution of subsidies by development regions and per one hectare of agricultural land in the profile of development regions has been studied and it has been found that the predominant share is held by agricultural enterprises in the Centre region, about 38.9% of the means of the subsidy fund. The results of the research show an increase in the subsidy level, through support measures. In this context, we can mention that the support measures must ensure an efficient use of the subsidies

The sustainable development of rural areas is an obvious and fundamental goal of the state policy of the Russian Federation. Improving the quality of life in each village, regardless of its distance from the regional center, is the main task of the regions. The article contains a termological analysis of the definition of “sustainable development of rural areas”. It was concluded that the dominant opinion of the authors on this concept is associated with a process that provides for the needs of residents of rural areas and increases their standard of living. The definition of a “mechanism for sustainable rural development” is given, which, through the methods and tools, implements the possibilities of natural, labor, material and financial resources for the effective development of rural economy. Sustainable and harmonious development of rural areas is possible only through the use of state support measures. The economic, environmental, social and demographic situation of rural areas, as well as their individuality, determine the need for continuous improvement of the mechanism of rural development through its methods and tools. The implementation of state support measures plays a significant role not only for rural residents, but also for leaders of agricultural organizations themselves. A decent and comfortable life in the village contributes to the consolidation of personnel. The importance of these aspects being recognized, the program “Integrated rural development” began to be implemented in 2020, which includes a sufficiently wide range of tools to support villages and rural residents. The program is aimed at reducing the gap in the quality of life between the rural and urban population, creating comfortable living conditions, reducing the outflow of residents from rural areas. As a result of the analysis, the potential and opportunities for the sustainable development of rural territories of Volgograd region were confirmed. These are the creation of conditions for providing villagers with comfortable housing, the development of various types of infrastructures, and the improvement of rural areas. The key directions of the mechanism for sustainable development of rural territories are identified: diversification of activities of the rural population, expansion of the possibilities of financial support for the development of rural territories through the public-private partnership involvement, improvement of preferential lending mechanisms, strengthening of grant support for rural communities for the improvement of rural territories.

Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.
