The article is dedicated to comprehension the process of technological education in relation to E-learning. The relevance of the study is determined by the situation connected with the COVID-19 coronavirus pandemic, which required various educational organizations complete transition to distance learning for an indefinite period. It is noted that various educational technologies have been gaining new implementations in the conditions of distance education. The trend towards the gradual rejection of traditional (explanatory and illustrative) teaching methods and the transition to innovative technologies that were being operated within the educational system over the past decades has undergone changes due to the widespread transition to distance learning. Traditional technology, which structure includes elements of interactivity and innovation, has proven its effectiveness in the circumstances of E-learning. The least effective ones, based on the authors’ university teaching experience were training and game technologies. The technology of developing training can be effective if a teacher meets a number of conditions, depends on methods, means, and others learning technologies. Project technology, heuristic learning, problem – based learning, case-study technology, and differentiated learning proved to be the most effective ones. It is noted that the effectiveness of technologies application in the process of distance learning largely depends on a’s teacher professionalism and creative approach. The conclusion is made about the dynamism of the educational technologies system, its dependence on the conditions of training and the rapid development of educational technologies in response to conditions changes.

Introduction. The relevance of the research is underpinned by the lack of conceptual and methodological framework for the upgrade of educational practices against the background of common transition to new educational technologies associated with e-learning and distance learning technologies. The purpose of this article is to identify the key features of constructivist pedagogy to build the educational design understood as a set of teaching practices to create a series of educational events that allow a teacher to acquire the necessary knowledge and skills in the most effective way. Materials and methods. We used methods of critical analysis of modern constructivist epistemology approaches; we applied methods of ideal type differentiation and content analysis; we used principles of definition of concepts reflecting the substance of constructivist pedagogical paradigm. Results. The analysis of modern forms of the constructivist pedagogical paradigm revealed its capabilities for overcoming crisis points in modern processes of common transition to e-learning formats and distance learning technologies. Increasing information competence of teachers will make it possible to leverage constructivist methods and stimulate the students' abilities to create their own sense of learning. Among the innovative educational technologies of constructivist pedagogy, there is a great potential for education related to the performance of creative artistic tasks in non-artistic professional education. Conclusion. The constructivist pedagogical paradigm is a new philosophy of education that is likely to systematically restructure the educational process at the undergraduate level and form an active position of student as the main subject of educational process.

The article is devoted to the problems of using distance educational technologies, which are barriers in the educational process. The authors investigate the possibilities of taking into account the technical features of the functioning of distance learning technologies and e-learning in the legislation, as well the conditions and problems of using distance learning technologies and e-learning in the educational process. The relevance of the problem is in improving the training of teachers for professional activities in the context of modern tendency in the informatization of education. Professional training is based on the inclusion of innovative activities in the educational process of a pedagogical university aimed at organizing creative informational interaction of students and teachers in the process of mastering e-learning technologies. In accordance with the new amendments in the Federal Law “About Education” the problem of including distance educational technologies in schools actualizes. In the article the directions of teachers’ professional training for distance learning are defined, the main forms of teachers' professional training in the field of distance educational technologies at the stage of training at a pedagogical university and advanced training are listed as well. But there are barriers that impede the use of distance learning technologies and e-learning in the educational process. The difference between distance educational technologies and electronic education is whether there is a direct cooperation between the teacher and the student or not. If it is carried out and with using information technology, technical means, we are talking about e-learning. If the interaction is mediated - through the Internet, then this is distance learning. An educational organization has the right to use one or both forms of educational program implementation. It is important to prepare future teachers for the use of distance learning technologies in professional activities in the global process of informatization and digitalization of education.

The development of educational processes in the universities of Kazakhstan in modern conditions occur in the following areas: individualization of educational methods, the transition to a continuous educational technology, the use of information technology in the educational process. The emergence of a new form of distance learning has fundamentally changed the idea of organizing the educational process as a whole. The use of modern educational technologies allows to increase the number of university students served. Relevance The article describes the implementation of this process, which is associated with the solution of a number of issues such as: developing an infrastructure for e-learning: developing new methods and training and sets of programs to support a single information space: developing e-courses: training students in using e-learning tools for training. Methods In the context of ubiquitous informatization, interactive forms of interaction are needed, covering a large contingent of students, ensuring the mobility of the teaching staff. The only form corresponding to these requirements is distance learning presented in the form of a whole range of technologies ensuring the delivery of the main volume of the material being studied to students, interactive interaction of students and teachers in the learning process, providing the learner with the opportunity for independent work on mastering the material being studied as well as in the learning process. Results Remote educational technologies in teaching students are one of the important activities of the university. The Faculty of Distance Learning provides technological support for the educational process, conducts training for teaching staff in distance learning technologies. Discussion The authors of the article describe the technology of remote learning using information and communication tools of the Internet. Development of distance courses based on state standards of the Republic of Kazakhstan and compiled taking into account the experience of European universities - leaders in the field of e-learning. Conclusion The authors of the article believe that the increasingly widespread term “e-learning” includes the use of information and communication technologies (ICT), which, potentially, can be used in education, is rapidly expanding.

The possibility of implementing additional professional programs using e-learning and distance learning technologies is discussed. The condition for the effectiveness of this activity is the professional readiness of the teacher to create electronic educational content. The scientific literature on the problems of teachers' readiness has been analyzed. Components have been identified and criteria for professional readiness have been defined. The purpose of the work was to identify the readiness of teachers to create electronic educational content. On the basis of theoretical and empirical methods the conclusions were made that a condition of qualitative organization of the teacher's own activity on creation of electronic educational content is a set of all components of professional readiness. Thus, the task of effective implementation of additional professional programs with the use of e-learning and distance educational technologies is solved.

The article deals with the issues related to innovative technologies in the educational sphere, which acquire special significance and meaning in the situation of pandemic. It is mainly within this problem that the changes in the educational paradigm currently taking place are being understood. To a large extent, these transformations are linked with the introduction of information technologies into the educational process and the transfer of learning to online educational platforms. The author shows how, in one year of the pandemic, distance learning, which had been discussed for at least two decades, has become a tool indispensable for many educational tasks. Doing so without e-learning has become either problematic or impossible. Distance learning can be considered innovative due to its reliance on educational technologies that have not yet been fully tested, but are widely used by necessity. However, the real subject of innovation and educational process is the teacher. The purpose of the article is to analyze modern educational technologies and identify their innovative component.

The use of modern information technologies, including distance learning, significantly strengthened the traditional approaches to the educational process in higher education institutions. On the one hand, the reason for this is the rapid development of information and communication technologies, and as a consequence, appearance of new modern pedagogical approaches to conducting lectures, practical and laboratory trainings. On the other hand, students also have changed. Under present conditions, they have a number of personal qualities that were not inherent to pupils and students of previous years. The article argues the use of distance learning technologies and the possibilities of modern specialists trained in educational measurements in the field of distance learning.
