This study seeks to identify the reality of the practices of administrative leadership, human resources, partnerships and resources (financial resources management, technology and knowledge management) among employees of the Tawafa Establishment for pilgrims of non- Arab African countries. (Evaluation study) according to the Excellence Model of King Abdulaziz Quality Award, the unified national model for quality and institutional excellence for all sectors in the Kingdom of Saudi Arabia. Which will contribute to achieving institutional excellence for the raft institutions and achieving competitiveness? The researcher used the descriptive analytical approach as a methodology to achieve the goal and purpose of the study, and to obtain the results of the study, the researcher designed the study tool represented in the questionnaire. In order to collect primary information from the study sample. In light of this, data were collected, analyzed and hypotheses tested using the SPSS statistical package, the sample of the study consisted of (42) employees working in the Tawafa Establishment for pilgrims of non- Arab African countries. The main problem and dilemma of the study is to stand at the administrative level at all levels in all technical and human aspects, according to the standards of administrative leadership and the extent to which they are related to human values ​​and behaviors, through strenuous efforts in implementing and applying everything that is possible to apply And in line with the possibilities of the Excellence Model of the King Abdul Aziz Award for Quality, the unified national model for quality and institutional excellence for all sectors in the Kingdom of Saudi Arabia, and this study aims to create a clear picture of scrutiny and audit of the administrative levels in the institution to achieve the desired goal of that study, which includes strengthening relations With groups of concerned parties to ensure the achievement of the strategic direction and the establishment of systems to support a culture of quality, excellence and creativity, in addition to seeking to implement the principles and requirements of social responsibility, corporate governance and transparency in order to achieve sustainable development, as strategic leadership practices are considered important and necessary for its success through attention to human resources by providing a work environment; attractive to them and for their health, safety and well- being in order to achieve Institutional loyalty. The importance of this study is theoretically due to the attempt to enrich the study concepts and literature on the application of some possibilities of the Excellence Model of the King Abdulaziz Quality Award, the unified national model for quality and institutional excellence for all sectors in the Kingdom of Saudi Arabia. The study is also concerned with the possibility of a reference to be prepared for all researchers and those interested in the field of institutional transformation strategies, resistance to change, and improving the performance of workers, in the raft institutions. From an applied point of view, the importance of the study lies in the possibility of applying the results and recommendations in the institution of pilgrim’s employees of non- Arab African countries in the Kingdom of Saudi Arabia, and addressing weaknesses and shortcomings. The researcher used the descriptive analytical approach, which depends on the methods of measurement, classification and interpretation in order to extract significant conclusions in addition to documents and other sources such as books, magazines, and others. The study included several results in line with the main axes on which the questionnaires depended. Pilgrims of non- Arab African countries to a very large extent, the strategic direction according to the excellence model of the King Abdul Aziz Prize for Quality, the unified national model for quality and institutional excellence, as well as in the review of the administrative system and institutional performance. Perhaps one of the most important results of the study is managing change, managing risks and crises according to the excellence model of the King Abdul Aziz Quality Award, the unified national model for quality and institutional excellence with a high degree of domesticity within the institution. While the results of the second and third axes included results of medium degrees in terms of developing the knowledge and capabilities of human resources according to the Excellence Model of the King Abdul Aziz Prize for Quality, the unified national model for quality and institutional excellence, as well as financial management.

The implementation of e-governance in universities is considered a crucial matter because of integrating roles and achieving community development and institutional excellence. Despite this, there is a shortage of studies and research that deals with e-governance and institutional excellence, especially in Saudi universities. Hence, this is a pioneer in the context of Saudi Arabia. This research is aimed to identify the impact of e-governance on institutional excellence at the University of Ha'il in light of the Kingdom's 2030 vision. The study has relied on a random sample of 400 male and female students from various university colleges. The questionnaire was used as a means of collecting data after confirming its validity for measurement. Then the questionnaire was distributed electronically due to the suspension of the study because of the Corona pandemic. The data was analyzed using statistical methods appropriate to the data's nature. It has included averages, standard deviations, simple correlation coefficients, and multiple regression coefficients. The study has reached several results. The most important are the e-governance dimensions and institutional excellence criteria. These are effectively applied at the university. However, significant importance is not given to infrastructure, beneficiaries' satisfaction, and positive correlational relationships between all e-governance dimensions and institutional excellence criteria. The combined dimensions of e-governance are 80.9 % of the variance in institutional excellence. This means 19.1% is not included in the study due to other factors. The research has suggested taking an interest in the university's infrastructure, especially the internet. It has emphasized benefiting the beneficiaries' views in developing the university and supporting external community partnerships.

