The social question is back. Yet today’s social question is not primarily between labour and capital, as it was in the nineteenth century and throughout much of the twentieth. The contemporary social question is located at the interstices between the global South and the global North. It finds its expression in movements of people, seeking a better life or fleeing unsustainable social, political, economic, and ecological conditions. It is transnationalized because migrants and their significant others entertain ties across the borders of national states in transnational social spaces; because of the cross-border diffusion of norms; and because there are implications of migration for social inequalities within national states. The first section discusses the structure of social inequalities in migration and the politics around it. It starts, first, by elaborating upon the commonalities and differences of the social question in the 19th and 21st centuries and then, second, asks whether the increasing relevance of location compared to class for income and life chances has replaced voice as a main response by exit. This is followed, third, by an elaboration of the nexus between social inequalities and migration, i.e. migration being both an antecedent and a consequence of social inequalities. Fourth, the focus moves to the main changes in migration control, its externalization from border control to remote control. This is followed, fifth, by a consideration of the other side of the coin, internalization processes in countries of destination and origin, driven by processes such as marketization and securitization of migration. The second section then moves on to sketch one of the main challenges, the need to include ecological aspects into the discussion of the social question. The analysis concludes with reflections on the shifting form of the transnationalized social question. Finally, the outlook discusses the role of social scientists in discussing the transnationalized social question in the public sphere.

The introduction outlines the key questions, the core of the argument, and the outline of the book. The contemporary social question is not only between labour and capital within national states. It is located at the interstices between the global South and the global North and also revolves around cultural heterogeneities. The core question is: how is cross-border migration constituted as the social question of our times? This general question comprises several specific areas of enquiry: how has migration changed since the nineteenth century? What kinds of social inequalities are created in the migratory process and how? How does social protection across borders ameliorate and reproduce inequalities? What are the consequences for political struggles over access to (social) rights and membership? How is the transnationalized social question to be seen in light of environmental destruction? What is the public role of social scientists in understanding the transnationalized social question? The analysis seeks to uncover the social mechanisms driving the (re)production of social inequalities.

While class has always been criss-crossed by manifold heterogeneities, not least of all cultural ones around ethnicity, religion, and language, it is these latter heterogeneities that have sharpened in situations of cross-border migration over the past decades. As in the nineteenth century, political conflicts arise, constituting the social question as a public concern. The contemporary social question is located at the interstices of the global South and the global North. It finds its expression in movements of people seeking a better life or fleeing unsustainable social, political, economic, and ecological conditions. It is transnationalized because migrants and their significant others entertain ties across the borders of national states in transnational social spaces; because of the cross-border diffusion of norms; and because there are implications of migration for social inequalities within national states. Casting a wide net in terms of conceptual and empirical scope, this book tackles both the social structure and the politics of social inequalities. It sets a comprehensive agenda for research which also includes the public role of social scientists in dealing with the transnationalized social question.

Given the high political relevance of the transnationalized social question, it is important to ask how social scientists might intervene in public debates on inequalities. Academic and public debates on social inequalities and social protection often raise the question whether and in what ways social scientific research may form a basis for rational political decisions. The main thesis in the spirit of public sociology here is that, while social science research indeed has implications for public policies, such a question is ultimately misleading. While social scientists as experts, advocates, or public intellectuals offer crucial information for describing and understanding social inequalities and social protection, the most important function of social scientists is to offer concepts and interpretations which can guide political debates in the public sphere.

The article discusses the reasons and conditions for the rise and fall of the popularity of the public sphere concept in scholarly discourse in four parts. The first part examines the peculiar circumstances of the emergence of the concept of the public sphere, and its rapid and widespread adoption in the social sciences. The second part discusses the complexity of the concept “Öffentlichkeit” and its English proxy “the public sphere,” and the contemporary critique of its ideological predispositions. The third part focuses on the liberalization and (operational) banalization of the concept. The final part suggests ways in which social scientists could respond critically to the challenges outlined earlier and reintegrate publicness, the public, and the public sphere into the analysis.

AbstractThe processes of democratisation and liberalisation initiated during the course of the IndonesianReformasiera (1998-) generated a stronger porosity in the State's frontiers and led to the formation of certain semi-institutionalised organisations. The approaching 2019 presidential elections have enabled these organisations to position themselves as political and moral brokers. The Islamic Defenders Front militia (FPI) appears to be one of the main actors in this process. It has succeeded in imposing itself in the public sphere, channelling political support and utilising extensive media coverage.While avoiding providing direct opposition to the ruling government and the Constitution, this organisation promotes the social morals followed by a large part of the population and encourages radicalism and violent actions in the name of Islam. The organisation collaborates with a section of the regional and national political elites, some sections of the army and police, several groups that are—more or less—criminal in nature, a number of local communities in different areas, and a variety of violent Islamist groups. Thus, it is at the crossroads of multiple political, economic, social, and religious interests.At the same time, the organisation's leaders maintain their own political objectives. They manipulate the dynamics of the electoral decentralised system to their advantage by obtaining political concessions that serve their personal goals. The capacity of the organisation to impose its discourse on the public stage has led to an urgent need to interrogate both the institutional and ideological transformations initiated by the Indonesian decentralisation since 1999.

