The article discusses the issues of preservation of cultural heritage objects due to their mass loss by creating a mechanism for the efficient selection of objects subject to renovation. The algorithm for the calculation of the degree of deterioration of the building and the integral index of value is proposed. The problem of definition of the objective function with respect to which is characterized by the objective function of the optimal feature set and the problem of definition of the target functions of state programs of renovation are solving preservation.

This article is devoted to the identification, typology and evaluation of the architectural space structure of the riverside territory of Western Siberian cities on the example of Tomsk as one of the early-established settlements of the region. The main types of the architectural space structure of the riverside territory are identified, with the allocation of 17 spatial-planning areas and the subsequent definition of the morphotype of each site development. The study utilizes the database of the Tomsk planning atlas, the public cadastral map, the 2GIS database and information on the cultural heritage objects located in the Tomsk region.

As an alternative to classical techniques, the problem of image segmentation has also been handled through evolutionary methods. Recently, several algorithms based on evolutionary principles have been successfully applied to image segmentation with interesting performances. However, most of them maintain two important limitations: (1) they frequently obtain suboptimal results (misclassifications) as a consequence of an inappropriate balance between exploration and exploitation in their search strategies; (2) the number of classes is fixed and known in advance. This paper presents an algorithm for the automatic selection of pixel classes for image segmentation. The proposed method combines a novel evolutionary method with the definition of a new objective function that appropriately evaluates the segmentation quality with respect to the number of classes. The new evolutionary algorithm, called Locust Search (LS), is based on the behavior of swarms of locusts. Different to the most of existent evolutionary algorithms, it explicitly avoids the concentration of individuals in the best positions, avoiding critical flaws such as the premature convergence to suboptimal solutions and the limited exploration-exploitation balance. Experimental tests over several benchmark functions and images validate the efficiency of the proposed technique with regard to accuracy and robustness.

The procedural mechanism for establishing zones with special conditions for the use of the territory ( ZOUIT), one of the types of which are zones for the protection of cultural heritage objects (OCN), is a complex system that is characterized by both positive and negative aspects that require detailed study, which explains the relevance of this problem. The article deals with the main theoretical aspects of the establishment of security zones. The legally established concepts of the relevant sphere, as well as the regulated classification of the zones under consideration, are given. The multi-purpose nature of the establish-ment of such zones is noted, the main goals of their formation are highlighted. The key problems of legal regulation of relations related to the establishment of the zones under consideration and the definition of their borders are analyzed. In addition, innovations related to the relevant legislative framework are disclosed, and their effectiveness is evaluated.

Under the grant of the President of the Russian Federation in 2018, the Red Book of Cultural Heritage Objects of the Altai Krai was replenished with materials dedicated to religious objects under threat of destruction. In this article on the ground of archival sources, the author presents information about the construction of a cemetery church without a parish in Barnaul at the beginning of the 20th century since documents’ preparation and approval in the Tomsk Construction Department, selection of the construction place to the present. In particular, she describes in detail the process of building a church, cites drawings of the building found in the Tomsk archive. The construction was carried out with funds donated under the will of A.I. Alkova and presented by the merchant Smirnov on behalf of M.M. Smirnova money. The temple was built according to the plan drawn up by Mr. Bodunov. The object of cultural heritage is an example of stone church architecture of the Russian-Byzantine style and an example of a small central-domed temple - a cemetery church of the early 20th century. This article examines the problems of classification and establishment of administrative and legal regimes for the protection of various historical and cultural territories provided for by the legislation on the state protection of cultural heritage objects. As a result of the analysis of international legal acts, it is concluded that some provisions of the Russian legislation do not fully comply with international rules. The problem of legal regulation in terms of such territorial (planar) objects of cultural heritage as works of landscape architecture and landscape gardening is highlighted. Examples of a number of foreign countries with significant experience in establishing historical zones and cultural landscape protection are given. The indicated experience makes it possible to identify the redundancy of some provisions of the Russian legislation relating to historical settlements and historical and cultural reserves. The article offers the author's definition of historical and cultural territories, and also puts forward a number of proposals to change Federal legislation, in particular, to adjust the concept of a landmark and its types of objects, the legal regime of a landmark, to make changes to the legislation on museums- reserves, as well as to abolish the rules relating to historical and cultural reserves. The paper identifies promising areas for further research on this topic and ways to improve legislation on the protection of cultural heritage.

The paper concerns the preservation of the cultural heritage objects and their adaptation to modern usage which highly depends on their unique properties and the adaption process. Research into and systematization of the cultural heritage are necessary to create a flexible system of adaptation and preservation specificity of the cultural heritage and ensure the sustainable development in this field. The purpose this work is to systematize the existing cultural heritage objects, analyze their components, and classify according their types. The typology of the main characteristics of cultural heritage objects is based on these data to propose a hypothesis of the components to be protected for each type of cultural objects. The paper concern is the definition of the components to be protected in accordance with the current legislation on the cultural heritage preservation, such as a hospital complex in Saint-Petersburg. The hospital complex infrastructure includes administrative buildings, prosecutorial, mortuary, pharmacies, apartments for doctors, poorhouses. Their spatial structure and architecture composition reflect their specific functions on the one hand, and esthetic, architectural and urban characteristics on the other. The analysis is given to the publications on this issue and the integrated systematization of the components to be protected is proposed, including more or less problematic aspects, such as urban planning and intangible dimensions. The hospital complex components are proposed for the protection taking into account their characteristics, location in the urban environment, compositional components, visual directions and intangible characteristics.

The importance of examining stained 1 to 2μ plastic sections by light microscopy has long been recognized, both for increased definition of many histologic features and for selection of specimen samples to be used in ultrastructural studies. Selection of specimens with specific orien ation relative to anatomical structures becomes of critical importance in ultrastructural investigations of organs such as the lung. The uantity of blocks necessary to locate special areas of interest by random sampling is large, however, and the method is lacking in precision. Several methods have been described for selection of specific areas for electron microscopy using light microscopic evaluation of paraffin, epoxy-infiltrated, or epoxy-embedded large blocks from which thick sections were cut. Selected areas from these thick sections were subsequently removed and re-embedded or attached to blank precasted blocks and resectioned for transmission electron microscopy (TEM).

The purpose of the research work is to analyze the norms of Federal laws, as well as the laws of the Russian Federation's constituent entities, devoted to the definitions and classification of the concepts “cultural heritage”, “historical and cultural monuments”, “cultural values”. Conclusions obtained in the course of the research: based on the study of current legislation, it is concluded that the definitions of “cultural values”, “cultural property”, “objects of cultural inheritance” contained in various normative legal acts differ in content. Based on the research, the author proposes the concept of “cultural values”.
