Analysis of General Principles of Public Service at the Industry and Trade Office of Kerinci Regency. Every community certainly really hopes for the existence of general principles of public services in providing services to the community, especially at the Kerinci Regency Industry and Trade Office. In order to provide satisfactory services to service users, service delivery must meet the general principles of good governance in order to create customer satisfaction, which is a measure of the success of a public service. The formulation of the research problem, namely, how are the general principles of public services at the Kerinci Regency Industry and Trade Service. The objective of the research is to find out the general principles of public services in the Kerinci Regency Industry and Trade Service. This research uses a qualitative approach where data is obtained through field interview guides to 7 informants referring to 6 research indicators, namely 1. Transparency 2. Accountability 3. Conditional 4. Participation 5. Non-Discriminatory. 6. Balance of Rights and Obligations. The data obtained in the field were analyzed based on the classification of the informants' answers which were described in the results and discussion of the research which was then carried out by the interpretative researcher. It is known that the General Principles of Public Service at the Industry and Trade Office of Kerinci Regency, from the six research indicators, five indicators are well implemented, namely accountability, conditionality, participation, non-discrimination and balance of rights and obligations, while transparency indicators have not been maximally implemented. For this reason, the authors suggest that the General Principles of Public Service in the Kerinci Regency Industry and Trade Service can be improved so that they are more transparent in providing services to the community.

This study is to examine Describe and analyze the quality of the implementation of public services by the district government in public services through the Public Service Mall (MPP) in the Sumedang patent district. Seeing the supporting factors and servants in the process of public service that refers to KememPan number 31 of 2019 there are still not many maximums from the start of the regent's regulations that have not yet come out even though the service has begun to run, this study will analyze how public services should be carried out in the process of implementing the pub service system lik through the Mall Public Services (MPP) in Sumedang Regency. The method used in the activity is a descriptive method through a qualitative approach. With this method and approach, it is expected to be able to describe various problems in their entirety and comprehensively, so that the results of the problem analysis can be used as a basis for understanding phenomena and giving birth to a concept of the quality of public service delivery in Sumedang Regency

Bureaucracy reform of public service delivery requires a fast prime, precisely, accurate, and affordable. Some of the important elements of public service delivery, among others, providing guidance services, service standards, service standards at least, one of the doors and a roof, transparency, and accountability. Information on water technology and water management, and need to be provided through public services and the prime quality, transparent and accountable, in order to support efforts to reform the bureaucracy to uphold the principles of good governance. Key words: Transparency and accountability, public services, water and waste water      technolgy management.

Nordic welfare states are world renowned for providing high quality public services. Nordic municipal and regional authorities, in particular, play a central role in the delivery of key public services in areas, such as, health, education, and social care. However, in recent years, public authorities have faced several challenges which have reduced capacity and resources, including long periods of austerity following the 2008 financial crash, rapid demographic changes caused by an ageing population, and the COVID-19 health crisis. In response to these challenges many public authorities have looked to inter-regional, inter-municipal and cross-border collaborations to improve the quality and effectiveness of public service delivery (OECD 2017; ESPON 2019). Indeed, collaborative public service delivery is becoming increasingly prominent in the Nordic Region due to a highly decentralized systems of governance (Nordregio 20015; Eythorsson 2018).

