State and federal agencies have reported fire causes since the early 1900s, explicitly for the purpose of helping land managers design fire-prevention programs. We document fire-ignition patterns in five homogenous climate divisions in California over the past 98 years on state Cal Fire protected lands and 107 years on federal United States Forest Service lands. Throughout the state, fire frequency increased steadily until a peak c. 1980, followed by a marked drop to 2016. There was not a tight link between frequency of ignition sources and area burned by those sources and the relationships have changed over time. Natural lightning-ignited fires were consistently fewer from north to south and from high to low elevation. Throughout most of the state, human-caused fires dominated the record and were positively correlated with population density for the first two-thirds of the record, but this relationship reversed in recent decades. We propose a mechanistic multi-variate model of factors driving fire frequency, where the importance of different factors has changed over time. Although ignition sources have declined markedly in recent decades, one notable exception is powerline ignitions. One important avenue for future fire-hazard reduction will be consideration of solutions to reduce this source of dangerous fires.

BACKGROUND: Bladder cancer (BC) is a common genitourinary malignancy with over 80,000 new cases diagnosed annually and over 17,000 associated deaths. OBJECTIVE: We review 25-years of BC incidence (1993-2017) within the state of Pennsylvania to better define incidence, geographic distribution, and trends over time. METHODS: The Pennsylvania Cancer Registry was reviewed for statewide and component county age-adjusted BC incidence rates and stage distribution. Chloropleth maps plotting statewide and county-specific incidence rates across time were created using the GeoDa statistical package. RESULTS: 93,476 cases of BC were recorded in Pennsylvania from 1993 to 2017. Age-adjusted annual rates of BC over the study interval were stable at 24.5 patients per 100,000 (range, 22.7–25.6). However, annual rates of distant disease increased from 0.5 to 1.1 patients per 100,000 (p < 0.001) with an average percent change increase of 6.6% over the study interval. The annual percent distribution of distant disease doubled from 2.3% to 5.1% (p < 0.001) with a greater increase in women compared to men. Chloropleth maps highlighted growing “hot spots” of bladder cancer incidence in the northwestern, northeastern, and southeastern portions of the state. CONCLUSIONS: While BC incidence in the state of Pennsylvania has remained relatively stable over the past 25 years, a concerning increase in distant disease was observed. Geospatial investigation implicates higher risk regions. Further studies are necessary to delineate the underlying etiologies for these observations.

There is a growing body of literature exploring the relationship between regulated professions and the state. Research has shown that the state is the key source of power for professions, and it has suggested that professions may support and assist state agencies and actors in many ways. Although studies have documented changing state-profession relations across region and era and recent research points to significant change in the regulation of some professions in the past decade or two, there remains much that we do not know about the changing nature of professional regulation over time. In this article I examine professional regulation in four Canadian provinces between 1867 and 1961. The findings reveal distinct eras of professional regulation and definite differences in who is regulated and how over time. There are many more regulated professions toward the end of the period, they are more closely regulated by the state, and their relationships to each other are more closely delineated. The implications for our understanding of state-profession relations over time are discussed.

AbstractBased on the insights from the previous chapters in this volume, this concluding chapter discusses key traits of Nordic courts: colloquial legal language, generalist judges, ‘unrefined’ and fragmentary laws, high trust in the state and judges, and corporatism. The development of these traits over time is explored as well as the emergence of new traits that could be labelled ‘Nordic’. It also discusses how two current trends—Europeanisation and privatisation of dispute resolution processes—influence Nordic courts. The question whether a unified Nordic procedural culture still exists is raised. Finally, the future of Nordic courts is discussed.

AbstractThe Ethiopian People’s Revolutionary Democratic Front (EPRDF), victor in the civil war in 1991, has since transformed into an authoritarian party. While this transition is well covered in the literature, few studies have explored how the party’s ideology has adapted after its position was consolidated. This article addresses this gap, by analysing the EPRDF’s ideology of revolutionary democracy, and how the interpretation of it has changed over time. The Ethiopian case shows that wartime ideologies should not be considered as static remnants of the past. Instead, the ideology has served as a flexible political tool for controlling the state and for justifying or concealing major policy changes. More recent protests and ruptures in the ruling party, however, indicate that revolutionary democracy may have an expiry date. There seems thus to be a limit to how long a wartime ideology can provide power to uphold a rebel government’s hegemony and coherence.

