The article deals with social responsibility system development of the state, business, society. It is shown that the characteristic of development and the result of social responsibility of the state, business, society is the high quality of socio-economic development, balancing the interests of all participants in social relations. Modern complex social relations actualize social issues both within individual countries and in the world dimension. The problems of social responsibility of the state, business, and society concern a wide range of economic, social, financial, environmental and political aspects. The article presents generalized standards and conditions for the development of socially responsible state, business, and society, which are mediated by financial flows. A meaningful characteristic of state, business and society social responsibility development is the social relations institutional participants financial flows focus, which should be considered in unity with the global system and relevant world processes during globalization. The problems of financial flows direction in the conditions of financial and economic globalization are considered. In Ukraine, social responsibility of the state, business, society is non-systemic, fragmentary, situational.

Corporate social responsibility (CSR) is a tool used by companies to establish positive relations with their surroundings and gain a competitive edge. This also relates to centres providing services, such as seaports. In the past, these served as loading/off-loading and storage stations as well as ship terminals. At present, they have become versatile complexes administering land and infrastructure as well as playing host to numerous enterprises which offer a wide range of services to carriers and freight forwarders. Not only individual businesses but also entire port service hubs can, or even should, be socially responsible nowadays. The topic of this research is the social responsibility of sea ports. This article will discuss the social responsibility of the Port of Gdynia. The objective is to present socially responsible actions taken by Gdynia Port Authority SA and the largest port operators and to assess the progress made on the implementation of CSR there.

Theoretical substantiation. Lithuania, as an EU member contributing to the Lisbon strategy, aims at building a competitive and dynamic knowledge-based economy, grounded on sustainable economic development, harmonious relations between business, government and civil society. It has approved CSR development vision and development as well as implementation of its priority areas (Astromskiene, Adamoniene, 2009). Social responsibility of the organization is also integrally linked with the organization’s management culture represented by the criteria such as scientific knowledge management, the ability to apply leadership activities, perception of its own role in organizational and social structures, the organization of processes, personal culture and leadership. These are the factors which provide conditions for socially responsible, environmentally sustainable organizational behavior (Andriukaitiene, 2013). According to Z. Simanaviciene, A. Simanavicius and R. Kovaliov (2012), companies that decide to implement the concept of corporate social responsibility first need to define the priority of the area of corporate social responsibility: social responsibility to employees, social responsibility to the local community, social responsibility to the environment and expansion of the company’s value. According to the authors, companies implementing the company’s social responsibility (hereinafter CSR) have to understand that only innovative, high-quality producing and the best consumer-oriented companies can expect to increase their competitiveness and market value after implementing CSR, in particular regarding the positive attitude of the population and willingness to buy their products. V. Juscius and A. Sneideriene (2013) highlight that CSR practice helps to obtain “the public license to operate”, take into account environmental and social issues, create success measurement tools, enhance the brand, improve the company’s financial activities, attract and retain the best employees, increase productivity, improve the quality of goods and services, avoid legal violations, raise capital, avoid public discontent. According to R. Ciegis and R. Norkute (2012), larger organizations uniting more employees as well as providing their goods or services to a greater consumer market are interested in and aim to implement company’s social responsibility. The object of the survey was the reliability of the questionnaire subscales. The aim of study was to verify the organization’s and the employee’s social behaviour questionnaire subscales and their methodological characteristics. The following research objectives were set to achieve the aim: 1) to discuss theoretical aspects of the corporate social responsibility; 2) to validate the reliability of scales and their methodological characteristics; 3) to compare the methodological characteristics of the questionnaire scales Methods Scientific literature analysis and questionnaire survey methods were used. These methods were used for empirical data processing: factorization (primary and secondary), psychometric characteristics for the determination of the reliability of scales. The study sample consisted of 1717 respondents representing all layers of the organization’s staff according to the positions. The survey was conducted in two industrial company groups with 1915 employees in total (1030 and 885 employees) during the study period. The survey nature and terms were combined with the group of companies’ senior management. The empirical study was conducted using article author’s developed questionnaire. The survey carried out in July – August of 2013. The study data was processed using SPSS (Statistical Package for the Social Sciences) programme (Version 21). Findings. Results of this study are one of the constituent parts of the research “Establishment of management culture level in order to implement the concept of a socially responsible company”. Only the methodological characteristics of the social responsibility unit scales of the questionnaire are provided in this article. The study results confirmed that the organization’s social behavior and employees’ social behavior scales can be used separately from the management culture block in the questionnaire. Both social responsibility scales matched reliability and validation requirements and no significant differences between the quality characteristics of these scales were observed. The calculations show that the questionnaire is adequate to diagnose the company’s readiness to become socially responsible.

A socially responsible business is of considerable interest to a wide range of subjects, since it provides significant benefits to all members of society. Such business solves the social problems of residents with their direct participation, that is, with maximum consideration of their interests and, therefore, it becomes widespread in the contemporary global practices. Therefore, the recommendations regarding further development of social responsibility of businesses in Ukraine and Russia, in particular, in the field of trade, are highly relevant, which has determined the chosen topic.The purpose of this study is to assess the level of social responsibility of business enterprises in Ukraine and Russia and to formulate recommendations for its further development.The research revealed insufficient level of development of social responsibility of business in the field of trade in two countries. The study of the programs of social responsibility in the most active companies in two countries on this issue showed that consumer support programs are the most widespread. However, according to the official research results, the populations of Ukraine and Russia expect more active support from the staff of these companies.The work substantiated the expediency of creating a single state information resource of general use, which should accumulate the most important social projects in each country. It also proved the necessity to increase the participation of civic organizations in the implementation of joint social and trade activities, which requires the creation of the appropriate legal conditions.Ultimately, trading companies are encouraged to increase the volumes of funding for the prioritized areas of socially responsible investments, that is, to intensify the development of social responsibility to support labor practices.

