Abstract Central Java Province has the manufacturing industry sector as the largest economic contributor. This manufacturing industry sector growth is mainly supported by the strategic location and infrastructures on the northern coast of Central Java Province (Kendal-Semarang-Demak). However, the high increase of industrial built-up area in the coastal area of Semarang Metropolitan Region has an impact on the conversion of coastal land if the growth cannot be controlled through the spatial plan implementation. This study identified the direction and trends of industrial growth in the coastal area of Semarang Metropolitan Region in 2015-2020 and the industrial growth prediction in 2030 for assessing the industrial zones in spatial plan 2011-2031. This research consists the estimation of industrial built-up area growth using the combination of GeOBIA method and manual interpretation of high-resolution satellite imagery (Sentinel-2A) from 2015 to 2020 and assessment of industrial zones in spatial plan based on the industrial growth prediction model in 2030 using the Cellular Automata Markov (CA-Markov). Industrial built-up area tends to grow towards the western and eastern part of the coastal area of Semarang Metropolitan Region based on map distribution and area growth. The results showed more than 20 % of industrial land is not suitable with the spatial plan in 2020 and it predicted will be increased in 2030, it is necessary to increase the efforts to control the spatial use.

This study aims to estimate the level of efficiency of the manufacturing industry in Central Java Province. The position of the manufacturing industry in Central Java between two clusters of Jakarta-Bandung and Surabaya were the justification for the urgency of this research. The concept of relative efficiency with format Constant Return to Scale (CRS) and the Variable Return to Scale (VRS) was used as the theoretical framework of this research. The concept was applied by the method of Data Envelopment analysis (DEA) to describe the level of efficiency of the manufacturing industry sub-sector in Central Java province in 2016. The study also describes a way of increasing efficiency in production output for the manufacturing sub-sector classified as inefficient. DEA model used in this study is the CRS and VRS with the orientation of the output (output-oriented)The results of this study indicate that the apparel sub-sector; wood and processing; machinery and equipment; as well as furniture and processing is a sub-sector of manufacturing industry in Central Java in 2016 were classified as inefficient. Sub sectors using too much input unit, thus creating inefficient production levels relative to other sub-sectors.

Dynamics and Projections of Land Cover Changes and Spatial Plan Inconsistenciesin Kendeng Mountains Region Kendeng is limestone mountains that stretch across the northern part of Java Island. It is located in 7 regencies in 2 provinces (Pati, Grobogan, Blora, and Rembang Regenciy in Central Java Province; and Lamongan, Bojonegoro, and Tuban Regency in East Java Province). Kendeng Mountains is rich in natural resources and biodiversity. However, the development of mining activities and other cultivation activities has led to a dynamic land cover changes and threatens to damage the karst area of Kendeng Mountains. This research aims to: (1) identify the dynamics of land cover changes (LCC) in Kendeng Mountains (1996–2016); (2) conduct projections of the LCC in 2036; and (3) analyze spatial plan inconsistencies in the region. LCC analysis was conducted with ArcGIS 10.3 software using land cover maps of 1996, 2000, 2006, 2011, and 2016 from the Ministry of Environment and Forestry. Projections of LCC in 2036 was analyzed by CA-Markov using Idrisi Selva software. Spatial plan inconsistency analysis was carried out by overlaying land cover maps with Spatial Plan (RTRW) maps. Based on CA-Markov analysis, the mining area increased from 12 ha (1996) to 1,660 ha (2016), as well as built-up area from 83,543 ha (1996) to 96,761 ha (2016). The projection of land cover change predicts that mining area and built-up area in 2036 will increase to 3,646 ha and 110,843 ha. Existing area (in 2016) which is inconsistent with the Spatial Plan is 12.3%. Based on predicted LCC in 2036, it seems that the chances of spatial plan inconsistencies in this region will increase more in the future.

Climate change is no longer seen as a natural process when it has been correlated with human behavior, especially from increasingly rapid development activities. In Semarang, climate change has been affecting people's activity, especially in the coastal area. Coastal communities that depend on coastal resources feel the effects of climate change. Fishers, mangrove farmers, and fishpond farmers are vulnerable groups to the impacts of climate change because the coastal resources in quality and quantity decrease and affect their lives. Stakeholders make efforts through mangroves rehabilitation programs all over the coastal line, including the community approach to increase the mangrove growth rate. However, mangrove seeds planted in Semarang coastal area have different levels of life and growth rate in each planting location. Based on Environmental Agency of Central Java Province data in 2013, 8,594.89 ha of 11,732 ha mangrove vegetation in the North Coast of Central Java Province are in damaged condition. Hence, this paper aims to elaborate on the key factors of community-based mangrove replantation affecting the mangrove growth in the Semarang coastal area. Five mangroves rehabilitation areas in Semarang namely in Kelurahan Mangkang Kulon, Mangkang Wetan, Mangunharjo, Tugurejo and Kelurahan Trimulyo are observed throughout 2015-2016. The results show that suitability between mangrove species and the location is very influential on mangrove growth rates in Semarang Coastal. The community effort in each location also becomes the external factor affecting the growth of mangroves in Semarang Coastal Area. By understanding the factors of mangrove growth rate on the community-based mangrove replantation, better results of mangrove replantation programs can be acquired in the future.
