Abstract This paper is intended to illustrate the applicability of the results obtained from the investigations of social aspects of seismic hazard of the Russian Federation (RF) through the example of the high-seismicity region – the Far Eastern Federal District (FED). Within the FED the comparison of the areas of various seismic zones as per regulatory maps of General Seismic Zoning dated 2016 (GSZ-2016) has been performed and population estimates for each zone have been obtained. For the first time population estimates for zones with increased seismic hazard – grades A, B and C as per GSZ-2016 – are provided. The data obtained may be used for the evaluation of additional risks for FED’s population.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

Lung cancer (LC) is the main cause of morbidity and mortality in the population of Russia and many economically developed countries of the world. At the same time, referring to localizations with a high mortality rate, the official data on the number of recorded primary cases (which form the incidence rate) are significantly underestimated, which is confirmed by the registration reliability index, which in many territories is higher than critical values. The aim of our study is to present the real state of the prevalence of PC in Russia, based on the newly created database (DB) of the population cancer register (PRR) of the Northwestern Federal District of the Russian Federation (NWFD RF) — the only one in Russia. We analyzed the loss of the number of primary patients who were not included in the state reporting, showed the real value of the achieved death rate of patients in the first year of dispensary observation, calculated the patterns of annual mortality of patients, the median of survival and 1 and 5-year survival of patients with lung cancer based on the database of the population cancer registry. Northwestern Federal District of the Russian Federation, on the materials of which for the first time in Russia the dynamics of changes in the detailed localization and histological structure of lung cancer was traced.

This study reviews and compares the market potential of two macro-areas in the Republic of Sakha (Yakutia) in the AZRF (Arctic zone of the Russian Federation) and the FEFD (Far Eastern Federal District. Moreover, this work shows that a significant part of supply and demand in municipalities' domestic markets is concentrated in the FEFD. Until recently, the AZRF and the FEFD were not considered by the State as a single government body. Transferred powers to the Ministry of the Russian Federation for the development of the Far East and the Arctic has allowed the territory of the Arctic uluses of the Republic of Sakha (Yakutia) to be included in the social and economic development of the FEFD.

The article reviews the prospects of reforming the legislation on administrative responsibility based on the round table report “Legislation on administrative re-sponsibility: modern state, development prospects” in the Far Eastern Federal University on April 9, 2019. As of 2019, over 3000 changes (amendments) had been introduced into the Russian Federation Code on administrative responsibility; administrative responsibility norms can nowadays be found in many federal laws; the Code contains a lot of blanket norms; law enforcers have an insufficient knowledge of the legislation thus hindering the law-enforcing function of the legislation on administrative responsibility. Based on the material of court and law-enforcement practices, it is suggested to introduce the initiatives on implementing a special public qualifying examination of the law-enforcers for the legislation of administrative responsibility, strict categories of the corporate body’s guilt and office holder’s guilt that would avoid punishing two people for committing the same administrative offence, liberalization of administrative responsibility on administrative offences committed first time including reducing this responsibility to admonition. The author of the article is sure that reforming the federal and regional legislations on administrative responsibility in the Russian Federation has to be complex and switch its function from punishment to preventing the law enforcers from misusing their authority; it also has to create the conditions for normalizing the functioning of commercial and noncommercial organizations in the Russian Federation and increase the level of business climate protection in the country.

The evaluated territories have favorable environment for functional foci of trichinellosis. Despite wide spread, natural focality and a large variety of animals that are reservoir hosts of Trichinella, trichinellosis is a preventable invasion. It was possible to maintain a low incidence rate of this disease in the Southern Federal district and North Caucasian Federal District for many years due to veterinary and epidemiological control measures. However, structure of factors that facilitate infestation with trichinellosis in the Far Eastern Federal district is substantially different from the one prevailing in the south territories of the Russian Federation. The major sources of invasion is meat of wild animals and dogs that do not undergo veterinary-sanitary examination. As a result, the Far Eastern Federal district has one of the highest rates of trichinellosis cases registered in the Russian Federation.
