The purpose of the article is to substantiate the relevance of the development of cross-border education in regional university as an integral part of the innovative development of these universities and compliance with the trends of global globalization, including in higher education. The author’s position is based on the results of monitoring of the teaching staff of the Don State Technical University (Rostov on Don), which confirmed that the University teachers positively assess the situation in this University, its professional, technical and communication resources for the development of cross-border education, but are not ready to fully integrate into this process due to the lack of qualification and motivated focus of the University on the effective development of international education. The article discusses different points of view on the trends in cross-border education in the Don State Technical University, reveals the reasons for the low penetration of cross-border education in regional universities.

The analysis of the results of a questionnaire survey of heads of institutes, departments and members of Academic board of the State University of Management on a set of issues related to goal-setting in teaching managerial personnel has been presented. It has been revealed, on the one hand, a variety of respondents ‘ points of view, on the other hand, the presence of a sufficiently high degree of unanimity in goal-setting and ways of exit of the University to the trajectory of effective development. It has been concluded, that it is necessary to take serious measures to improve the quality of higher education using, first of all, rich domestic experience and strategic guidelines in the socio-economic development of the country.

Introduction. Managing the competitiveness of higher education organizations has been considered as a means of improving the quality of education and a tool for developing the innovative component of the domestic economy. The purpose of this paper, based on the materials of the conducted study, is to identify the factors determining the competitive position of the regional university and the opportunities to increase its competitiveness. Materials and Methods. The study employed the methods of logical, systemic, economic and statistical analysis, as well as the methods of sociological survey, expert assessments, structural analysis and design. The research methodology included comparison using the available data as well as graphical data visualization displaying the most common trends and showing the patterns of competitiveness of regional universities. Results. The regional university has been considered as a hybrid structure including horizontal and vertical connections of independent elements and interdependent ones. The phenomena of interaction, partnership and continuity of the organization of the regional education system have been analyzed. The effectiveness of the partnership between universities and secondary schools within the framework of hybrid educational systems formed by universities has been substantiated. Based on the empirical study, two functional models of the regional university have been developed which include its significant relationships in the regional educational space. Discussion and Conclusion. The study has confirmed the hypothesis of the importance of integrating the university into the regional educational space. The development of the university as a hybrid educational structure, its partnership with other educational organizations strengthens its competitive position. The functional models of the regional university as a hybrid structure and the methods for assessing its competitiveness, proposed by the author, may be useful for heads of educational organizations and regional authorities.

The article focuses on the activities that regional higher education institutions carry out in the market of educational services in difficult social and economic conditions. Such factors as the needs for educational services in the region, the demand for graduated specialists, the employers' requests, the established image of the university, the financial situation, the solvency of the population, etc. reflect the performance of the regional university. In the course of transition to the new federal state educational standards (FGOS 3 ++), the Russian universities assume certain changes in the structure of basic higher educational programs. On the one hand, this relates to increasing the choice of disciplines, on the other hand, the block of the obligatory disciplines should be strictly adhered to. These changes entail changes in the management of educational processes, therefore, control actions or decisions must be effective for increasing the competitiveness of the regional educational environment. The formulation of the problem of choosing management decisions in a fuzzy environment proposes a method of their selection based on a set of parameters that have been determined to assess the management of available resources and teaching staff for decision-making in the activities of the educational and methodological management of a regional university.

The article presents the results of the analysis of the process of expansion and diversity of communication channels in the university environment, which is relevant from the standpoint of achieving the goals of sustainable development in the field of education. It is shown that one of the most accessible and open communication channels, in which modern students are actively involved, is the channel of environmental communications. They have many manifestations, which corresponds to the most exceptionally wide ecological space, reflecting both individual and collective interests, features of a narrow professional attitude to nature and its civilizational understanding. A significant part of the disciplines studied in higher education contributes to the formation of students' environmental competencies. The specificity of the ecological approach to education and upbringing contributes to involvement of students in activities for the nature protection. The regularities of environmental communications functioning can be traced on the example of environmental education carried out at the Moscow Automobile Road State Technical University (MADI).

Lacking the resources and national recognition of large universities, small regional universities and state colleges must employ different strategies in the formation of IT partnerships with community organizations. Opportunities for mutually beneficial relationships with K-12 students and parents, current CIS students and alumni, CIS faculty, local businesses, the local IT industry, government agencies, non-profit organizations, and current and prospective employers of program graduates are plentiful. These relationships can lead to stronger curriculum, improved student job opportunities, increased enrollments, high quality adjunct faculty, private funding sources, and enhanced reputation of the IT program and the university within the region.