Several scholars have attributed high hopes to social media regarding their alleged ability to enable a nonhierarchical and freely accessible debate among the citizenship (Loader & Mercea, 2011; Shirky, 2011). Those hopes have culminated in theses such those describing the social web as being a ‘new public sphere’ (Castells, 2009, p. 125) as well as in expectations regarding its revitalizing potential for the ‘Habermas’s public sphere’ (Kruse, Norris, & Flinchum, 2018, p. 62). Yet, these assumptions are not uncontested, particularly in the light of socially mediated populism (Mazzoleni & Bracciale, 2018). Interestingly, research on populism in the social web is still an exception. The same is true for the populist permeation of the social media discourse on migration, as a highly topical issue. This study seeks to elaborate on this research gap by examining to what extent the Twitter debate on the Global Compact for Safe, Orderly, and Regular Migration (GCM) was permeated by populist content. For this purpose, almost 70,000 tweets on the most important Hashtags referring to the GCM that took place in Marrakesh in December 2018 were collected and the 500 widest-reaching tweets analysed in terms of their populist permeation. Against initial expectations, the empirical findings show that populist narratives did not dominate the Twitter debate on migration. However, the empirical results indicate that ordinary citizens play an important role in the creation and dissemination of populist content. It seems that the social web widens the public sphere, including those actors who do not communicate in accordance with the Habermasian conceptualization of it.

The national legal system is determined by traditional elements characterizing the culture and customs that exist in the social environment in the form of moral standards and the law. However, the attitude of the population to the letter of the law, as a rule, initially contains negative properties in order to preserve personal freedom, status, position. Therefore, to solve pressing problems of rooting in the minds of society of the elementary foundations of the initial order, and then the rule of law in the public sphere, proverbs and sayings were developed that in essence contained legal educational criteria.

Histories of statistics and quantification have demonstrated that systems of statistical knowledge participate in the construction of the objects that are measured. However, the pace, purpose, and scope of quantification in state bureaucracy have expanded greatly over the past decades, fuelled by (neoliberal) societal trends that have given the social phenomenon of quantification a central place in political discussions and in the public sphere. This is particularly the case in the field of education. In this article, we ask what is at stake in state bureaucracy, professional practice, and individual pupils as quantification increasingly permeates the education field. We call for a theoretical renewal in order to understand quantification as a social phenomenon in education. We propose a sociology-of-knowledge approach to the phenomenon, drawing on different theoretical traditions in the sociology of knowledge in France (Alain Desrosières and Laurent Thévenot), England (Barry Barnes and Donald MacKenzie), and Canada (Ian Hacking), and argue that the ongoing quantification practice at different levels of the education system can be understood as cultural processes of self-fulfilling prophecies.

In this article I ask (1) whether the ways in which the early bourgeois public sphere was structured—precisely by exclusion—are instructive for considering its later development, (2) how a consideration of the social foundations of public life calls into question abstract formulations of it as an escape from social determination into a realm of discursive reason, (3) to what extent “counterpublics” may offer useful accommodations to failures of larger public spheres without necessarily becoming completely attractive alternatives, and (4) to what extent considering the organization of the public sphere as a field might prove helpful in analyzing differentiated publics, rather than thinking of them simply as parallel but each based on discrete conditions. These considerations are informed by an account of the way that the public sphere developed as a concrete ideal and an object of struggle in late-eighteenth- and early-nineteenth-century Britain.

Towards the end of the twentieth century, religion re-emerged as a topic of pressing concern in a number of the most self-consciously secularized states of the global north. From disputes over the wearing of headscarves in schools to debates over accommodations for religious practices in the public sphere, religion, particularly the ‘foreign’ religiosity of migrants and other minority religious subjects, appeared on the scene as a phenomenon whose proper place and role in society required both urgent and careful deliberation. This article argues that in order to account for the affective potency produced by the immanence of the figure of the ‘foreign’ religious subject, it is necessary to understand secularization as fantasy. It is within the fantasy of secularization that the secular emerges as an object of desire—as something that, if attained, appears as a solution to the problem of ‘foreign’ religiosity—and figures of inassimilable religiosity assume the role of scapegoats for the failure to resolve these concerns. In this sense, within this fantasy scene, the secular promises to provide ‘us’ with something that we are lacking. However, this promise has been undermined by the apparent persistence of religious difference. As such, as a result of their continued religiosity, ‘they’ appear to be taking something from ‘us’.
