The article deals with the issues of innovative development of passenger transport through the introduction of IT technologies; intelligent transport systems in major cities of the world; the functions of the state in the creation and operation of intelligent transport systems. The article analyzes the legal framework of the Republic of Belarus, the state of information technologies in transport, and the need for their integration. A number of practical steps aimed at creating an intelligent transport system in Minsk are proposed.

This article is devoted to the process of modeling dynamic systems of city intelligent transport systems (CITS) with the help of information technologies. The proposed means of fundamentally new integrated subsystems CITS, simultaneously covers arrays of heterogeneous data and use modern neural network technologies to provide information support for the management of transport systems. The safety of the ecological state as a result of the influence of urban traffic in the conditions of industrial centers was formalized for information technologies. Descriptions are executed as mathematical models of complex particles of objects of the city intellectual transport network with the use of heterogeneous fragments. Strategies and methods of systematic management are analyzed for solving complex problems of reducing the ecological load of the city. Ontological descriptions in basic model forms that are focused on ensuring the safety and ecology of urban applications to overcome contamination, risks and threats. This direction involves the creation of systems for automated management of transport infrastructure, which at the moment requires the solution of a range of scientific and technical tasks.The built-in neural network models of dependence will effectively solve planning problems with controlling influences on the infrastructure of urban intelligent transport systems, which will improve the characteristics of the traffic flow and reduce the environmental burden on the environment. The analysis of transport infrastructure and the activities of organizations that have a direct influence on it, has allowed us to propose a scheme for the use of heterogeneous information in the information support of the management of environmental safety and the throughput of the street-road network of urban intelligent transport systems. The development of intelligent transport systems (ITS) is one of the most important areas in improving transport infrastructure in the Russian Federation, as this allows: to optimize the distri-bution of vehicle flows along the road network; improve road capacity through better traffic man-agement; increase the level of road safety and reduce the likelihood of accidents; improve envi-ronmental safety; Organize effective traffic management options for road accidents, as well as or-ganize activities that facilitate traffic management; Rationalize options for granting priority to different modes of transport. The creation of ITS is based on a system approach, designing ITS based on the integration of various systems. ITS design principles include modernization and reengineering of existing transport systems. However, the development of these systems has a num-ber of common problems for most regions, without which it is impossible to create an effectively functioning ITS.

The high degree of the trend in the development of the car park leads to significant problems: an increase in road accidents; reduced bandwidth, especially during peak hours; overrun and loss of time by road users; overconsumption of fuel and, as a result, deterioration of the environmental situation. One of the ways to solve the problem of traffic management is the use of intelligent transport systems (ITS). Examples of the use of ITS in various countries are given, improvements in the use of systems are considered. The system “Auto-Intellect” used on the territory of the Russian Federation is considered. On the example of the city of Belgorod, a method is proposed for using ITS by prohibiting vehicles from entering the city, taking into account certain state license plates.

Abstract The paper describes the problems of modeling of technical support systems of transport systems related to organizational and technical systems based on the implementation of the system approach to information technologies. It gives the theoretical basis for the description of technical maintenance of intelligent transport systems taking into account cybernetic representation. The paper also justifies the formalization of the process of technical maintenance of information systems, which include intelligent transport systems. It shows that a modern maintenance system of intelligent systems should be able to quickly adapt to needs and, if necessary, increase the amount of recovery works without disrupting the existing mode of operation.

Human life is of the utmost importance. Every year, many people lose their lives in road accidents. Reasons for an accident are many like over-speeding, poor traffic system, drink and drive, rough driving, etc. this paper aims to develop a model that can be used in vehicles to identify accidents due to Zero visibility in fog in winters and alarming for the same to avoid it. IoT is an emerging technology and can be intensively used for intelligent transport systems. This paper aims to develop an automated IoT-enabled system to be used in cars for the detection and avoidance of accidents due to zero visibility in fog. To build this system, the Ultrasonic sensor will be integrated with Raspberry Pi along with other supportive components (power-bank, Jumper wires, breadboard, etc.).

