The Republic of Tatarstan is located between Europe and Asia. It is important to emphasize geographical location, which is a key element in the processes of identities formation and transformation. Tatarstan is located in the core of the Russian Federation, situated in the European part of Russia and 800 kilometres from Moscow, at the confluence of the Volga and the Kama Rivers. The capital of Tatarstan is Kazan. The economic potential of the republic is based mainly on raw materials (including oil and gas), industry and agriculture. According to the constitution of the republic (approved on 6 November 1992) Tatarstan (previously known as Tataria) is defined as a multiethnic republic, with two official languages, Russian and Tatar. The largest ethnic groups are Tatars and Russians; as a consequence it makes sense to talk in terms of a bicultural society with two main confessional groups, namely Muslim and Orthodox Christians.

The oil and gas industry remains for Russia the most important source of income, a strategic industry. According to official figures of the Ministry of Finance of the Russian Federation, income from the oil and gas sector, according to the results of 2019, is 40% of the total budget of the country. A large volume of crude oil and gas is exported from the country. The tax burden on raw materials reaches up to 60% of the initial cost, which makes oil production at new fields extremely unprofitable. The most important direction for the country is the transition from a strategy for the sale of crude oil products to refined ones, which have an additional cost. The article discusses the features of domestic oil production, analyzes the reasons for overpriced in comparison with competitive raw materials from other oil producing leader countries. The strategy of ensuring the economic security of the industry is noted, the main tools are listed and the mechanisms for ensuring the economic security of petrochemical industry enterprises are presented.

К примеру, стоит упомянуть Организацию стран - экспортеров нефти, которая была создана нефтедобывающими странами в целях контроля квот добычи на нефть. Актуальность публикации заключается в том, что на сегодняшний день нефтяная отрасль продолжает оказывать значительное влияние на экономику стран, чье устойчивое развитие определяется успешным развитием нефтяной промышленности. Рассмотреть, проанализировать и обозначить, на наш взгляд, перспективы эффективного развития отраслей нефтяной промышленности Российской Федерации, по сравнению с развитием нефтяной промышленности гигантов данной отрасли - Саудовской Аравии и Соединенных Штатов Америки, явилось целью исследования в данной статье. In modern times, the oil and gas industry has great potential for the development of the economy, due to which its regulation is paid attention at the international level. For example, it is worth mentioning the Organization of Petroleum Exporting Countries, which was established by oil-producing countries to control oil production quotas. The relevance of the publication is that today the oil industry continues to have a significant impact on the economies of countries whose sustainable development is determined by the successful development of the oil industry. To consider, analyse and outline, in our opinion, the prospects for the effective development of the oil industries of the Russian Federation, in comparison with the development of the oil industry of the following giants of this industry of Saudi Arabia and the United States of America, was the purpose of the study in this article.

In this study, a relationship between the mood of news and the response of the oil and gas industry index of the Russian Federation was revealed. The empirical base of the study included 8.5 million news from foreign sources. Research methodology: fuzzy sets, naive Bayesian classifier, Pearson correlation coefficient. As a result of the research, it was discovered that: 1) negative news affects the stronger than the positive on the stock index; 2) news on companies affect the value of the index, and news on the industry affect the volume of trading; 3) the sanctions did not significantly affect the coverage of Russian oil and gas companies.

Paper analyzes the prospects of biofuels second and third generation in the structure of the global energy balance, demonstrates a sharp decline in oil and gas revenues in the Russian budget, describes advantages and disadvantages of biodiesel and bioethanol production. The connection between the growth of Russia’s export potential in terms of hydrocarbon products processing with EU standards implementation has been proved. The problems of the realization of programs on the oxygenate technologies development in the Union State of Russia-Belarus were revealed. The capacity of the market of 3-4 generations fuel with using non-food raw materials and various types of biomass was estimated. Was proved that at a high level of growth in business value and profitability of production there are incentives to organize deep processing in Russia’s hydrocarbon production. It is proved that the oil and gas industry in a creative economy should increase its science intensity and depth of raw materials processing, including ones in related industries.

Introduction: Occupational nature, strenuous physical activity, shift work, spatial and geographical location, as well as support facilities and equipment, pose greater risks to individuals in the oil and gas industry, especially those engaged in offshore oil exploration and production activities. The purpose of this article is to explain the issue of health and well-being of oil and gas industry workers with regard to accidents in this industry, which can be better and more effective by managing safety, health and environment (HSE) by modeling events in other countries. Methods: This review article analyzes the health problems of oil and gas workers. The research question is what issues and challenges the upstream part of the oil and gas industry has in the field of employee welfare. Physical, chemical, biological and ergonomic risk factors have been investigated. It has also pushed the specific problems of the drilling industry (restrictions on offshore work, psychological hazards, stresses from frequent relocations, and sleep quality to choose from). Results: Physical, chemical and biological hazards have been identified as the most important hazards. In addition, psychological hazards have a very serious effect on health and safety. Conclusion: Systematic assessment of health risks, personnel health, training programs, accident analysis, is an effective method of HSE management.

In recent years, the oil and gas industry of Uzbekistan has been developing very fast, and oil and gas production has grown significantly. Uzbekistan achieved oil independence. Natural gas fields in the Republic are being exported to foreign countries as well as satisfying the needs of all types of industrial enterprises and population. Growth of oil and gas extraction is achieved by opening up of new oil and gas constructions and fields, increasing the efficiency of mining operations, and applying new methods of increasing the level of resource utilization. Determining the ultimate goal of socio-economic transformations in our country is the starting point of the current reform strategy. At the same time, the focus is on ensuring the dynamic development of the fuel and energy complex, increasing oil and gas extraction and processing, and gaining energy independence of the republic.
