The most important problems concerning the organization of railway traffic is continuous provision and systematic improvement the level of safety of services provided by railway transport enterprises. This safety results from many factors – including condition of the infrastructure, state of superstructure or the way of conducting railway traffic. This article covers railway infrastructure within its scope. In this regard include, among others take appropriate actions to monitor its condition. One of the methods may be the audit of the railway line in terms of infrastructure condition. The purpose of the article is to present the method of railway line audit in the area of infrastructure. The concept of railway line audit from the point of view of infrastructure status was defined in the paper. The audit method was presented along with the identification of problems that may occur as a result of the audit and suggestions for solutions to these problems. The presented method was verified for a selected railway line in Poland railway line No. 12 Skierniewice – Łuków. The possibilities of improving the condition of this line were proposed together with the estimation of the amount of expenditures necessary to make therefore and time gains achieved through improvement.

Nowadays, thanks to funds coming from various sources -including the European Union, intensive modernization and revitalization works regarding railway transport infrastructure are carried out. These works include both the railway surface and the change in the way of conducting railway traffic on both open lines and operating control posts. During modernization and revitalization, efforts are being made to introduce more and more new solutions in both mentioned areas. However, there is no multi-criteria method that would allow to assess which method seems to be the most advantageous. The aim of this article is to present a multicriteria method of choosing the method of conducting railway traffic on the open line for modernized and revitalized railway lines. It should be noted that the basic group of criteria in the method applies to the organization of railway traffic. The article discusses the basic issues regarding the modernization and revitalization of railway lines, ways of conducting railway traffic on open lines and multi-criteria assessment methods. A multicriteria method for selecting the method of conducting trains was presented and it was verified for a selected railway line in Poland.

The train timetable is a crucial document for organization of railway traffic. A high-quality train timetable is not only implementable in operational environment, but also efficient in terms of capacity utilization of railway infrastructure. In this paper, we try to solve the train timetabling problem of a double track high-speed railway line with heavy traffic and trains with different operational speeds are operated. In order to obtain a feasible timetable with high efficiency, different kinds of headway time are distinguished in the process of train timetabling. With a time expanded graph describing train movements, an integer linear programming is formulated. A branch and price algorithm is proposed to solve the model. The case study shows that more trains will be scheduled when different kinds of headway time considered.

The railway and the Rail Traffic Control Systems installed on it in Poland have recently experienced rapid technologi-cal development. This is undoubtedly due to the funds that Poland receives from the European Union for the moderni-zation of railway infrastructure. The development of modern railway infrastructure means not only stations, modern rolling stock, but also safe and reliable train control systems based on the latest telecommunications and information technologies. For a longer time, radio communication based on the GSM-R (GSM for Railways) standard is being introduced on PKP. For this purpose, dedicated infrastructure is being built in order to use this technology for railway traffic. This is associated with huge investment costs. Since the beginning of its existence, research has been conducted worldwide on the use of LTE (Long Term Evolution) technology for conducting railway traffic. For economic and technological reasons, it is necessary to study other possibilities of using modern telecommunications infrastructure not yet dedicated to railway tasks in these open networks. The article will present research on the use of open radio communication network based on LTE standard for rail traffic and passenger comfort. It will discuss the research method and selected results of measurements made on railway line no. 4. The choice of this railway line was dictated by two factors. The first one resulted from the maximum train speed, the second one is the variety of rolling stock used on this line (compartmental and non-compartmental wagons). The part of research concerning collection of measurement material was performed within the framework of completed research work PBS3/A6/29/2015. As a result of conducted in-depth literature analysis as well as performed measurements and calculations, it allowed to develop a model and software for simulating system operation in real conditions. This system allows to send railway telegrams on appropriate safety level defined in standardization documents. The research proved the possibility of using an open system in the LTE standard for the transmission of signals for railway traffic control and passengers while maintaining an appropriate level of safety. The only limitations which were indicated by the tests are improper radio interface coverage of railway lines. Appropriate planning of radio coverage of railway areas by radio communi-cation operators (so far ignored) with proper cooperation of infrastructure manager can lead to launching efficient communication system without necessity to build specialized infrastructure for railway.

There is no economic grounding and estimation of costs incurred to the State by the establishment and operation of the railway infrastructure management enterprise. In this regard, the article deals with the evaluation of reforming the railway transport sector in other countries and analyses the comparison of restructuring models according to the experience of the EU member states as well as evaluates the selection of models proposed by foreign theoreticians and from an economic point of view justifies the most relevant model of reforming Lithuanian railway transport sector.