A large number of Roman Catholic population, mainly ethnic Lithuanians and Belarusians, joined the Russian Empire during the division of the lands of the Polish-Lithuanian Commonwealth in 1771-1795. The first section of 1772 included mainly the Eastern Belarusian territories and the new Roman Catholic subjects of the Empire were mostly ethnic Belarusians. This fact influenced the choice by the Russian Imperial administration of «Bishop of Catholic churches in Russia». They appointed Stanisław Bohusz Siestrzeńcewicz. In accordance with the volition of Empress Catherine II, the “Bishop of Belarus” was placed in Mogilev. He was entrusted with the gradual transfer of control of the Russian Roman Catholics in within the Empire. Siestrzeńcewicz was a “Litvin” by origin, raised in a mixed Protestant and Catholic family. Over time, Siestrzeńcewicz became close to understanding the national otherness not only of his East Slavic flock, but, apparently, his own. His otherness was vitally connected with the use of the names “Belarus”, “Belarusian”. The relocation of Siestrzeńcewicz in the early nineteenth century from Mogilev to Saint Petersburg gave him the opportunity to significantly expand his ties and influence in the state. This contributed to his further scientific and literary researches. Even in Mogilev, he created a number of works, which described the Western part of the East Slavic lands, considers the problem of unity of the origin of the East Slavic peoples. By the end of his life, Siestrzeńcewicz sees the past, present and future of all the Eastern Slavs in close connection with the fate of Russia, “the State that occupies the ninth part of the inhabited globe...”

Sacred theatrical performance has always attracted the strong scrutiny of the state. Consequently, one focus of this study is the relationship between sacred aesthetics and the law: what practices are considered in need of legal protection (or proscription), and how does that agenda change over time? But another is the way in which tradition (in this case, the long history of sacred drama in England) is constantly contested and revised, involving a profound interrogation of the extent to which the inheritances of the past shape the present or indeed the present predetermines our reading of the past. The Introduction alerts the reader to both these dynamics—the persistence of certain forms in the face of state censorship, and the ways in which that very narrative of continuity must be subject to critical scrutiny.

Resumen:La categorización del Estado autonómico se ha desenvuelto desde su adscripciónal Estado regional en sus inicios, a su consideración como uno de los rostros del federalismo en los últimos años. En cualquier caso, una de las características que ha sido subrayada reiteradamente como nota distintiva del mismo, es el principio de emulación. De acuerdo con el cual, la voluntad de igualación de los distintos territorios más el potencial técnico del principio dispositivo, daría como resultado un modelo de organización territorial caracterizado por la homogeneidad. En estas páginas se pretende demostrar que, por el contrario, la Constitución y la evolución del Estado autonómico demuestran que la verdadera nota distintiva del mismo es la asimetría. La asimetría entendida como la voluntad de singularización constitucional de algunos territorios y por la respuesta que esa voluntad ha tenido a lo largo del tiempo. Si bien hubo un tiempo en el que la fuerza del principio de emulación dio como resultado un Estado parcialmente simétrico, la posterior evolución demostró las profundas raíces de la asimetría como principio ideológico del modelo. Haber obviado esta dimensión del Estado autonómico se encuentra entre las razones de su fracaso como proyecto de integración.Abstract:The definition of the Spanish State of Autonomies has been changed over the past decades. While the State of Autonomies has been classified in its beginnings as a regional state, in recent years the model developed features similar to a federal country. Notwithstanding, one of the characteristics that has been frequently underlined as a distinguishing feature of the State of Autonomies is the principle of emulation. Following this principle, the trend to equalize the different territories, in addition to the potential of the «principio dispositivo», according to which all powers that have not been reserved to the central government could be assumed by the Autonomous Communities, would lead to a model of territorial organization characterized by homogeneity. In this text we will demonstrate that, on the contrary, the Constitution and the evolution of the State of Autonomies show that the distinctive feature of the State of Autonomies has been asymmetry. In this context, we understand asymmetry as the desire for a constitutionally guaranteed distinction of some territories and the reactions this constitutional asymmetry had over time. Although during a certain period the strength of the emulation principle lead to apartially symmetrical state, the successive evolution of the State of Autonomiesdemonstrated the deep roots of asymmetry as the ideological principle of the model. The fact that this feature has been underestimated can be considered as one of the reasons for the failure of the State of Autonomies as an integration project. Summary1. The paper deals with the state and dynamics of religiosity in modern Russia. The study, which is based on a system of empirical indicators, helps identify key features of religious consciousness, and behavior. This comparative investigation was conducted in Moscow during the last three decades. It was found that at the level of self-identification, approximately half of the population defined themselves as believers, and that there was a decrease in this value over time. The use of a complex typology of religiosity shows that the proportion of actually churched believers who combine adherence to the canons, both at the level of consciousness and of behavior, is significantly lower and has been in the range of 6%8% during the past five years. The motives for participation in religious ceremonies are mainly a general cultural orientation associated with family, kinship, and national traditions.

