Modern social and economic science pays little attention to the development of tourism based on new approaches to its management and organization. As a result, the most important sector of the economy develops in practice on the basis of not always effective traditional models. The research problem of the development of a new approach to the organization of tourism products with cross-border nature is developed in this article. The purpose was to develop a methodological toolkit for the development of cross-border tourism based on the cluster approach. To achieve this goal, the study design was based on the study of tourism features that affect the planning and clustering process. The highlighted stages of clustering in the form of identifying tourism objects, designing clusters, forming cluster structures form the basis of a new socio-economic model of the tourism industry. To design a regional cross-border tourism cluster, a method is substantiated and applied to correlate all indicators of cluster tourism development to the number of cultural and historical objects. The selected 19 indicators of development are combined into 6 groups, which make it possible to comprehensively assess the cluster organization of tourism in the region. The approbation of the indicators was carried out on the example of all five countries of the Central Asian section of the Silk Road. Model calculations of the developed set of analytical cluster indicators made it possible to combine the identified objects in each region into homogeneous clusters. In this case, Ward’smethod was used, and the square of the Euclidean distance was used as the objective function and criterion of similarity and difference. The proposed cluster maps make it possible to activate and increase the competitiveness of the tourism product as a whole and give impetus to socio-economic development in each country of the Central Asian region. Since 1949, the Karen ethnic minority has been engaged in an armed uprising against the Burmese government, and this uprising has defined Thai-Burmese border relations. Despite its length and impact, this conflict is easily overlooked, and has been willfully ignored by Thailand, Burma, and the international community in the optimism surrounding the start of the ASEAN Economic Community. Documentary research and interviews with participants in the conflict demonstrate that the Karen, and the armed nonstate groups which represent them, maintain the ability to end any sustained cross-border cooperation between Thailand and Burma. As such, a resolution to the conflict is necessary if the ASEAN Economic Community, and the various other projects that Thailand and Burma have envisioned for the border region, is to succeed.

Purpose Under the Directive 2011/24/EU, medical tourism and cross-border health are interrelated terms regarding the freedom to move to get the most accessible medical treatment into EU Member State within the defined procedures for reimbursement. Little known empirically regarding the efficiency of the cross-border health/medical tourism industry. This study aims to measure its efficiency in Europe for the years 2010-2014, by using Data Envelopment Analysis (DEA). Design/methodology/approach Data obtained from OECD and the European Core Health Indicators (ECHI), which is collecting the data through Eurostat. Eurostat collects data on health-care activities and provides data on hospital discharges, including the hospital discharges of non-residents and these include hospital discharges of in-patients and day care patients. The analysis uses “DEA.P, 2.1 for windows” by Coelli (1996). Findings The results show that the Members States health systems were very efficient in handling non-residents in-patients; however, when managing day cases/outpatients, the efficiency scores dropped. Practical implications The findings would have significant associations affecting intentions to revisit clinics and the destination country. In addition, will be useful to those seeking a better understanding of the cross-border health and medical tourism industry efficiency. Originality/value Extending the findings of the European Commission report (2015c) by examining how well medical tourists are informed about the decision they are making, would be of perceived value. These are important indicators at European level by helping each Member State to measure its medical tourism services.

Sweden’s tourism industry stands out for its large contribution to the development of the national economy. The vast size of the country makes it possible to trace differences in incoming tourist flows from neighbouring countries. This circumstance accounts for the novelty of this study, which lies in viewing national tourism geography from the perspective of the theory of transboundary tourism-and-recreation region building. Interregional differences in the structure of incoming tourist flows help identify the country’s cross-border tourism-and-recreation regions and delineate their borders. This research employs statistical and cartographic methods. The incoming tourist flow to Sweden grew steadily until 2020. However, the Covid-19 crisis has led to a drastic reduction in the number of incoming tourists. Based on the 2019 statistics, the findings confirm the existence of a developed transboundary tourism-and-recreation mesoregion that brings together Germany, Denmark, and Sweden. The formation boasts strong tourist links. There are another five cross-border tourism-and-recreation mesoregions: Sweden-Norway-Denmark, Middle Sweden-Norway, Sweden-Norway-Finland, Middle Sweden-Finland, and South Sweden-Finland. The number of tourists visiting cross-border mesoregions indicates the degree of development of the latter.

