The purpose of the article is to identify the problems of sustainable development of Russia in the context of modern globalization processes and, based on a study of the factors of institutionalization of sustainable development, to propose directions of state policy to ensure it. The institutional methodology allowed the authors to study the genesis and development of the concept of sustainable development, as well as to highlight the structural features of Russian model of sustainable development. The logic of the article is focused on the analysis of the theory of sustainable development evolution, that made it possible to identify anomalies of Russian model and to develop public policy tools.

The article examines the problems of the formation of state policy in the context of the transition to sustainable development in terms of the search for new tools for its implementation. The authors analyzed modern factors influencing the formation of environmental and social policy in the field of achieving sustainable development goals. The factors that influence the process of achieving sustainable development goals in environmental policy are identified: environmental, organizational, legal and political. Also noted are the factors of a legal and political nature that affect governmental social policy. in the field of achieving sustainable development. New environmental and social instruments of modern governmental policy in the context of the transition to sustainable development have been developed: environmentalization and socialization of economic activity. Key words: sustainable development, ecologization of economic activity, socialization of economic activity.

The purpose of the article is to study patriotism in the system of value orientations of students, as well as tools for forming patriotic consciousness in the perspective of improving the state policy of Russia. The value core of student youth includes mainly intangible personal values; patriotism is included in the system "We are the feelings". The vulnerabilities are proposed to be leveled by changing the conceptual approaches, technologies for organizing civil and patriotic education; the complexity of the impact of various socialization agents is important. Public policy should be adjusted through monitoring of the federal cross-section as well as through the analysis of private cases of educational institutions.

Problem setting. The concepts of economic development at the beginning of the third millennium have largely exhausted themselves and require immediate revision and updating. The modern economic development of our civilization at certain intervals has more, so to speak, “side effects” which are a kind of price to increase the welfare of people. Among them there are two main vectors: first, the depletion of limited planetary resources, and secondly – an increase in waste. These two vectors are the most important in the development of Ukraine and the world as a whole, the implementation of the state policy of “green” economy will save our land and live in harmony with our nature.Recent research and publications analysis. Theoretical aspects of the concept of “green economy” are studied by the following scientists: Bublyk, Galushkina, Ivanyuta, Chmir, Yakovenko, Yarmolenko and others. Today, many countries, given the experience of the shortcomings of globalization processes, are actively looking for new models of further development.Highlighting previously unsettled parts of the general problem. The concept of “green” economy today is actively discussed at the level of international organizations, national governments, and among scientists. Despite this, there are few such studies at the scientific level in Ukraine. It should be noted that most of the research in the field of public policy of the “green” economy is carried out by foreign scientists. Therefore, there is a need to systematize scientific and practical knowledge about the new course of formation and implementation of state policy of “green” economy and the definition of basic concepts of “green” economy for Ukraine.Paper main body To generalize the basic concepts of “green” economy development as an object of state policy, to reveal the essence, goals and principles of “green” economy.The concept of “green” economy adopted by the world community is designed to ensure the harmonization of the three components of sustainable development – economic, social and environmental. “Green” Economy is not just a possibility but a compulsory way of development for all countries and nations if they want to ensure a secure future for their citizens. The transition to a green economy has a long and difficult path, but today a number of advanced economies and developing countries demonstrate leadership by adopting “green” economic strategies.Comparative characteristic of concepts of “green economy” is made, its purposes and principles are defined. It is emphasized that the model of “green” economy normalizes the interaction of human activity and nature. Summarizing all the concepts of “green economy”, which were considered in the paper, we can say that it embodied three areas – it is ecology, economics, social development.In this paper actualized problems in the transition of society to priority innovation areas “green” economy.The priority public policy based on the introduction of innovative environmentally sound technologies that will ensure the sustainable development of society in a strategic perspective. The author analyzes the concept as an important component of socio-economic development of the state, shows its importance to the national economy. Strategic priorities involvement of the Ukrainian regions’ “green” economics potential as the basis for the formation of “growth points” and “economic development areas” at the local and regional level has been reasonable. In paper it is proved that the development of “green” economics contributes to solute several system problems of the regions in Ukraine: reduces energy production, stimulates the transition to alternative energy, which creates jobs and improves the quality of life in the regions.Conclusions of the research and prospects for further studies Thus, the state policy of development of “green” economy is a new direction of strategy of many countries of the world which was formed during the last twenty years. It is believed that the development of public policy of “green” economy will ensure the development of most countries and save from the financial and environmental crisis.In view of the above, it is necessary to promote the ideology of public policy “green” economy as the main paradigm for the transformation of social change. Even with very conservative assumptions, the “green” investment scenario allows for decisive measures to achieve higher annual growth rates over 5 – 10 years and increases the reserves of renewable resources needed for the development of the world economy.

Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.

Recognizing the existence of a crisis of civil identity, Russian state proclaims patriotic values an integral part of Russian state policy in documents of strategic importance. The need to educate citizenship and patriotism has ceased to be only a theoretical problem, and has found its embodiment in a large number of federal and regional programs. In comparison with the previous decades, the role and importance of civic identity and civic competence in modern Russia are becoming much more important. The civil competence of the student is formed by education-pedagogically organized purposeful process of development of the student as a person, a citizen, the development and adoption of values, moral attitudes and moral norms of societies. National security strategy of the Russian Federation (2015) relates to Russia's traditional spiritual and moral values: the priority of the spiritual over the material, protecting human life, rights and freedoms of the individual, family, creative work, service to the Fatherland, the norms of morality, humanity, mercy, justice, mutual aid, collectivism, historical unity of the peoples of Russia, the continuity of the history of our country. The formation of the civil identity of the young Russian personality forms with the help of Federal state educational standards of primary General, basic General and secondary General education, so the state policy in overcoming the crisis of civil identity devotes a large number of documents and programs to the field of education. The article attempts to trace how through normative and legal acts the state consistently tries to overcome the crisis of civil identity, identified by the scientific and expert community. Following the authors of state programs and the expert community studying the problems of identity crisis, it is noted in the article that the formation of civil identity is one of the most important conditions for the successful development of the country.
