Analysis of General Principles of Public Service at the Industry and Trade Office of Kerinci Regency. Every community certainly really hopes for the existence of general principles of public services in providing services to the community, especially at the Kerinci Regency Industry and Trade Office. In order to provide satisfactory services to service users, service delivery must meet the general principles of good governance in order to create customer satisfaction, which is a measure of the success of a public service. The formulation of the research problem, namely, how are the general principles of public services at the Kerinci Regency Industry and Trade Service. The objective of the research is to find out the general principles of public services in the Kerinci Regency Industry and Trade Service. This research uses a qualitative approach where data is obtained through field interview guides to 7 informants referring to 6 research indicators, namely 1. Transparency 2. Accountability 3. Conditional 4. Participation 5. Non-Discriminatory. 6. Balance of Rights and Obligations. The data obtained in the field were analyzed based on the classification of the informants' answers which were described in the results and discussion of the research which was then carried out by the interpretative researcher. It is known that the General Principles of Public Service at the Industry and Trade Office of Kerinci Regency, from the six research indicators, five indicators are well implemented, namely accountability, conditionality, participation, non-discrimination and balance of rights and obligations, while transparency indicators have not been maximally implemented. For this reason, the authors suggest that the General Principles of Public Service in the Kerinci Regency Industry and Trade Service can be improved so that they are more transparent in providing services to the community.

Abstract, This study aims to determine the implementation of the Transjakarta Cares public service in increasing the accessibility of persons with disabilities in the DKI Jakarta area. This research uses qualitative research. The results of this study indicate that the implementation of the Transjakarta Cares public service in increasing the accessibility of persons is carried out. As seen in the standard and objective indicators, organizational characteristics, resources, social and economic conditions, attitudes of the implementers and organizational communications that support the implementation of the Transjakarta Cares service. The implementation of the Transjakarta Cares service is supported by good coordination, public support from both the government, the private sector and people with disabilities as service users. In addition, the implementation of this service is also supported by skilled and skilled human resources in providing services. However, the implementation of this service also faces obstacles, namely inadequate facility resources, namely the service car unit. Keywords: Public Service, Transjakarta Cares, Policy Implementation Abstrak, Penelitian ini bertujuan untuk mengetahui implementasi dari layanan publik Transjakarta Cares dalam meningkatkan aksesibilitas penyandang disabilitas di wilayah DKI Jakarta. Penelitian ini menggunakan jenis penelitian kualitatif. Hasil penelitian ini menunjukan bahwa implementasi layanan publik Transjakarta Cares dalam meningkatkan aksesibilitas penyandang dilaksanakan. Sebagaimana terlihat pada indiaktor  standar dan tujuan, karakteristik organisasi, sumber daya, kondisi sosial dan ekonomi, sikap para pelaksana serta komunikasi organisasi yang mendukung pelaksanaan implementasi layanan Transjakarta Cares tersebut. Pelaksanaan layanan Transjakarta Cares ini didukung oleh koordinasi yang baik, dukungan publik baik dari pemerinytah, swasta maupun penyandang disabilitas sebagai pengguna layanan. Selain itu pelaksanaan layanan ini juga didukung oleh sumber daya manusia yang terampil dan cekatan dalam memberikan pelayanan. Namun, pegimplementasian layanan ini juga mendapatkan hambatan yakni kurang memadainya sumber daya fasilitas yakni unit mobil pelayanan. Kata Kunci: Layanan Publik, Transjakarta Cares, Implementasi Kebijakan

‘Choice’ and ‘voice’ are two of the most significant means through which the public are able to participate in public services. Choice agendas position public service users as consumers, driving improvements by choosing good providers over bad, which then thrive through greater allocations of funds as money follows their selections (Le Grand, 2007). Choice-driven reforms tend to be about trying to make public services more locally responsive (Ferlie, Freeman, McDonnell, Petsoulas and Rundle-Smith, 2006). Voice-driven reforms, on the other hand, tend to position public service users as citizens, suggesting an emphasis on accountability mechanisms to drive service improvements through elections, with the possible removal of low regarded officials, or a greater involvement of local people in the running of services (Jenkins, 2006). Voice implies that citizens hold the right to participate in public services either through the political process, or through their direct involvement in the running or delivery of the services themselves. Of course, it is also possible to combine choice and voice mechanisms to try and achieve greater service responsiveness and accountability. In this review, choice reforms will be treated as those which are based upon consumer literature, and voice reforms those based upon attempting to achieve greater citizenship.Citizenship and consumption are two areas with significant literatures in their own right, but whereas the citizenship literature is widely cited in the social policy literature, the consumption literature appears rather more selectively. This review examines each area in turn in terms of its application to social policy, and then presents a synthesis of commonalties in the two literatures, which represent particularly promising avenues for exploring the relationship between public services and their users.

Citizen Charter is an instrument of citizen-centric governance that confirms quality in public service delivery by holding public sector organizations directly accountable, responsive, and transparent. In this regard, this study aimed to disclose the current picture of Citizen Charter in Nepali public sector organizations from service users’ perspectives. For this, the survey was conducted in key six public sector organizations of Lalitpur Metropolitan City by using the client exit interview method, with the help of a semi-structured interview schedule. The study result indicates that the use of the Citizen Charter is extensively low. Service users are not fully aware and well informed about it, and its values. Service users prefer to receive services by asking from duty holders, intermediates (agents), and previous service users than the Citizen Charter. Service users believe that the promises of the Citizen Charter and the behavior of duty holders are inconsistent. However, some service users are demanding services as per the Citizen Charter.

Abstract It was investigated the perception of service users in relation to the professional practice of dentists, based on gender differences. The Primary Care Assessment Tool (PCATool) was applied to 900 users of the Public Service in Curitiba, PR, Brazil. Sixty clinics were selected using random sampling, divided between conventional Primary Health Care (PHC) Units and PHC with Family Health System Units. The attributes of PHC that compound the PCATool were analyzed. A question was added about user preference regarding the gender of the dental professional, thus generating four dyads derived from user gender/dentist gender (FF, FM, MM, MF). The attributes were linked to the dyads by applying the independent sample t test. Using logistic regression, the dyads were linked to 23 factors relating to scaled-up care in PHC. Many users showed a clear preference for being attended by female dentists. Users who prefer to be cared for by women tend to better evaluate PHC on issues related to “active listening”, while those who prefer to be cared for by male dentists highlight the attributes of “care integration” and “community guidance”. In other factors and attributes studied, there is no difference between the care given by men or women, regardless the unit.
