The fulfillment of renewable energy supported by environmentally friendly technology is important for the Indonesian people especially in the border areas of Indonesia and Timor Leste today. This is a preliminary study that aims to map the possibility of wind energy in the border areas of Indonesia and Timor Leste, especially in North Central Timor District, East Nusa Tenggara Province, Indonesia. The method of research is the qualitative method with participatory observation approach. The results of the study found that the potential of wind energy in Mount Ainiut that can generate electricity of 7 x 3.5 = 24.5 Megawatts can be consumed 20,000 homes and small industries scattered around the West Timor Region. Local people are also open to accept the construction of microgrid electric technology facilities based on wind energy that is environmentally friendly. The findings of potential wind and acceptance of local communities can be important information for the Indonesian government to adopt relevant policies to support development efforts to provide electricity for communities in Indonesia's border regions of Indonesia and Timor Leste where satisfactory electricity needs are not yet met. Collaboration of the private and government sectors, especially the ministries in charge of the mineral resources of the Republic of Indonesia is very important. This has a positive impact on the economic growth of societies in the border areas of Indonesia and Timor Leste.

The article analyzes the organization of a new mineral resource center in the Arctic, which can be formed on the territory of the regions of the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory. The creation of the center will have a positive impact on the spatial and socio-economic development of the Arctic territories of Russia and will expand interregional cooperation in the directions “north-south” and “westeast” within the framework of building value chains. The connection between the mineral resource center and the industrial regions of the country will be ensured. However, there are limitations that hinder the establishment of the center. The main constraints include infrastructural (transport, energy, telecommunications and others), personnel (access to skilled labor), intraregional and interregional differences. The most important condition for the implementation of the project is the possibility of obtaining a synergy effect from the placement of projects for the development of mineral resources within the framework of a single infrastructure. This effect can be obtained both for companies participating in the creation of a mineral resource center and for the state (both at the federal and regional levels).

This article sets out the objectives of developing analytical work in investigating criminal offenses, with particular reference to preventing and combating corruption offenses in the Republic of Moldova. Also, were analyzed the changes in legislation, which had a positive impact on the analytical activity carried out by the National Anticorruption Center, and it proposes new measures for the development of this activity in terms of science, education and institutions. The results of the research outline the need to develop guidelines for the training of future intelligence analysts, the approval of a model of criminal analysis at the national level and the introduction of a new discipline of study in police faculties - criminal analysis.

Subject. We consider the economic relations that arise in the process of formation and implementation of the regional tax policy. Objectives. The purpose is to analyze the regional tax policy considering the Republic of Dagestan as a case study. Methods. The study employs methods of statistical, economic and mathematical, and systems analysis. Results. We propose measures that may be implemented in the system of tax policy of the Republic of Dagestan and contribute to its improvement in conditions of financial instability. Nevertheless, these proposals require further attention, a deeper level of design and development of testing scheme. They may also be used to study the tax policy of the region. Conclusions. The comprehensive analysis shows that the tax policy and other approaches to the regulation of the economic life of the country have advantages and disadvantages. It is obvious that the application of these tools may have a positive impact on the economy.

Rabies control programs include preventive immunization of farm and domestic animals, catching stray dogs and cats, oral vaccination of wild animals, and measures to control the number of the wildlife. Rabies in ruminants is a deadlock in the rabies epizootic situation. Rabies in ruminant animals is the result of the epizootic process in wild animals of the area, even if the process is not recorded. The more than doubled decrease in the number of cattle the European part of Russia saw in recent years resulted in a decrease in cases of rabies in these animals. Vaccination forms the animal group that prevents the further spread of infection, and further reduces morbidity. The paper presents the data on the rabies epizootic situation on the territory of Tatarstan in 2018, preventive measures against the epizootic situation among domestic, wild and farm animals. Also, it presents laboratory results of blood 51 DOI: 10.31563/1684-7628-2019-51-3-48-52 Вестник БГАУ / Vestnik BSAU, 2019, № 3 serum samples in the cattle vaccinated against rabies in some areas of Tatarstan and border areas of Bashkortostan. The study results indicate that both regions take effective measures against rabies. The incidence of rabies in farm animals is minimized due to a large number of vaccinated animals, and preventive measures taken against rabies among wild animals. Revaccination of cattle is needed in a number of areas to ensure better protection of animals.

Nowadays, more and more consumers consider environmentally friendly products in their purchasing decisions. Companies need to adapt to these changes while paying attention to standard business systems such as payment terms. The purpose of this study is to optimize the entire profit function of a retailer and to find the optimal selling price and replenishment cycle when the demand rate depends on the price and carbon emission reduction level. This study investigates an economic order quantity model that has a demand function with a positive impact of carbon emission reduction besides the selling price. In this model, the supplier requests payment in advance on the purchased cost while offering a discount according to the payment in the advanced decision. Three different types of payment-in-advance cases are applied: (1) payment in advance with equal numbers of instalments, (2) payment in advance with a single instalment, and (3) the absence of payment in advance. Numerical examples and sensitivity analysis illustrate the proposed model. Here, the total profit increases for all three cases with higher values of carbon emission reduction level. Further, the study finds that the profit becomes maximum for case 2, whereas the selling price and cycle length become minimum. This study considers the sustainable inventory model with payment-in-advance settings when the demand rate depends on the price and carbon emission reduction level. From the literature review, no researcher has undergone this kind of study in the authors’ knowledge.

Curent situation of raw material base and study of limestone like construction stone deposits in the Republic of Serbian were relatively poorly considered during the last decades, and the main problems are the following: low production capacity fragmentation of production, needs for raw materials homogenization and delivering of standard quality, undeveloped market, the recession of the domestic economy and the economies in the region, the relatively low level of exploration by many deposits, especially lack of knowledge of the occurrence legality for certain types and quality of raw materials and lack of complete quality indicators for raw material, which sometimes causes the utilization of only the highest quality deposit parts.This paper provides an overview of active quarries in the Republic Srpska with exploitation of limestone like technical building stone and present an attempt to determine the basic quantitative and qualitative characteristics of the raw material and the current working conditions at these quarries. The purpose of such a review would be in an effort to create a clearer picture about production, market, social and other aspects of the limestone exploitation in the Republika Srpska and the realistic possibilities of maintaining and developing of these mineral resources utilization, which can certainlybe interesting for the development of many other industries in the Republic Srpska.

Abstract The views regarding the role and the need for state development banks have evolved in the 20th century, from considering their role as very important in the 1950s, through the stance of their inadequacy and ineffectiveness, to a renewed interest for public development banks at the beginning of 21st century. In this study we will concentrate on the state development banks as an important instrument of state financial support to small and medium sized enterprises (SMEs). The Republic of Srpska Investment-Development Bank (RSIDB) provided the empirical context for our research. By applying the Mann-Whitney U Test and the correlation analysis the authors examined the effect of RSIDB loans on certain business performance indicators of SMEs. From the results of Mann-Whitney U Test it can be concluded that the average sales, number of employees and net profit in the five-year period after using the RSIDB loan is statistically significantly higher for the RSIDB borrowers compared to non-borrowers. The results of correlation analysis show that there is statistically significant positive correlation of medium strength between the use of RSIDB loans and the total sales, net profit and number of employees in the 5-year period after using the RSIDB loan. The study showed the positive impact of RSIDB loans on the growth of sales, net profit and employment of SME borrowers.
