AbstractNHS Foundation Trust (FT) hospitals in England have complex internal governance arrangements. They may be considered to exhibit meta-regulatory characteristics to the extent that governors are able to promote deliberative values and steer internal governance processes towards wider regulatory goals. Yet, while recent studies of NHS FT hospital governance have explored FT governors and examined FT hospital boards to consider executive oversight, there is currently no detailed investigation of interactions between these two groups. Drawing on observational and interview data from four case-study sites, we trace interactions between the actors involved; explore their understandings of events; and consider the extent to which the proposed benefits of meta-regulation were realised in practice. Findings show that while governors provided both a conscience and contribution to internal and external governance arrangements, the meta-regulatory role was largely symbolic and limited to compliance and legitimation of executive actions. Thus while the meta-regulatory ‘architecture’ for governor involvement may be considered effective, the soft intelligence gleaned and operationalised may be obscured by ‘hard’ performance metrics which dominate resource-allocation processes and priority-setting. Governors were involved in practices that symbolised deliberative involvement but resulted in further opportunities for legitimising executive decisions.

The management of homelessness has taken various forms over time. In 2003, the U.S. federal government significantly shifted its approach, ambitiously committing to end homelessness within 10 years by targeting the chronically homeless using the Housing First model. This approach to homelessness has rapidly spread across North America and beyond. This article is concerned with how the mobility of these 10-year plans has been realized. Drawing on Peck and Theodore’s concept of “fast policy,” and borrowing perspectives developed in actor-network theory, the article develops a case study of Alberta, Canada, to chronicle how 10-year plans were translated through a dense network of political alignments, socio-technical expertise, and statistical inscriptions. A close examination of these translations invites us to problematize this socio-technical infrastructure as a powerful mode of adaptive governance closely associated with the dynamism of neoliberalism itself.

The paper examined the impact of relational capitals on community economic development. For this purpose, the handloom business community was taken as a case study from Peshawar Valley. Data was collected through purposive sampling from169 handlooms firms. The results concluded that the impact of relational capital is significant, and the relationship is positive. This study hereby suggests that government and policymakers should invest in making ties and a strong network of firms within and outside of the community; hence with high investment in making strong social-relational capital can develop the entire entrepreneurial communities.

This chapter introduces the theory and model of governance as a means of implementing knowledge management strategies in large organizations. It draws on case study research into the governance of knowledge management strategy implementation in a major scientific research and development facility. It suggests that the implementation of strategy through such a framework operates to ensure the delivery of anticipated benefits in an authorized and regulated manner. Furthermore, the authors hope that an understanding of the theoretical underpinnings of internal governance processes will not only inform researchers of a better design for studying knowledge management systems, but will also assist in the understanding of risks and the role of evaluation and review in the implementation of those strategies.

Public consultation is an appropriate means for engaging the public in policy-making and opening up opportunities for every citizen to have their option in following various governance processes. The collaboration of government and citizens as a form of public consultation is a process of strengthening the capacity to build sustainable cooperation among various interest groups. The benefits of collaboration are reducing conflicts of interest and improving the quality of policies. Deliberative democracy is a democratic concept which is based on a mechanism of discussion and prioritizing dialogic ways as a foundation of public consultation. Deliberative democracy allows citizens to discuss public issues and provide lessons to government to act democratically and get legitimation to important issues. DPRD as a legislative body that has the obligation to accommodate the aspirations of the community as the embodiment of public consultation implemented in the recess time. The qualitative research method used in the Bungo district case study showed that the recess period had not been fully utilized. DPRD had not been able to respond to the needs of the community so it was found that the development done in Bungo Regency is not as needed.

AbstractAs collaborative governance processes continue to grow in popularity, practitioners and policy scholars alike can benefit from the development of methods to better analyse and evaluate them. This article develops one such method by demonstrating how collaborative governance theory can be integrated with the Advocacy Coalition Framework (ACF) to better explain coalition dynamics, policy-oriented learning and policy change in collaborative contexts. I offer three theoretical propositions that suggest alternate relationships among ACF variables under collaborative governance arrangements and illustrate these propositions using interview data from an original case study of a collaborative governance process in Colorado, USA. The integration of collaborative governance theory with the ACF improves its application in collaborative contexts and provides new theoretical insights into the study and practice of collaborative governance.

Abstract: Sustainability transitions require societal change at multiple levels ranging from individual behavioral change to community projects, businesses that offer sustainable products as well as policy-makers that set suitable incentive structures. Concepts, methods and tools are currently lacking that help to initiate and design transition governance processes based upon an encompassing understanding of such diverse interactions of actors and intervention points. This article presents a methodological framework for the initiation and design of transition governance processes. Based upon a conceptualization of sustainability transitions as multilevel learning processes, the methodological framework includes participatory modeling, a systematic literature review and governance system analysis to identify social units (learning subjects and contexts), challenges (learning objects) and intervention points (learning factors) relevant for initiating case-specific transition governance processes. A case study on sustainable food systems in Ontario, Canada is provided to exemplify the application of the methodological framework. The results demonstrate the merit of combining stakeholder-based and expert-based methods, as several learning factors identified in the participatory process could not be found in the general literature, and vice versa. The methodological framework allowed for an integrated analysis of the diversity of existing initiatives in the case study region and specific intervention points to support place-based sustainability innovations. Initiators of transition governance processes can use the results by designing targeted interventions to facilitate and coordinate existing initiatives or by setting new impulses through purposeful action.

The legitimate resolution of disputes in online environments requires a complex understanding of the social norms of the community. The conventional legal approach to resolving disputes through literal interpretation of the contractual terms of service is highly problematic because it does not take into account potential conflict with community expectations. In this paper we examine the importance of consent to community governance and argue that a purely formal evaluation of consent is insufficient to legitimately resolve disputes. As online communities continue to grow in importance to the lives of their participants, the importance of resolving disputes legitimately, with reference to the consent of the community, will also continue to grow. We present a case study of botting and real money trading in EVE Online that highlights the dynamic interaction of community norms and private governance processes. Through this case study, we argue that the major challenge facing regulators of online environments is that community norms are complex, contested, and continuously evolving. Developing legitimate regulatory frameworks then depends on the ability of regulators to create efficient and acceptable modes of dispute resolution that can take into account (and acceptably resolve) the tension between formal contractual rules and complex and conflicting community understandings of acceptable behaviour.

The rapid increase in the urban population in Africa has created many urban challenges, including informalities, waste management problems, increased health risks, and growing urban poverty. With the unplanned spatial patterns and informalities that exist with the current urban population, this raises the question of whether African cities are ready to host more than 1.3 billion people by 2050 and still achieve urban sustainability. Using Ghana as a case study, this research undertook a critical review of urban population trends and their relation with economic growth. It identified the actors of urban governance in Ghana, as well as their roles, contributions and level of participation in urban governance processes. Findings indicate that most urban management decisions in Ghana are made by the government and exclude the non-governmental actors and citizens who bear the outcome of such decisions. This has resulted in deficiencies in actualising local needs, thus hindering the provision of urban services. The study proposes an inclusive and participatory form of urban governance with active participation of non-governmental actors and a paradigm shift from the existing urban management approaches to a more sustainable one that delivers socioeconomic benefits for more inclusive and sustainable cities in Africa in the future.