Regionalny kolejowy transport pasażerski w ostatnich latach dotknięty był zmianami w kontekście organizacji przewozów. Dotyczy to kwestii zarządzania oraz zasięgu obsługiwanej sieci kolejowej. Zauważalne są tendencje do reaktywacji połączeń oraz tworzenia nowych powiązań komunikacyjnych. Jest to związane zarówno z obsługą aglomeracji miejskich, jak i transportu regionalnego. Proces kreowania nowego układu komunikacji kolejowej oparty może być na reaktywacji nieczynnych tras albo budowie nowych połączeń. Procedura przejmowania niewykorzystywanych linii przez samorząd województwa jest elementem odtwarzania pierwotnego systemu kolejowego. Z jednej strony pozwala to na zachowanie infrastruktury, a z drugiej może być rozwiązaniem służącym poprawie dostępności transportowej. Przyczynić się może do zmniejszenia zjawiska wykluczenia transportowego. Dodatkowym działaniem może być wykorzystanie transportu autobusowego jako pełniącego funkcję dowozową do linii kolejowych. Przeprowadzone badanie wykazało, że na terenie województwa dolnośląskiego przejęto 16 linii, a kolejnych pięć jest planowane do włączenia do systemu kolejowego. Większość tras ma charakter krótkich odcinków łącznikowych. Badanie wykazało brak umiejscowienia większości z nich w głównych dokumentach planistycznych (m.in. plan transportowy województwa). W ujęciu przestrzennym największa koncentracja przejętych tras występuje w południowej części województwa oraz w obrębie aglomeracji wrocławskiej. Całość działania samorządu powinna mieć charakter kompleksowy, a efektem powinien być wojewódzki system regionalnego transportu publicznego. Problems of taking over of the railway infrastructure by local governments – an example of dolnośląskie voivodeship Regional passenger rail transport has been affected by changes in the organisation of transport in recent years. This concerns both management issues and the extent of the railway network served. There are noticeable tendencies to reactivate rail connections and to create new transport links. This is related both to service of urban agglomerations and regional transport. The process of creating new railway communication system can be based on: reactivation of inactive tracks or building new connections. The procedure of taking over unused lines by voivodeship self-government is an element of restoring the original railway system. On the one hand it allows to preserve the infrastructure, and on the other hand it may be a solution for improving transport accessibility. It may contribute to reducing the phenomenon of transport exclusion. An additional measure may be the use of bus transport as a feeder to the railway line. The survey carried out has shown that in Dolnośląskie voivodeship 16 sections of railway lines have been taken over and another 5 are planned to be connected to the rail system. Most of the routes are short connecting sections. The study showed that most of the routes are not located in the main planning documents (including the voivodeship transport plan). From the spatial point of view the highest concentration of routes takes place in the southern part of the voivodeship and within the Wrocław agglomeration. The entirety of the local government’s activities should be of a comprehensive nature, and the voivodeship’s regional public transportation system should be the result.

ResumenEl trabajo analiza el curso Ética Profesional en la carrera de Derecho en la Universidad Católica de Temuco. Examina la forma como se abordaba la ética profesional antes de la creación del curso, y lo que ha ocurrido con él a través de sucesivos cambios curriculares y la introducción del modelo por competencias. El curso aporta al sello identitario, mediante un enfoque multidisciplinario. El curso ha vinculado teoría y práctica, desde que comenzó a implementarse, hasta llegar actualmente a comprenderlo en la lógica de competencias. Esta mirada implica formar a los estudiantes para resolver dilemas éticos, lo que se hace mediante la metodología del ver–juzgar–actuar. Esta metodología de discernimiento es propia de la tradicióncatólica, pero se usa en este contexto sin un cariz religioso. El método en cuestión permite ir educando la autonomía a fn de tomar decisiones. Se analiza la importancia de contextualizar la enseñanza ética y la forma como esto se ha hecho en el curso. It reviews the way in which ethics was addressed before the course was created, and what has happened with it through the subsequent curricular changes and the implementation of a competency based model. The course contributes to the seal of identity through a multidisciplinary approach. Theory and practice have been progressively bound together since the course was introduced, to reach a point, nowadays, in which the course is understood within the logic of competencies. This point of view implies educating students for solving ethical dilemmas, which is done through the see–judge–act methodology. This discernment methodology belongs to the Roman Catholic tradition, but is used in this context without its religious complexion. This method allows educating autonomy in order to make decisions. It also analyses the importance of contextualizing ethics education and the way in which this has been done in the course. Finally, it addresses the relevance ofcreating an ethical consciousness of the students.Keywords: Teaching experience – Professional Ethics – Discernment method

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

AbstractSimulation modelling is one way to determine the capacity of railway lines. The specialized software tool OpenTrack was used for simulation. The aim of this paper was to find out whether the OpenTrack simulation software can be used for the calculation of headway, and to compare the results with the methodology of the Railway Infrastructure Administration (SŽDC). Using the software tool, a detailed transport network model can be created including all its important characteristics. The simulation follows the movements and behaviour of trains with predefined parameters on the modelled railway line. OpenTrack allows for monitoring a range of parameters including not only train delays, train conflicts and train traffic flow, but also for instance train energy performance and headways. During the first stage of work with OpenTrack, a simulation model was created, not reflecting any existing infrastructure but including parameters typical of railway lines in the Czech Republic, such as the configuration of gridirons, length of station tracks, size of block sections, etc. This model was subsequently used for the simulation of type train set journeys, and a headway calculator was used for the calculation of headway values. These values were compared with the methodology used by the Railway Infrastructure Administration. The paper is concluded by the comparison of the above mentioned approaches.

In order to provide information on the way in which use of drugs - and of alcohol and tobacco -among young people changes over a period of time, the Norwegian National Institute for Alcohol Research has each spring, since 1968, conducted a survey of the youth of Oslo to determine their use of these drugs. The results are of significance not only from a scientific point of view but also from the point of view of practical policy-making. For instance, since 1974 there does not seem to have been any increase in alcohol consumption among the youth of Oslo, a fact which may reflect the measures which were introduced at that time in order to curb alcohol consumption among young people in Norway.

What is remix today? No longer a controversy, no longer a buzzword, remix is both everywhere and nowhere in contemporary media. This article examines this situation, looking at what remix now means when it is, for the most part, just an accepted part of the media landscape. I argue that remix should be looked at from an ethnographic point of view, focused on how and why remixes are used. To that end, this article identifies three ways of conceptualizing remix, based on intention rather than content: the aesthetic, communicative, and conceptual forms. It explores the history of (talking about) remix, looking at the tension between seeing remix as a form of art and remix as a mode of ‘talking back’ to the media, and how those tensions can be resolved in looking at the different ways remix originated. Finally, it addresses what ubiquitous remix might mean for the way we think about archival material, and the challenges this brings for archives themselves. In this way, this article updates the study of remix for a time when remix is everywhere.
