Introduction. Contemporary challenges to the development of education imply the search and understanding of highly effective approaches and management methods. Experts who have conducted PISA studies in Western educational systems have identified a direct correlation between the autonomy of an educational institution and the results of its activities. The extrapolation of PISA results in the Russian education system is possible only with unified theoretical approaches to understanding the conceptual unit of "autonomy", the category "autonomy of an educational institution" and the principle of autonomy, as well as a sociological study, the respondents of which are the heads of educational institutions in Russia. The purpose hereof is a conceptual analysis of existing approaches to understanding the phenomena of "autonomy" and "autonomy of an educational institution" in the legal framework of the Russian education system, in domestic and foreign sources. A certain set of indicators of the phenomenon of autonomy in the Russian educational environment was used in this research as the main toolkit for achieving this goal. Materials and methods. The ideas of the systemic and activity approaches, the general scientific method of comparative analysis serve as the methodological basis of the research. The content-invariant foreign and domestic sources served as the platform for quantitative and qualitative content analysis. In addition to general scientific methods, within the framework of this research, a private scientific survey method was used in the form of a questionnaire survey of the heads of general educational institutions. More than 10 thousand school principals from 84 constituent entities of the Russian Federation took part in the experiment in the course of the sociological research "Autonomy of educational institutions: results and prospects". Research results. The study reveals the theoretical and practical aspects of the implementation of the autonomy principle in the educational system of the Russian Federation. The analysis of domestic and foreign thesaurus on the problem of the autonomy of an educational institution was carried out. The authors dwell in detail on the mechanisms for introducing the principle of autonomy in the educational process in Russia, identify existing obstacles to the implementation of the provisions declared in the legal field. Clustering of elements (indicators) that determine the degree of autonomy is significant for further research of the phenomenon of "autonomy of educational institutions".

Volunteering is actively developing in the Russian Federation and around the world. Society that takes part in volunteer projects has a high level of civic identity, morality and forms humanistic values among young people. Volunteer movement is a tool to reduce the level of antisocial and extremist behaviour.Approximately 15% of the population of the Russian Federation is involved in volunteering activities at the present time. Thanks to the volunteer organizations created in educational institutions, the government creates positive image of a volunteer. At the same time, there is a problem of public distrust in this type of activity due to the lack of awareness of volunteer organizations and their projects. Organizers of the volunteer movement face the problem of lack of information about volunteering that entails the difficulties in setting goals and objectives of the volunteer organization. It is necessary to identify the information needs of volunteers, as well as to create an information field where they can meet these needs. There is no resource with comprehensive information about volunteering activity in Russia. Information needs of participants in such type of projects cannot be fully met. The main source of information is the portal “Volunteers of Russia”. It allows you to get e-book of a volunteer, register a volunteer organization, create an event and apply for participation in an existing project. However, the system has a number of factors that make it difficult to keep accurate records of volunteer activities; it is more designed to attract attention to projects. In 2018—2019, the study was conducted using the online survey (questionnaire). The survey involved volunteers (451 respondents) and their leaders (43 respondents) of the St. Petersburg Volunteer Movement “Our Future is in Our Hands”. The purpose of the study was to identify the information needs of volunteers and their managers. The survey results led to the conclusions: the availability of information resources on volunteering is not too high; the most interesting information is related to the experience of implementing volunteer activities, project development and management, the development of supra-professional skills. Volunteers prefer to use electronic documents. It is necessary to develop special programs and organize training courses on the formation of information culture of volunteers, to create a wider range of information resources for volunteers. One of the possibilities is to create a unified public resource that reflects different aspects of volunteering activities. It is important to form a comprehensive information support for volunteers.

The systematic nature of criminal law forms the main features of the industry, namely: normativity, universalism, that is, the absence of casuistry and obligation. The strict consistency of both the entire industry and its individual institutions allows avoiding the redundancy of criminal law regulation, clearly determining the legal status of a person in conflict with the law. However, the norms of the Criminal Code of the Russian Federation do not always meet these requirements due to defects in legal technology, and, sometimes, gaps in regulation. In practice, the courts, in an effort to minimize the above defects, sometimes resort to excessive criminal law regulation; as an example, the article gives the ratio of the application of suspended sentence and placement in a special educational institution of a closed type. The article analyzes sentences to minors in which Art. 73 and Part 2 of Art. 92 of the Criminal Code of the Russian Federation were simultaneously applied in one sentence for the same act. For a comprehensive study, the article analyzed sentences to minors held in special educational institutions of a closed type for the period from 2014 to 2020, criminal statistics posted on the website of the Judicial Department of the Supreme Court of the Russian Federation, as well as various points of view of leading legal scholars. The research methods of static observation, analysis and synthesis, the system-structural method, as well as a number of factographic methods, were used. The study develops from the general to the specific, i.e., first, systematicity is analyzed as a property of the branch of criminal law and then as a property of a legal institution, namely, the release of minors from criminal liability. Consistency as a property of the institution of exemption from criminal punishment presupposes the impossibility of intersecting elements within one institution. Special attention is paid to the legal nature of suspended sentence as the most common punishment measure for minors, and its effectiveness. Then the cases of the simultaneous application of Art. 73 and Part 2 of Art. 92 of the Criminal Code of the Russian Federation are analyzed. In the course of the study, the author examines the features of suspended sentence and placement in a special educational and educational institution of a closed type, compares these two forms of criminal liability, and highlights the differences. The conclusion is that the simultaneous placement in a special educational institution of a closed type and suspended sentence are a redundancy of criminal law regulation. The article raises the question of the need to improve the Criminal Code in terms of the development of placement in a special educational and educational institution of a closed type as a type of exemption from criminal punishment: the court is to be provided with the opportunity to control the juvenile offender’s correctional process.
