Abstract This collection addresses translation and interpreting in settings of diversity and migration. It brings together the latest research on public service interpreting and translation (PSIT) in the context of growing rights-based discourses on language support services, with a particular focus on ideological, ethical and policy issues. Articles in this volume employ new perspectives and draw insight from the practical field with the aim to explore the social basis and consequences of policy development, interconnections between intricate concepts of ethics and ideology, and to stimulate debate : more discussion concerning public service interpreting and translation among academia, the public and the third sectors to deepen the understanding of language support needs and policy context.

The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

The relevance of the study is based on the fact that the BBC One channel is interesting as an example of a public service broadcaster which retains its image and competitiveness on the global media market. The goal of the research is to analyze the BBC One programming with regard to its forms of journalists and cameramens work. The semiotic methodology is chosen for interpreting sign systems, i. e. journalists texts or TV frames, as interconnected phenomena of culture. As a result, important sociocultural and philosophical elements integrated into the BBC One programming and determining its genre profile have been revealed. The social mission of the public broadcasting, combination of regional and metropolitan grounds, the prevalence of serious news genres are among them. Moreover, the programs are open for entertaining content including a foreign-made one. There is also a visual and aesthetic adaptation of pre-TV cultural forms of theater and the tabloid press, etc. Therefore, we can speak of a rather flexible programming policy of the BBC One, which can be a good model to develop strategies for public service broadcasters in other countries.

Background with rationaleIt is commonplace in policy discussions concerning administrative data linkage to presuppose that the data referred to is government services data. But this is not always the case. Much of the data public services hold is now collected via intermediaries, such as Non-Government Organisations, operating under service contracts with one or multiple government departments. Nor are these the only administrative data holdings applicable to clients of government services. There are also vast private administrative data holdings – including utility data, and consumer behaviour data. Creating and amending legislation that governs public service practices in this domain is increasingly made complex when private companies partner with governments agencies on policy development and evaluation work. Understanding the concept of public data for public good in light of this expanded sense of administrative data opens the door to deeper questions about the role linked data can play in government decision making. Main aimThe paper problematizes how legislation governing the linking of government administrative data is scoped and discusses how public service work can be affected by the opaque communication networks that increasingly span the public-private sector divide. Methods/ApproachAfter contextualising the challenge of legislating for administrative data linkage in the current work of the Office of the National Data Commissioner (ONDC) in Australia, this paper tests aspects of the proposed legislation against the extent to which it permits the possibility of ‘data laundering’. ResultsThe presentation demonstrates the need for greater sophistication in the specification of data linkage and sharing legislation in service of the public good. Conclusions This paper indicates that contemporary practices governing the linkage of government administrative data holdings is porous to the aims of extra-governmental organisations and may benefit by better incorporating legislative structures that govern private analytical services entities.

The social question is back. Yet today’s social question is not primarily between labour and capital, as it was in the nineteenth century and throughout much of the twentieth. The contemporary social question is located at the interstices between the global South and the global North. It finds its expression in movements of people, seeking a better life or fleeing unsustainable social, political, economic, and ecological conditions. It is transnationalized because migrants and their significant others entertain ties across the borders of national states in transnational social spaces; because of the cross-border diffusion of norms; and because there are implications of migration for social inequalities within national states. The first section discusses the structure of social inequalities in migration and the politics around it. It starts, first, by elaborating upon the commonalities and differences of the social question in the 19th and 21st centuries and then, second, asks whether the increasing relevance of location compared to class for income and life chances has replaced voice as a main response by exit. This is followed, third, by an elaboration of the nexus between social inequalities and migration, i.e. migration being both an antecedent and a consequence of social inequalities. Fourth, the focus moves to the main changes in migration control, its externalization from border control to remote control. This is followed, fifth, by a consideration of the other side of the coin, internalization processes in countries of destination and origin, driven by processes such as marketization and securitization of migration. The second section then moves on to sketch one of the main challenges, the need to include ecological aspects into the discussion of the social question. The analysis concludes with reflections on the shifting form of the transnationalized social question. Finally, the outlook discusses the role of social scientists in discussing the transnationalized social question in the public sphere.

Purpose – The purpose of this paper is to explore common usage and understanding of the term “frailty”, which is increasingly used in health care debates in England. Design/methodology/approach – This is a commentary from the perspectives of health and social care researchers. Recent policy and research are drawn upon in the arguments presented. Findings – Most research on the subject of frailty comes from clinical practice although a parallel sociological or gerontological critique of the social construction is emerging. The public is likely to come across the term frailty through the media’s adoption of the term. Different definitions of frailty mean that estimates of the numbers of “frail people” will vary. Research limitations/implications – The commentary draws on material in the English language and on policy, commentary, and research material. Practical implications – The commentary may prompt reflection in practice and policy development on the usage of the term frailty and promote efforts to ensure that its meaning is clear and that it is acceptable to those to whom it is applied. Originality/value – The paper contributes to debates about frailty by considering the implications of using the term across health and social care and in integrated settings and encounters. It draws on medical presentations of the term frailty and on critiques of it as a powerful discourse.