We substantiate the necessity of the student’s self-development ability formation in the conditions of multi-level educational programs implementation in a technical university. We ana-lyze various pedagogical and psychological approaches to the formulation and use in the relevant sciences concept of “self-development of a personality”. We explain the choice of a scientific ap-proach, in which self-development is defined as the process of purposeful activity of a personality in continuous self-transformation, conscious management of your own development, choice of goals, ways and means of self-improvement corresponding to your own life values and attitudes. We define one of the main tasks of technical universities – the task of updating and managing students’ professional education, the result of which is an organically formed personality capable of self-development through self-education and self-upbringing. We formulate external factors (scientific, academic, informational, social and sports bases of the university; research and professional activities at the educational stage; upbringing work under the guidance of lecturers and supervisors; academic work under the guidance of lecturers) and internal factors (factors contributing to students’ self-learning; factors contributing to the self-realization of your own plans and ideas) affecting the readiness for self-development of the future engineer. We substantiate the main external factor – the factor of personal influence of university professors on students’ self-development. Personal characteristics of the main types of technical university teachers are highlighted. We analyze the views of various scientific schools scientists on the problem of lecturer’s personality influence on the formation of self-education and self-development abilities of students.

This article analyses socio-biographical characteristics of the Leningrad State University (LGU) teaching staff, subjected to political repressions from 1935 to 1938. It determines the scale of repressions in LGU during the abovementioned period as well as identifies the groups of University teachers who were exposed to the highest risk of being repressed, taking into consideration their social background, party membership, ethnic origin, position in the University ranks, affiliation with a certain faculty or department, and other socio-biographical characteristics. Thus “socio-demographic portrait” of an average LGU teacher subjected to political repressions is formed within the framework of the current study. Apart from that, the article discusses the course of investigation and court proceedings, defining under which paragraph of Article 58 of RSFSR Criminal Code LGU teachers were sued. It specifies to what extent the severity of the verdict depended upon pleading guilty or not guilty by the accused, and upon which judicial or extrajudicial body the case was heard. Evidential basis used by investigators, including physical evidence, denunciations, incriminations and self-incriminations are also examined within this study. The efforts of NKVD to “reclassify” meetings between groups of fellow professors as “counterrevolutionary collusions of terrorists” are also considered in the article. At the same time, the article attempts to estimate the level of physical and psychological pressure to which suspects were exposed in the course of the trial in order to obtain from them the testimony needed for the prosecution. The study also traces the fate of the convicted LGU professors, namely the likelihood of them becoming the victims of subsequent political repressions after serving the sentence.

The participation in Erasmus and Erasmus+ programmes is the most popular form of mobility among the university teachers and other academic staff as well as students. The geographers of Klaipėda University can study in more than 20 universities of different regions of Europe, and the geography of studies expands from year to year. While studying in foreign countries, they not only deepen their knowledge, but also broaden the geographic scope, acquaint with new people and cultures, strengthen the knowledge of foreign language. From the other side, the students of foreign universities, having been chosen the geographic modules at Klaipėda University, have a possibility to see and learn about the nature of Western Lithuania, social and economic objects, the cultural environment. According to the foreign students, the studies are organized so, that academic staff is able to collaborate with each student immediately, and the atmosphere of studies is very good. Besides the foreign students, Klaipėda University receives also the foreign academic staff, organizes the international practices, develops the projects, and the academic staff of Klaipėda university has a possibility to visit the universities of foreign countries. Those visits give the invaluable benefit to the teachers, because one can receive more experience, and the newly adopted methods may be applied at Klaipėda University.

Aim/Purpose: The uptake of university by regional students has been problematic for various reasons. This paper discusses a program, initiated by a South Australian regional university campus, aimed at attracting regional students into higher education. Background: A qualitative descriptive approach to study was used to determine the value of the program on participating students and school staff. Year 10 students from Roxby Downs, Port Augusta and Port Lincoln high schools were invited to participate in a two-day regionally-focussed school-university engagement program that linked students with the university campus and local employers. Methodology: A survey was administered to determine the impact of the program. Perceptions about the program by school staff were gathered using a modified One-Minute Harvard questionnaire. While 38 Year 10 students and 5 school staff members participated, 37 students and 3 staff evaluated the program. Findings: The findings revealed that the majority of the students would like to attend university, but financial and social issues were important barriers. The students learned about the regional university, what it can offer in terms of programs and support, and the employment prospect following university. The school staff benefited by developing a closer relationship with students and becoming better informed about the regional university. Recommendation for Practitioners: One way by which university uptake may be increased is to provide similar immersion programs featuring engagement with employers, our recommendation to other regional universities. In increasing the levels of education, individuals, communities and the society in general are benefited.
