The Euratom Research and Training Programme 2014–2018 and its extension 2019–2020 (the Euratom Programme) is implemented through direct actions in fission − i.e. research performed by the Commission's Joint Research Centre (JRC), and through indirect actions in fission– i.e. via competitive calls for proposals, and in fusion − i.e. through a comprehensive named-beneficiary co-fund action managed by the Commission's Directorate-General for Research & Innovation (RTD). The general objective of the Programme is “to pursue nuclear research and training activities with an emphasis on the continuous improvement of nuclear safety, security and radiation protection, in particular to potentially contribute to the long-term decarbonisation of the energy system in a safe, efficient and secure way.” The Programme is an integral part of Horizon 2020, the EU Framework Programme for Research and Innovation. The direct actions implemented by the JRC constitute an important part of the Euratom Programme and pursue specific objectives covering: nuclear safety, radioactive waste management, decommissioning, emergency preparedness; nuclear security, safeguards and non-proliferation; standardisation; knowledge management; education and training; and support to the policy of the Union on these fields. The JRC multi-annual work programme for nuclear activities fully reflects the aforementioned objectives. It is structured in about 20 projects, and allocates 48% of its resources to nuclear safety, waste management, decommissioning and emergency preparedness, 33% to nuclear security, safeguards and non-proliferation, 12% to reference standards, nuclear science and non-energy applications and 7% to education, training and knowledge management. To ensure that direct actions are in line with and complement the research and training needs of Member States, JRC is continuously interacting with the main research and scientific institutions in the EU, and actively participating in several technological platforms and associations. JRC also participates as part of the consortia in indirect actions, which allows JRC scientist to engage in top level scientific research, and yields maintaining and further developing JRC's scientific excellence. At the same time, the members of the consortia can have access to unique research infrastructure. The participation of JRC in indirect actions can be improved by exploiting synergies inside the Euratom Programme, and also with the future Horizon Europe Framework Programme. In preparation of the next Euratom Programme 2021–2025, two pilot projects on knowledge management and on open access to JRC research infrastructure will explore and test this improved involvement of JRC in indirect actions. The paper highlights some of the achievements of recent JRC direct actions with a focus on the interaction with EU MS research organisations, as well as some of the most important elements of the Commission Proposal for the next (2021–2025) Euratom Programme, with a focus on the new positioning of the JRC as regards its participation in indirect actions.

Nordic cooperation has been depicted as eroding due to the increased importance of EU-related cooperation and integration. However, scholars propose that longstanding Nordic networks, grounded in professions and located in the state administration, may prove to be more robust toward external changes. This article discusses this proposal by looking at Nordic cooperation between the national radiation protection and nuclear safety authorities in Iceland, Denmark, Norway, Sweden, and Finland. The article maps behavioural perceptions of agency staff based on a dataset of 37 interviews to illustrate if the cooperation between the Nordic authorities is characterized by high integration, low integration, or differentiated integration within the nuclear safety sector. The study finds that the cooperation is differentiated between the highly integrated areas of radiation protection and emergency preparedness, and the less integrated areas of nuclear security and safeguards. To account for variation, the data indicates the importance of path dependency and portfolio.

Waste management is still defined as limited to collection, transportation and garbage disposal. The follow-up of the meaning is the provision of facilities such as garbage bins, garbage trucks and waste collection land. Waste management has not included waste separation. Segregation of waste can minimize the amount of waste that must be discharged to the final place. Segregation of waste can supply recyclable raw materials and handicrafts made from garbage. The manufacture of handicraft products from garbage is still local and requires socialization and training. It is needed to increase the number of craftsmen and garbage absorption on the crafters. Through careful socialization and training, citizens' awareness of waste management becomes advanced by making handicrafts of economic value from waste materials.

Nowadays, circular economy (CE) is on the agenda, however, this concept of closed supply chains originated in the 1960s. The current growing quantity of studies in this area accounts for different discourses except the holistic one, which mixes both approaches—contextual and operating (contextual approach utilizes the thorough examination of the CE theory, stricture of the policy, etc.; the operating one uses any kind of statistical data)—to assess the capacity of circular economy regulatory policy packages (CERPP) in operating raw materials and industrial wastes. This article demonstrates new guidelines for assessing the degree level of capacity (DLC) of CERPPs in the operation of raw materials and industrial wastes by utilizing the apparatus of the fuzzy set theory. It scrupulously surveys current CERPPs in three regions: the EU overall, Finland and Russia; and assesses for eight regions—the EU overall, Finland, Russia, China, Greece, France, the Netherlands and South Korea—the DLC of CERPPs in operating raw materials and industrial wastes. The results show that EU is the best in CE policy and its CERPP is 3R. The following are South Korea and China with the same type of CERPP. Finland, France and the Netherlands have worse results than EU with the type of CERPP called “integrated waste management” because of the absence of a waste hierarchy (reduce, recover, recycle). Russia closes the list with the type of CERPP “basic waste management”.

The Faculties of Engineering Sciences at Universidad Católica del Norte in Chile regard teacher training as a necessary tool for its academics’ professional development and as a fundamental way to improve their teaching quality. The Teaching Unit for Innovation in Engineering (UIDIN) has developed a new curriculum and training programme which seeks to support the faculty in its implementation. This article presents some of the outcomes of a study aimed at qualitatively examining the development of the faculty’s conceptions and philosophy of teaching and improvements in pedagogical competencies as a result of the implementation and transfer of the training programme. The teaching philosophy is described in different ways, but overall it considers teaching an act of disciplinary knowledge transfer based on students’ interests, skills and attitudes, and with a heavy emphasis on building students’ core values. Interviews reveal changes in the participants’ learning and competencies due to the training, along with a positive impact on the teachers’ lesson planning and assessment strategies and students’ feedback and the willingness to engage in more reflexive teaching practice.

ABSTRACTThis paper examines the relationship between age and training in the 15 European Union countries (EU-15) that were member states prior to the 2004 enlargement. The analysis is carried out using European Union Labour Force Survey data. We report cross-country comparisons of the training undertaken by older people (aged 50–64) and younger people (aged 20–49). We extend previous research by adding an analysis of the training undertaken by non-workers as well as that of workers. We also consider whether training is work-related, whether it is undertaken during normal work-hours and the time spent in training. Our results show that across the EU-15 not only are older people less likely to participate in training in general but, more importantly, they are less likely to participate in work-related training. Our evidence suggests that there is considerable scope for raising the training rates of older people and particularly older people who are out of work.