The main objective of this study is to answer the following questions: Is there an impact of human resources management in achieving institutional excellence? If yes, then to what extent is the ability of human resources management to raise the efficiency of the organization, customer satisfaction, and increase effectiveness within the organization? To answer these questions that revolve around the problem, the following scientific hypotheses have been put forward: There is a statistically significant relationship between human resource management and achieving organizational uniqueness. This main hypothesis has branched into several hypotheses, including that there is a statistically significant relationship between human resources management and achieving efficiency, effectiveness, and customer satisfaction within the organization. To reach the most important results, a descriptive and analytical approach was used to identify the impact of human resources management in achieving institutional uniqueness and analyzing hypotheses and testing them through the Statistical Program for Social Sciences (SPSS) through a questionnaire that was distributed to the random sample. From the study community at Shendi University, where the results were obtained, the most important of which are: The institution is working to simplify the management of its processes, procedures, and working methods, and improve the level of services provided to the client. The management must commit to implementing and completing tasks within plan and time. The institution shall maintain the security and confidentiality of the information exchanged. The study reached a set of recommendations, the most important of which are: Ensuring the creation of a sustainable future within the organization by effectively addressing the problems that exist within the organization and attention to developing institutional capabilities through managing change effectively inside and outside the organization's borders. Comparison has been made with some previous studies in human resource management, and the difference between them and this study was that this study dealt with the aspect of institutional excellence.

  En la presente investigación se evaluaron aspectos de la gestión de calidad y mejora continua de procesos con el objeto de alcanzar la excelencia institucional, realizando un análisis de los procesos de asignación y ejecución presupuestaria de proyectos de investigación de la Escuela Superior Politécnica Agropecuaria de Manabí “Manuel Félix López” (ESPAM MFL). La presente investigación se desarrolló a partir de una metodología no experimental con el propósito de examinar los procedimientos enmarcados dentro de los procesos de asignación y ejecución presupuestaria de proyectos de investigación, en donde se aplicaron los métodos inductivo y deductivo para conocer a fondo la situación actual del problema que ayudaron a detectar las inconsistencias existentes, entre esta se encuentra análisis del valor añadido (AVA), a fin de conocer el índice de valor de cada proceso, con un 50% de eficiencia para el proceso de definición de presupuesto para ejecutar proyectos de investigación, consecuentemente revelo un 40% de eficiencia para el proceso de redistribución de presupuesto para ejecución de proyectos, mientras que el proceso de ejecución oportuna y planificada de los recursos de los proyectos de investigación y su cumplimiento en el cronograma reflejo un 41.66% de eficiencia en su ejecución, mostrando parámetros relativamente bajos los cuales dan apertura a una propuesta de acciones correctivas en la restructuración de los procesos, para la obtención de optimización de los recursos y la búsquedas de mejores resultados, con el objeto de mejorar continuamente y contribuir a la consolidación de la excelencia académica e institucional.   Palabras clave: Análisis de valor añadido, gestión por proceso, restructuración, mejora continua, gestión de calidad.   ABSTRACTIn this research, aspects of quality management and continuous improvement of processes were evaluated in order to achieve institutional excellence, carrying out an analysis of the budget allocation and execution processes of research projects of the Escuela Superior Politécnica Agropecuaria de Manabí “ Manuel Félix López ”(ESPAM MFL). This research was developed from a non-experimental methodology with the purpose of examining the procedures framed within the budget allocation and execution processes of research projects, where inductive and deductive methods were applied to fully understand the current situation. of the problem that helped to detect existing inconsistencies, among this is added value analysis (AVA), in order to know the value index of each process, with 50% efficiency for the budget definition process to execute projects of research, consequently I reveal a 40% efficiency for the budget redistribution process for project execution, while the process of timely and planned execution of the research project resources and their fulfillment in the schedule reflects a 41.66% of efficiency in its execution, showing relatively low parameters which give opening to a proposal for corrective actions in the restructuring of processes, to obtain optimization of resources and the search for better results, in order to continuously improve and contribute to the consolidation of academic and institutional excellence.   Keywords: Value-added analysis, process management, restructuring.