Sanitation workers are the backbone of the public hygiene and waste management system. Despite providing an essential public service, their work is often unrecognised. A majority of the workers too are unaware of the social security and welfare schemes instituted by both the Central and State governments for their wellbeing, which prevents them from availing the benefits such as pension, differently-abled and education and women welfare assistance, among others. This document furnishes the details of the social security and welfare schemes implemented by the Central and State governments, the eligibility criteria and benefits, and how sanitation workers can access them.

Public service is one of the important tasks that can not be ignored by the localgovernment. As an institution, the public service Kenjeran District of Surabaya ensure thesustainability of the State administration involving policy development and resourcemanagement services that come from and to the public interest or the public. The purposein this study to determine the effect of service quality to satisfaction of the people in theDistrict Office Kenjeran Surabaya. The data used in this study are primary data (from thequestionnaire) with samples taken 100 people. While the analytical techniques used is byusing multiple linear regression. The test results showed the influence of variablessimultaneously consists of physical evidence, reliability, responsiveness, assurance andempathy affect the satisfaction of the people in the District Office Kenjeran Surabaya.These results are supported by the acquisition of the correlation coefficient of 71.5% wasobtained, indicating that the correlation or relationship between these variables to thesatisfaction of the people have a close relationship. Partial test results show the variablequality of service consisting of variable physical evidence, reliability, responsiveness,assurance and empathy positive and significant impact on the satisfaction of the people inthe District Office Kenjeran Surabaya. Sedagnkan variables that have a dominant influenceon people's satisfaction at the District Office Kenjeran Surabaya is responsiveness byhaving the partial determination coefficient than other variables.Keywords: Physical Evidence, Reliability, Responsiveness, Assurance, Empathy andCommunity Satisfaction

Public service providers in Scotland have developed language support, largely in the form of interpreting and translation, to meet the linguistic needs of those who cannot access their services in English. Five core public sector services were selected for inclusion in a research project that focused on the aforementioned language provision and related equality issues: the Scottish Courts and Tribunal Service, NHS Lothian, NHS Greater Glasgow and Clyde, the City of Edinburgh Council and Glasgow City Council. The frameworks within which these public service providers operate—namely, the obligations derived from supranational and domestic legal and policy instruments—were analysed, as was the considerable body of standards and strategy documents that has been produced, by both national organisations and local service providers, in order to guide service delivery. Although UK equalities legislation has largely overlooked allochthonous languages and their speakers, this research found that the public service providers in question appear to regard the provision of language support as an obligation related to the Equality Act (UK Government, 2010). Many common practices related to language support were also observed across these services, in addition to shared challenges, both attitudinal and practical. A series of recommendations regarding improvements to language provision in the public sector emerged from the research findings and are highlighted in this article.

Countries across the world are faced with high levels of corruption. In an effort to combat the threat, governments have declared war on corruption and have consequently put in place some anti-corruption institutions. The causes of corruption are numerous and the consequences are devastating for the social, political and economic development of nations. The perpetrators of corruption are in most cases the public servants as they are charged with the day-to-day administration of the government. This means that the caliber of public servants; which is determined by their recruitment inter alia will influence their practices and conduct. Lesotho has adopted a Westminster model of public administration in which recruitment to the public service is supposed to be merit-based. However, the recruitment of top officers such as Principal Secretaries is politically motivated and this has consequently resulted into a highly politicised public service; literature points that there is a relationship between politicisation of the public service and corruption. In this paper, I scrutinize and explain the effect of a politicised public service on the high magnitude of corruption in Lesotho. This study is based on secondary data such as official government reports, newspapers and research reports. I argue that the highly politicised public service in Lesotho contributes to the corruptionscourge that is besieging the country. I therefore recommend administrative reforms in view of depoliticizing the public service by removing the authority to appoint, promote and dismiss high-ranking public officers from the Prime Minister to a special Parliamentary committee that is inclusive of members from the ruling and opposition parties.

Abstract: The consequent enlargement of the European Union in 2004 and 2007 gave the new-member-states an access to programs and financial sources with significant capacity and impact. The present paper aims to analyze the influence of the social policy framework over the public service delivery in Bulgaria. The first part of the paper is devoted to the general categorization of social services’ suppliers and the already established mechanism of their functioning. In the second part the focus on the conceptual framework introduces the main dimensions of the policy, institutional regulations and operational programs. The third part provides empirical results from the efficiency analysis of the social programs implementation and discussion on their impact.
