Introduction. Most developing countries are still struggling for the efficient use of their resources. To overcome the physical and administrative development restrictions, it is necessary to transfer the powers of the central government to local authorities. The distribution of power from improves the management of resources and community participation, which is considered key to sustainable development. For Ukraine, the development of territories is one of the key issues of public administration, especially in conditions of decentralization. This is especially true of rural areas in view of the need to solve their socio-economic problems. Proponents of decentralization argue that the decentralized government is a source of improvement of community participation in the development of rural areas. Goal – to study the state of development of rural areas in Ukraine, the EU, to identify peculiarities and generalize the directions of diversification in order to increase the efficiency of not only agricultural production, but also the social profile of rural territory. Method (methodology). The research methodology is formed on the basis of evaluation of statistical data of the State Statistics Service of Ukraine (2017-2019) regarding the state of development of rural areas in Ukraine. Within the study, problems are identified as low efficiency of state support, and decline in rural areas. In the process of scientific search applied comparative, structural research methods. The results. It is noted that the main attention in public administration should be given to rural territories. It is determined that their development depends precisely from the effective functioning of agrarian enterprises, in particular the farms of the population, in particular farmers, that is, areas of agrarian management as a whole. An analysis of the state of development of rural areas is carried out. Particular attention is paid to the features of rural territories, the normative settlement of decentralization in Ukraine and the main tasks of diversification, which are expedient to implement. It was revealed that Ukraine, seeking to be part of the EU should provide balanced development, in particular rural areas. Supernational support within the EU's efficiency of agriculture is analyzed. Despite the issues with the implementation, it is concluded that decentralization will change the existing policy of rural development in Ukraine as a result of changing the role of united territorial communities and the formation of such a development strategy, which will combine decentralization and economical and social development.

The article analyzes the pragmatic aspect of the discourse of tolerance of the special agencies of Great Britain, Germany and Ukraine web-pages; the role of the discourse of tolerance for providing the information security of the state; the ramifications of the addresser-recipient relations system within institutional communications on the web-sites of the special agencies of the countries, whose languages are studied, which testifies to the formation of the tolerant discourse, aimed at providing feedback, preventing conflicts, forming a "peer circle"; the criteria and characteristics of the tolerant discourse are specified; recommendations for ensuring the gender perspective of the discourse of tolerance are formulated. Key words: discourse of tolerance, feedback, institutional communications, the gender perspective of the discourse of tolerance.

This paper reports on research conducted through Monash University located in the state of Victoria, Australia. The outcome of the research was the development of a Health Promotion Community Participation Framework, providing guidelines for health professionals in community health centres and services to assist them with facilitating community participation in health promotion. A literature review was conducted and information collected from health professionals working in metropolitan and rural community health centres and services across the state of Victoria, Australia. The Framework does not emphasise levels of community participation as a hierarchy, but instead proposes using the levels or types of participation across a continuum. This has been done to encourage the use of appropriate transparent strategies that will enable both individual community members and different sections of communities to participate in health promotion activities. This is particularly important where government policies dictate the direction of health promotion, as this "top down" approach can lead to the community being excluded for health promotion processes. The use of a continuum promotes the concept that participation can be effective at different levels, even when the issue to be addressed has already been identified. The Framework also proposes that in order for community participation strategies to take place, there needs to be capacity building at both the organisational level and the community level.

There are increasing calls for a major change or a paradigm shift in our education system in order for the country to be able to produce a new generation who are dynamic and responsive towards the changing environment. Education is the main instrument to mobilize society toward better future. Therefore the important mechanism in education system such a the regulation, profesionalism, and management should be renewed. The way forward in education should be the democratization of education, the state was make UU No. 22-1999 year, UU No. 32-2004 year (Regional autonomy), UU No. 20-2003 year (Sisdiknas), PP No 19-2005 year (SPN) , Permendiknas No 22, 23, 24-2006 year (KTSP implementation). The implementation of tho curriculum of KTSP the package which give the right and freedom, community participation, organizer authority, supporter institution and stakeholder's should be as planned. There should be serious effort to create educetion democratization in Indonesia. In order for that to happen, the country need­capable human resource who are qualified, superior and competitive.Key word: democratization of education

<div class="WordSection1"><p>Each country has a unique personality that becomes the country's identity. Indonesia is known as a country that has community participation culture. However, that identity has been fading amid globalization today. As a matter of fact, community participation culture has the potential to be the unique culture of Indonesia in conquering the world through the conscious choice to defend the country for the unity of the nation. Research method employed in this study is literature review and observation based on author’s previous research. The result is analysis for the application of community participation culture in the management of renewable energy towards energy independence reinforcing state defense through the implementation of the basic principles of community participation which includes: (1) community develops, provides and utilizes renewable energy sources together; (2) community becomes the pioneer and innovator that can facilitate other community in independently providing and propelling the growth of people’s economy to reinforce state defense. Renewable energy management through state participation should not only be a normative advice, but should be clearly regulated to ensure people’s active participation in achieving the 23% target for renewable energy mix in 2025. There is a need to optimize the sustainable coordination, evaluation and supervision between Ministry of Energy and Mineral Resources, Ministry of Village, Development of Disadvantaged Regions and Transmigration as well as Ministry of Defense in order to ensure people’s participation in creating sustainable renewable energy management and as a form of defending the state.</p><p><strong>Keywords</strong>: defending the state, renewable energy, community participation culture</p></div>