Memorials as a form of public history allow us to chart the complex interactions and negotiations between officially endorsed historical narratives, public memorials, privately sponsored memorials in public spaces and new histories. As Ludmilla Jordanova reminds us, ‘the state… lies at the heart of public history’. And this is evident in the public process of memorialisation. At one level, the state endorses certain narratives within which communities and organisations need to operate if they are to be officially part of the national story and its regional and local variants. Ultimate endorsement for memorials includes listings on heritage registers. Controls over the erection of memorials vary from official policies to process for the issue of permits for their construction in public places or their removal. The state, however, is not monolithic. Permissible pasts evolve over time given shifts in power and social and cultural change. This involves both ‘retrospective commemoration’ and ‘participatory memorialisation’. The presence and power of the past in peoples’ lives, too, means in practice that memorial landscapes will reflect, in truly democratic societies, the values, experiences and dominant concerns of its citizens.

At the end of the twentieth century, questions of a secondary nature suddenly became topical: what do we remember and who owns the memory? Memory as one of the mental characteristics of an individual’s activity is complemented by the concept of collective memory, which requires a different method of analysis than the activity of a separate individual. In the 1970s, a situation arose that gave rise to the so-called "historical politics" or "memory politics." If philosophical studies of memory problems of the 30’s and 40’s of the twentieth century were focused mainly on the peculiarities of perception of the past in the individual and collective consciousness and did not go beyond scientific discussions, then half a century later the situation has changed dramatically. The problem of memory has found its political sound: historians and sociologists, politicians and representatives of the media have entered the discourse on memory. Modern society, including all social, ethnic and family groups, has undergone a profound change in the traditional attitude towards the past, which has been associated with changes in the structure of government. In connection with the discrediting of the Soviet Union, the rapid decline of the Communist Party and its ideology, there was a collapse of Marxism, which provided for a certain model of time and history. The end of the revolutionary idea, a powerful vector that indicated the direction of historical time into the future, inevitably led to a rapid change in perception of the past. Three models of the future, which, according to Pierre Nora, defined the face of the past (the future as a restoration of the past, the future as progress and the future as a revolution) that existed until recently, have now lost their relevance. Today, absolute uncertainty hangs over the future. The inability to predict the future poses certain challenges to the present. The end of any teleology of history imposes on the present a debt of memory. Features of the life of memory, the specifics of its state and functioning directly affect the state of identity, both personal and collective. Distortion of memory, its incorrect work, and its ideological manipulation can give rise to an identity crisis. The memorial phenomenon is a certain political resource in a situation of severe socio-political breaks and changes. In the conditions of the economic crisis and in the absence of a real and clear program for future development, the state often seeks to turn memory into the main element of national consolidation.