Partnership creates a basis for relations and connections (including between states, cross-border and interregional), enabling the development of contacts and comprehensive economic and non-economic cooperation. This role is performed in its various forms and on a different basis. The article presents the partnership (including the economic one) that is being implemented between Poland and Russia, its scope, stages of development and the existing tariff, non- and par-tariff barriers in trade. The analysis shows that currently the Polish-Russian partnership is selective in nature and is subject to a high degree of uncertainty as a result of political decisions.

Для этого определен комплекс показателей и проведен анализ влияния приграничного сотрудничества на экономику региона. Выявлены основные направления, стимулирующие совокупность локализованных активов, составляющих территориальный капитал. The main purpose of the article is to identify modern promising areas of cross-border trade and economic cooperation of the Samara region. For this purpose, a set of indicators was determined and an analysis of the impact of cross-border cooperation on the region's economy was carried out. The main directions that stimulate the set of localized assets that make up the territorial capital are identified.

This paper considers the significant changes that have occurred in the tourist space of the Altai-Sayan mountainous region. In fact, it is a cross-border area and an important tourist region in the Russian Federation. It should be mentioned that the structure of the tourist space can be studied properly while using the model of the territorial tourist system. The authors examine the common features of tourism systems in the mountainous environments of the region. The study examines the tourist infrastructure, organizers of tourist services, local people’s attitudes and tourists’ preferences in the tourist industry. Studies in the field of tourist space enable to distinguish the types of tourism and their distribution in the Altai-Sayan region. It is worthwhile noting that health tourism has become one of the fastest growing subfields in the tourist industry of this region. The tourist development projects such as the economic zone of “Turquoise Katun” and shore development projects of warm lakes have also encouraged this process. Moreover, ecotourism development is of great importance to this area because there are many protected natural areas and some of them are under UNESCO protection. Also, tourism development outlooks are associated with cross-border cooperation and sustainable economic development of the region.

In the reseach the aprobation of proposed method is done based on the data of the cross-border region «Black Sea» by performing a comprehensive analysis of development of tourist and recreational complex ethnic regions, in the context of innovation development and clustering of economy. The first description of the innovation and clustering economic growth in the tourism industry of the cross-border region is presented. It was found that the growth of the cross-border region "Black Sea" is almost not associated with clustering and innovative development of the tourism industry of the cross-border region "Black Sea", but at the same time there is an absolute relationship with the level of employment in high-tech and medium-tech sectors of high level (0,91); positive relationship with population density (0,73), with business spending on science per capita (0,74), with government spending on science per capita (0,72).

This study presents the natural and recreational prerequisites for the formation and development of the cross-border tourism industry in the Kazakh-Russian border region in the context of modern integration processes. The purpose of the research is to identify the main natural and recreational resources in the border regions of Northern Kazakhstan, among which the border regions are Kostanay, Pavlodar and North Kazakhstan regions, and the constituent entities of the Russian Federation bordering on them. The scientific significance of the article is determined by the fact that it analyzes the natural and recreational resources of 10 regions of the Kazakh-Russian borderland as a basis for the formation and development of joint tourist destinations. The main research method is a spatial analysis of the location of natural and recreational resources of border areas using modern software, as a result of which maps of natural and recreational resources in the study area were compiled. In the course of the study, it was revealed that the Pavlodar and North Kazakhstan regions of the Republic of Kazakhstan and the Altai Krai, Novosibirsk and Omsk regions of the Russian Federation have the greatest potential for the development of cross-border tourism.