This study focuses on COVID-19 as a global pandemic that has a negative impact on various government fields. The government made a new online-based policy on public service delivery. Public services before COVID-19 are seen as not optimal, the improvement needs are piling up in line with the delays during the COVID-19 pandemic, it is very necessary to optimize the implementation of good governance, problems we are facing now are the threat of COVID-19 against the deterioration of the country, new policies that do not produce solutions, difficulties in implementing online-based work policies due to uneven technological progress in each region, increasing COVID-19 cases, and the pile-up task of improving public service delivery. Current pandemic situations in Indonesia; an increasing number of COVID-19 cases in Indonesia with a total of 93,657 on July, 23rd 2020; The government-issued social distancing policies, physical distancing, work from home and PSBB to break the chain of COVID-19; Conducting community intelligence through online and offline COVID-19 prevention education; Java island as the most populated area in Indonesia (SUPAS 2015) experienced a prolonged red zone until the implementation of the PSBB; it's affected the economic turnover. The Impact of the COVID-19 Pandemic on Public Service Delivery; Limited access for providing community services; Issued a new policy; Closure of schools, markets, public facilities, restrictions on transportation passengers, and others; Providing online-based services. Based on qualitative data from Ghana, this article explores the issues of governance and the extent to which its potential affects the implementation of sustainable development goals (SDGs). The article argues that, although it is largely understood that governance is about the practice of good government, its potential impact on the implementation of SDGs is limited in Ghana. This study advances that, while the implementation of SDGs in Ghana has paved the way for the application of good governance practice, in some cases, it is still trapped in the institutional and network framework that is touted to hamper quality public service delivery development and progress. However, it is suggested in this context that effective implementation of SDGs can be met if the systems and structures of governance are appropriately aligned using proper checks and balances. Additionally, the level of commitment, rule of law, and accountability must be improved to ensure equal participation for all. Finally, corruption must be fought to restore public confidence in the institutions of government and public sector networks while maintaining public trust and performance management with citizen participation to achieve effective public service delivery.

The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. <p>Intrigued by the burgeoning commercialisation of public services in Vietnam, this research seeks to understand the nature of autonomy that public service delivery units have been given as part of the greater effort of the Government of Vietnam to separate business and service provision from state management. In addressing this objective, the research bases its analysis on historical institutionalism and sociological institutionalism that illuminate insights into institutional factors shaping the autonomy policies and the implementation of the policies in practice. The main data sources the research draws on are legal documents, government reports and in-depth interviews with managers and staff of public service delivery units.  The research findings illustrate that autonomy is very limited in many aspects of management because the autonomy reforms are largely influenced by the socialist-oriented market path dependence. Amidst the exhaustion of resources and legitimacy due to the regime’s flawed economic structure and inherent problems of cronyism and corruption, autonomy is utilized primarily as a strategic instrument to mobilize resources indispensable for the socialist survival. This policy direction creates incentives for the various forms of rent-seeking and corrupt behaviour among public service delivery units, occasioning the rapid and aggressive commercialization of public services. While the root of these problems lies in the intent of the policies, these problems are further nurtured by historical and cultural factors, and seriously compounded by the absence of an effective regulatory and accountability system and the lack of political commitment to fight corruption from the top leaders.  The research addresses the gap in the academic literature by offering an illuminating insight into the nature of autonomy of a country context and demonstrating the merit of converging historical institutionalism and sociological institutionalism for the study of public policies. The research’s significant contribution to policy-making is that it highlights the need to build institutions to fit in well with the reform ideas, especially when such ideas are borrowed or transferred from advanced countries with well-developed institutional foundations.</p>

The purpose of this study was to describe public services during a pandemic, as initial research, public services are focused on e-KTP services at the Bandar Lampung City Population and Civil Registry Service because e-KTP services are a priority ahead of the simultaneous Regional Head Elections on 9 December 2020. Public service is an activity that is given to meet the needs of every person or society. Therefore, the government must have a strategy of responsibility and serving various problems and responses from the community. The e-KTP making service is measured from various dimensions of service quality such as reliability, responsiveness, assurance and empathy. With a qualitative approach, data is obtained based on the results of observations and interviews, it is known that administrative services for making ID cards have not been carried out by following changes during the pandemic, problems that arose before the pandemic still occur so that it does not provide satisfaction to the community, this is seen from the lack of infrastructure. adjusting to pandemic conditions, lack of responsiveness and attention from staff and employees, guaranteeing certainty of settlement that is not in accordance with the stipulated rules is a challenge in implementing the dimensions of e-KTP services.

This chapter discusses the issue of efficiency of the different modes of the provision of local public services in two selected new EU member states – the Czech Republic and Slovakia. The Czech Republic and Slovakia have a long common history and it is feasible to include both of them in the analysis. The first main part of the chapter analyses the history, transformation and the current local public delivery arrangements in the Czech Republic and Slovakia with the focus on the efficiency of the different modes of production. The final part tries to explain the main purposes behind the fact that externalisation does not deliver visible improvements.