The theoretical bases of the social responsibility of business, the search for perspective directions of its development, as well as the historical aspects of the formation of the social responsibility of entrepreneurs abroad and in Russia are considered. The full characterization of external and internal directions of social responsibility is given, its multi- level character, conceptual definitions are shown. Thus, American scientists in their work on management in the United States define social responsibility as the actions of an organization that are undertaken for the benefit of society voluntarily, and not on demand. In modern Russian science, the social responsibility of business is defined as a broad concept that includes the complex responsibility of a business partner, employer, citizen and participant in social relations; as well as social responsibility implies the entrepreneur’s refusal to carry out activities that could harm society, in other words, the business should follow the principle of do no harm, and help. It is noted that in recent years in the Russian Federation the issues of social responsibility of business are considered in relation not only to large, but also to small business. It has been established that the interests of pharmacy workers today are not only in obtaining decent wages, but also in realizing goals such as job satisfaction, respect for the individual, support for education and career, etc. Long-term directions for the development of social responsibility of pharmacy organizations are formulated. A list of socially responsible labor practices is defined, the main ones being: the provision of comfortable and safe jobs; development of labor potential of employees (competence, skills, training, career growth, etc.); building of confidential relations of the employer with employees (truthful informing about the state of affairs in the organization, avoidance of deception and discrimination of employees), etc. Socially responsible labor practices can become the basis of their own social programs of employers, which will not only avoid the turnover of staff, but also attract the best specialists in the market, ensure the growth of the reputation of the organization and improve its image, which in the long run will be a promising advantage in the competition between pharmacy organizations.

The aim of the article is to analyze promising areas of socially respon­sible business development in Kazakhstan. The term «socially responsible business» the author understands a wide range of actions of private capital in the development of specific areas (regions, communities, conglomerates), where the company is located, care for the environment at its place of operation, contribution to the economy as a whole and social capital employee, in particular. The article considers socially responsible business as one of the key markers of sustainable development of regions and the state. Based on a sociological analysis of key aspects of modern development of socially responsible business, the author concludes that strengthening the social responsibility of business, encouraging social activity of entrepreneurs are necessary conditions for sustainable development of society. In addition to the positive trends on the way to the formation of corporate social responsibility, there are many unresolved issues current issues and problems that need to be solved and studied by scientists.

Social Responsibility is a concept that has been approached from different perspectives by theoreticians and institutions. Initially, this was limited exclusively to companies, however, the creation of the Social Capital, Ethics and Development Initiative by the Inter-American Development Bank (IDB) sought to make educational institutions aware that, like any other organization, they are responsible for the externalities they generate in their environment and their stakeholders. This research approaches the concept of University Social Responsibility (USR) from the scheme proposed by the IDB, which proposes four axes of action for Universities’ CR: Responsible Campus, Professional and Citizen Training, Social Management of Knowledge and Social Participation. The Universidad del Valle has a strategic plan entitled “Universidad del Valle’s Strategic Development Plan” and Regionalization attached thereto. It has also developed its action plan and in the five strategic issues raised herein, its socially responsible approach is clearly identifiable. The North Cauca Facility wherein this study is being developed, even though it does not have a University Social Responsibility Management Model, has attempted to align its practices with its strategic affairs that broadly conform to the four axes proposed by the IDB. This research addresses a relevant and current issue inasmuch as it proposes to develop a diagnosis on the relationship between the four axes of Social Responsibility proposed by the IDB and the practice of Social Responsibility applied at the Universidad del Valle, North Cauca Facility, for the period 2014-2015. In order to answer the research problem, a qualitative, exploratory and descriptive type of study is used, given that the work was based on the documentary information available at the University, while the interviews with the directors of the Institution are used as a tool for oral history. The research method used is the case study, which allows to address a unit of analysis in depth, in this case the USR within the Universidad del Valle, North Cauca Facility.

Corporate Social Responsibility (CSR) earlier applied as corporate philanthropy and has been in practice in India since ages. However, philanthropy in globalised and modern India does not solve the purpose in quantity and quality. Clause 135 of Company Act 2013 created huge hue and cry among the business community in India. As per clause 135 of the Companies Act, 2013, Every company with an annual turnover of 1,000 crore INR ($161 million) and more, or a net worth of 500 crore INR ($80 million) and more, or a net profit as low as five crore INR ($800,000) and more have to spend at least 2% of their average net profit over the previous three years on CSR activities. With the introduction of new Company act 2013 India became the first country in the world to have legislation for compulsory CSR spending. The paper aims at analyzing the motive of making CSR spending mandatory and it also attempts to explain the concept of CSR in the present Indian scenario, the social issues addressed by the Indian corporations, and methodologies adopted by them to address those issues.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

In modern conditions, the social component of business is becoming increasingly important both for organizations and for society as a whole, since, as many years of experience show, those enterprises that develop their socially-oriented activities are more trusted by the state, investors, counterparties, creditors and other business partners. The social responsibility of business helps minimize the negative impact of the enterprise's production activities, the formation of an atmosphere of trust, predictability and common values in society, thanks to which, business becomes economically and socially more sustainable. In this regard, relevant issues are related to the assessment of the level of social responsibility of the enterprise, determining the main directions of social development of companies. The economic essence of the concept “corporate social responsibility” has been studied and specified in the article, the main directions of the corporate social responsibility of business assessment are examined. For a comprehensive assessment of corporate social responsibility, a system of indicators is proposed that takes into account its following components: the development and implementation of human resources, the formation of environmental sustainability and the implementation of socially significant projects.