The transfer of vehicle control to artificial intelligence can significantly reduce the number of road accidents. Currently, the vector of intelligent transport systems development is aimed at the introduction and distribution of highly automated vehicles. The main task of such vehicles is to move safely from the point of departure to the destination according to the traffic rules and the en-vironment. This article discusses planning issue of self-driving cars movement and the main limits on routes.

Abstract The paper describes the problems of assessing the quality of intelligent transport systems related to organizational and technical systems based on the system analysis of information technologies. It provides the theoretical basis for describing the quality assessment process of intelligent transport systems. The paper also justifies the method of quality assessment of complex systems, which include intelligent transport systems. It is shown that the modern system of intelligent systems should not only be effective, but also not violate the required operation mode. The characteristic evaluating the effect of the target functioning has the properties of measurability, completeness and reliability. The intelligent transport systems may include systems that in the process of control ensure the achievement of set targets with the necessary quality of target functioning in a counteracting environment. In order for the system to function correctly, it is necessary to agree on a set of targets and a set of conditions, i.e. to implement an integrated approach to the functioning of the system as a whole. With an integrated approach it is necessary to agree on all the targets set for the system, as well as all the conditions under which it will operate.

Aim. To assess the system for registration and account of infectious and parasitic diseases in Republic of Tatarstan useing software products for epidemiological situation managing, sanitary-and-epidemiologic emergencies prevention, hazards of infectious diseases onset and spreading that might be potentially dangerous for participants, visitors and local residents during XXVII Worldwide Universiade 2013 in Kazan.Methods. Statistical forms №1 and №2 «Data on infectious and parasitic diseases» in the Republic of Tatarstan for the period of 2004 to 2013, 058/у forms (emergency notifications), «Infectious diseases registry» (journal №60) were used for data gaining. To analyze the prevalence of the diseases, software products («Population disease prevalence analysis»), «Social and hygienic monitoring» - «Krista» automated system, «Automated information system of epidemiological survey and emergencies prevention in the sphere of public healthcare during the 2013 Universiade» («Epidemiological safety» automated information system) software were used. Methods of epidemiological diagnosis and common methods of variance analysis (calculations of relative and mean values, statistical series analysis and statistical significance assessment) were used.Results. Retrospective epidemiological analysis of infectious and parasitic diseases in Republic of Tatarstan and in Kazan city, monitoring of background epidemiological conditions in Kazan city using the «Population disease prevalence analysis» software products and «Krista» automated system, as well as on-stream epidemiological analysis of infectious and parasitic diseases prevalence among participants, visitors of the 2013 Kazan Universiade by introducing the «Epidemiological safety» automated information system increased the epidemiological diagnosis quality, allowed to timely identify epidemiological deviations, provide targeted sanitary and anti-epidemic measures and to assess their effect. Continuous interaction between the Tatarstan Regional Agency of the Federal Service for Surveillance in the Sphere of Consumer Rights Protection and Human Welfare, Russian scientific and research institute for fighting plaque «Mikrob», Hygiene and epidemiology Center of the Republic of Tatarstan and healthcare institutions was provided during the 2013 Universiade.Conclusion. Complex use of modern information technologies and introduction of «Epidemiological safety» automated information system while carrying out the 2013 Universiade allowed to completely implement the targeted management and technologic tasks for infective and parasitic diseases prevalence monitoring.

The paper gives an overview of the past development and implementation of Intelligent Transport Systems in pedestrian traffic. Starting from recent development projects and methodological approaches to the development of ITS, an overview of the existing technologies of implementing ITS in pedestrian traffic is given, and some solutions are proposed that would be feasible in the Republic of Croatia, as well as in other transition countries. As the most significant functions of integrated systems within ITS, the possibilities are presented of locating pedestrians in the network, pedestrian guidance (especially the blind and low-vision persons as well as persons in wheelchairs), provision of on-trip information, etc. Special focus is on the area of pedestrian protection in traffic (avoidance of accidents) using devices fitted onboard vehicles and embedded in road infrastructure. The significance of timely integration of the pedestrian traffic in designing the future ITS architecture has been indicated.
